FA302223Q0334 Questions and Answers

Offeror: Beanstalk

Date: 12 September 2023

Question: Can you please describe what type of past performance evaluation documents you are seeking? Would a summary of similar work relevant to the SOW for three recent clients suffice? We cannot share the final deliverables, as they are confidential to our clients. (Note that we don’t participate in a CPARS/PPIRS system given the nature of our work as a licensing agency.)

Answer: The Government will accomplish Past Performance evaluation by reviewing past performance information provided in the Offeror' s Past Performance submittals and information obtained from other sources available to the Government, to include, but not limited to, Past Performance Information Retrieval System (PPlRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Contract Tracking and Reporting System (CTARS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers or Contracting Officers or their appointed assistants referenced by the Offeror in any of the past performance information disclosed. Past Performance information is evaluated for the purpose of assigning a confidence assessment in order to make an award that is most advantageous to the Government.

If none of your information is on any of the previously listed systems you will have your customers submit information on the work you have done for them in the past, as well as ratings.

Said work and evaluation of work must be in compliance with the standards listed in Attachment 2- Provisions and Clauses FA302223Q0334 on page 4:

The Offeror will provide three (3) past performance evaluation documents with information via CPARS/PPIRS or directly from previous work sources for use in evaluating Past Performance in accordance with the following criteria:

Recency: Past performance will be limited to work performed in the last three (3) years from the issue date of the RFP. Past performance must be determined recent to be considered for relevancy.

Relevancy: Relevancy of the offeror's recent past performance will be considered. Relevancy is defined as a stand-alone project comparable to this requirement in terms of:

--Complexity--Efforts involving requirements similar or greater in scope than the effort described in this RFP.

--Magnitude--Contract price between $80k to $1M Ratings will be determined IAW CPARS/PPIRS terms and definitions (i.e. Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory) If an Offeror has no ongoing projects, no CPARS ratings, or no relevant past performance, the Offeror’s past performance will be assessed as “neutral”. Neutral past performance will be rated Satisfactory for purposes of evaluation

Question: Is there a Manning Matrix template you would like us to use?

Answer: You will be responsible for developing a product on excel with job title, how many hours the individual in said job will be working, and what you will be charging per hour for said job.

Question: The Wage Rate document does not have any class of service related to the marketing or consulting services we will be performing for the SOW. Do you have standard rates for those types of services?

Answer: Please review Attachment 3 Wage determination on page 10 and 11 “Conformance Process”

Question: For the Instructions on Page 3, it says the proposal shall consist of two volumes but three are listed. Also, are the Technical Factor and Sub-Factor 1 and 2 part of the Volume II-Technical Proposal?

Answer: It was a clerical error that will be corrected. There are 3 Technical Factors that we will be evaluating: Price Proposal, Technical Proposal, and Past Performance.

Question: Would you kindly consider extending the due date for the offers? Sept. 20 gives us only five business days to respond.

Answer: We will extend the question close date to 18 September 2023 and proposal due date to 22 September 2023

Question: The Combo file contains the Pricing Schedule as the last page – do we need to fill that out as well as the fields in the box below (beginning with Submission Expiration) and insert signatures? Or do we include pricing on the Cover Letter as indicated on page 3 of the Clauses file?

Answer: You don’t have to use the Pricing schedule we have, but your submission does need to include the information that is included on the Pricing Schedule.

Question: This project is not performed in units by month. There is a total fee and if we get the work done in 6 months instead of 9, that won’t reduce the price. So can we just insert the Extended price?

Answer: When you know the Extended price, multiply it by 6 months and fill in that category. Reason being the contract has to and will be set up to be invoiced monthly and not all at once. Monthly will be the unit of measurement.
