Questions and Answers (1 of 2)

30 Mar 2020

*No further questions will be accepted prior to award*

1. Solicitation- Section F- Deliveries and Performance – 0001 Delivery Schedule – Does the 140 calendar days to include both the Design Phase and the Construction Phase? STATEMENT OF

WORK- Chapter 3- DESIGN REQUIREMENTS -Paragraph 3.7.4- The Design Phases listed could possibly total up to 133 days. If both are to be included in the 140 days, that would only leave 7 days for construction which will be insufficient. Or are the 140 total calendar days based on those listed in the SOW-Chapter 4 CONSTRUCTION ADMISTRATION - Paragraph 4.3.9

– CONSTRUCTION PHASES?

Design submittals and reviews must occur within (35+49+7) = 91 days design time. 70 days will be for construction and 14 days for closeout (91+70+ 14) This yields a Performance Period of

175 days.

2. Will two (2) Notice to Proceeds be issued? One for Design (Paragraph 3.7.4.a) and one for

Construction (Paragraph 4.3.9.1)?

Yes, two NTPs will be issued, one each for design and construction.

3. SOW-Chapter 2-PROJECT DESCRIPTION- Paragraph 2.2 -ROOFTOP EQUIPMENT

TABLE- Device #24 is listed as a “Mini Split”. Looking at the very last page of Attachment #3 photos notes #24 . Behind #24 “Mini Split” is an exhaust fan. The ROOFTOP EQUIPMENT

TABLE gives no direction with what to do with it. Please provide desired scope of work for this fan. According to the Rooftop Equipment Table, this is Exhaust Fan-23 and designated as

“Move and Reinstall.”

4. SOW-Chapter 2, Paragraph 2.2, DEMOLITION NOTE #10 states the existing roof drains are to be removed. NEW WORK NOTE #9 states to provide new roof drains (total of 11). To accomplish this work would require interior access, barricading the floor area beneath the roof drain, temporary ceiling removal and reinstallation after the new drain is installed. To eliminate these disruptions, would retrofit roof drains such as OMG’s Hercules Plus with Vortex

Breaker Strainer be acceptable?

Such retrofit roof drains are acceptable and preferred.

5. SOW- Chapter 2- PROJECT DESCRIPTION, Paragraph 2.2 NEW WORK NOTE #10 to accomplish this requirement overflow scuppers may need to be added to the east side. Will this be acceptable? Yes.

9. Statement of Work- Chapter 2-Paragraph 2.2 NEW WORK NOTES- #15 - Would the western staircase and the southeast ships ladder of the Commissary be acceptable for the two emergency exits? SAM and incorporated into Amendment 0001.

13. Given the current situation with COVID-19, would the government consider email or DoD Safe transmission rather than mailing documents? Yes this is acceptable, so long as the proposal volumes adhere to the requirements/page limits outlined in Section L and the proposal is received by the proposal due date. The Government will not be held responsible if email or

DoD Safe is non-operable during proposal submission.

14. We understand that funding is currently not available for this project.

Type and load of this unit? Small communications closet. Uninhabited, approximately 8’x8’.

Must keep equipment cool.

Best research indicates that such drawings, specs do not exist.

25. The specification says there is an epdm, bur, and insulation on the existing roof. What is the type and thickness of the insulation to tear off? There is 3” of ridged insulation with a built-up roof and 2” of ISO with EPDM on top of it. Remove all to metal deck.

26. Will the bid date be postponed? I am finding a reduced lack of participation from subcontractors and suppliers due to the virus. I would recommend a postponement to improve participation which in turns improves the bottom line and lower $ and job cost. The proposal due date will be extended to 14 April 2020 at 2:00PM CST.

27. I have looked in the solicitation, but can’t seem to located the specific requirements for the bid bond/offer guarantee, marked off on SF1442 13b. as required. See newly incorporate clause at FAR 52.228-1, para (c), “The amount of the bid guarantee shall be __20__ percent of the bid price or __$1,000,000.00___, whichever is less.”
