About this file

This is a Questions and Answers document responding to inquiries submitted during the Request for Information (RFI) phase of solicitation FA302226R0014 for roof repair and replacement at Building 155 (B155) operated by the Department of the Air Force Air Education and Training Command.

The document addresses five contractor questions regarding site visit activities, existing roof composition assumptions, and access to architectural drawings. The government clarified that no destructive testing or core cuts of the existing roof system are permitted prior to contract award. Regarding existing roof composition, contractors should assume a minimum of 5 inches of rigid insulation, a plywood or concrete board cover board, and a vapor barrier for demolition planning purposes. All architectural drawings and related documentation, including demolition and new roof plans, are located in "Attachment 2 - SOW Attachments.pdf" in SAM.gov. To access these controlled unclassified information (CUI) documents, contractors must complete CUI training slides and return a signed CUI Acknowledgment form to the Point of Contact; access will be granted upon government review of the signed acknowledgment. This Q&A document serves as clarification for the larger solicitation requiring design and replacement of the building's roof with a TPO single ply membrane roofing system, replacement of overhangs, installation of insulation meeting ASHRAE requirements, and gutter systems, with the extended RFI due date of 17 June 2026 and proposal due date of 26 June 2026.
