About this file
This is a Questions and Answers document from the second round of a Request for Information (RFI) for solicitation FA302226R0014, "Repair LRS Hazmat Roof, B155."
The Q&A addresses eight inquiries from prospective contractors regarding the roof replacement project at Building 155. Key clarifications include: (1) design flexibility is permitted—contractors should utilize their own designers to determine the optimal construction method (e.g., single versus double-stacked C-channels) while meeting SOW requirements; (2) the carbon steel patio finish requires a rust-inhibiting primer and three-coat paint system for corrosion protection, with the SOW to be updated accordingly; (3) no destructive testing (such as core cuts of the existing roof) is permitted prior to award; (4) contractors should assume the existing roof contains a minimum of 5 inches of rigid insulation, a plywood or concrete board cover board, and a vapor barrier for demolition purposes; and (5) as-built architectural drawings for the existing roof structure and new roof design were provided in Amendment 2 of the solicitation. Multiple questions regarding the availability and location of drawings were answered consistently, directing contractors to check Amendment 2 where the drawings were attached. This document clarifies the design-build nature of the project and the information available to bidders.

Text version
1. It appears the design is utilizing a double-stacked 4" C-channel. Has there been any consideration given to using a single 6" or 8" C-channel instead? This may be a more cost-effective option in both material and labor while still meeting structural requirements.
This is a design build project. All drawings provided are as-built drawings of the existing roof. Utilize your designer to determine the best construction method while meeting the requirements outlined in the SOW.
2. Are there specifications regarding the finish of the patio? Specifically, will the carbon steel require a non-corrosive primer and paint system to prevent rust, or is there another coating requirement?
Yes, please provide a rust-Inhibiting primer and three (3) coat paint system to protect the steel frame from corrosion. SOW will be updated accordingly.
3. We would like to know whether it will be possible for our site visit attendees to conduct a core cut of the existing roof system.
No destructive testing prior to award
4. whether an existing roof composition (roof layers and decking) is already available.
Assume the existing roof has at minimum 5” of rigid insulation, a plywood or concrete board cover board, and some sort of vapor barrier for demolition.
5. We have reviewed the Q&As posted today for the Bldg 155 roof project. The responses regarding as-built drawings state that they are included in Attachment 2 – SOW Attachments. However, we could not find any drawings in that document except for a basic sketch that was part of the HAZMAT report. Will you be posting a revised version of this document with the drawings?
Please check the amendment 2, we attached the drawings.
6. Does the government have any existing drawings of the building and roof structure?
Please check the amendment 2, we attached the drawings.
7. Can the Government provide these drawings?
Please check the amendment 2, we attached the drawings.
8. I don’t see the architectural drawings for demo and the new roof. Am I just not looking in the right spot?
Please check the amendment 2, we attached the drawings.
