About this file

This is a Questions and Answers (Q&A) document for RFQ# FA301626Q0270 issued by the Department of the Air Force, 502D Air Base Wing, Joint Base San Antonio. The document addresses eleven clarifying questions submitted by potential contractors regarding a HVAC unit replacement project at Building 1472.

Key project requirements include: replacement of seven HVAC units with delivery and full installation within 90 calendar days after receipt of order (binding completion date), with December 14, 2026 as an estimated target; decommissioning and removal of existing units; installation, startup, testing, commissioning, and final acceptance all due within the 90-day timeframe. Electrical service across all seven unit locations is confirmed as 460V/3-phase only. Acceptable refrigerants are R-454B or R-32 as equivalent low-GWP A2L-classified safety refrigerants; R-410A is prohibited. Units must be mounted on metal stands and cannot be placed directly on the ground. The government will provide photographs of each installed unit showing height and accessibility. Exterior wall disconnects will be included to prevent existing electrical lines from passing through walls. Contractors are responsible for reconnecting ductwork to existing supply/return openings and can relocate suspended units to ground level if metal ductwork is installed to existing wall penetrations, provided salient characteristics are met. Temporary/portable cooling during transition is not required; the contractor must coordinate with the Civil Engineering Project Manager to determine installation sequencing. The detailed field verification and site survey will be conducted immediately after contract award during the pre-construction phase. The crane plan requirement has been removed from the Statement of Work as it is not needed for interior unit installations.

RESPONSES TO QUESTIONS

RFQ# FA301626Q0270

1. Is there any possibility to have a photo of each installed unit, showing height above ground and accessibility for material handling equipment?

GOVERNMENT RESPONSE:

Yes, pictures will be provided.

2. Reference: SOW/Unit #5; Regarding the Bard PA13482-C would it be acceptable to replace with unit with an equivalent floor mounted 4-ton unit on house keeping pad and duct up to the existing penetration?

Yes, the contractor can replace unit with wall mounted unit that will meet salient characteristics.

Contractor will be responsible for reconnecting ductwork to existing supply/return openings. Units will have to be on metal stands and cannot be on the ground.

Reference Section 3. Detailed Scope of Work Phase 3 on the SOW.

3. Reference: SOW/2. Project Objectives; Would the government like to add to the SOW exterior wall mounted disconnects for each unit? (typical shown)

Yes, government will include exterior wall disconnects to prevent existing electrical line going through the wall.

Reference Section 3. Detailed Scope of Work Phase 4 on the SOW.

4. Site Access & Crane Staging Constraints: Since staging areas and safety perimeters will be coordinated post-award, could you please describe any known physical access restrictions, weight limits, overhead clearance issues, or traffic control requirements around Building 1472 that would affect crane placement or require specialized rigging or off-hours work?

This requirement will be removed from the SOW since there is no current access for a crane. See updated SOW

5. Please confirm whether December 14, 2026, is the required date for completion of the entire requirement, including delivery of the seven HVAC units, decommissioning/removal of the existing units, installation, commissioning, testing, and final acceptance, or whether December 14, 2026 applies only to delivery of the equipment.

Yes, the completion timeline applies to the entire turnkey requirement (equipment delivery, decommissioning, removal, installation, startup, testing, commissioning, and final acceptance).

The delivery schedule is strictly ninety (90) calendar days After Receipt of Order (ARO). The

December 14, 2026 date was an estimated target; the binding completion date is exactly ninety (90) calendar days from the actual date of purchase order award and receipt.

6. Refrigerant Specification Clarification: SOW Section 3 (Phase 3) lists acceptable refrigerant as "R-454B

/ R-32 depending on current model availability," while Section 9 (Salient Characteristics, Part B) specifies

R-454B or "equivalent low-GWP A2L-classified safety refrigerant" and states that R-410A is strictly prohibited. Please confirm whether R-32 is an acceptable equivalent to R-454B under Section 9, or whether

R-454B is the sole mandatory refrigerant for this requirement.

R-32 is an acceptable equivalent that can be utilized

7. Site Survey Timing & Field Verification: Please confirm whether the detailed field verification/site survey required under Phase 1 is intended to be performed post-award, during the Pre-Construction phase and before equipment ordering, or whether offerors are expected to complete an equivalent detailed site assessment before submitting their September 16 quote.

The detailed field verification/site survey is intended immediately after the contract is awarded.

Updated SOW under section 4 under project deliverables pre-construction phase

8. Electrical Service Verification: Salient Characteristics Section D references verifying "exact field voltage and phase" during pre-inspection, while SOW Phase 3 states power may be 208/230V or 460V (to be verified during site survey). The nameplate table (Section 9) lists all seven existing units at 460V/60Hz/3-phase. Please confirm that 460V/3-phase is the correct and consistent electrical service across all seven unit locations, or should offerors assume variation is possible pending field verification?

Yes, 460V/3-phase is the correct and only option service across all seven-unit locations.

9. Sequential Installation / Outage Coordination: SOW Section 8 states the Contractor "shall make every effort to complete all elements of the project without electrical outages," but also provides for outages to be

"coordinated and scheduled with Civil Engineering." Given that these units serve mission-critical electrical/chiller spaces, please clarify whether brief, coordinated outages during unit swaps are acceptable, or whether continuous power/cooling must be maintained throughout installation (e.g., requiring temporary/portable cooling during transition)?

Temporary/portable cooling during transition will not be needed. Contractor will be responsible to coordinate with CE Project Manger to dictate which units will be changed first.

Reference Section 3. Detailed Scope of Work Phase 2 on the SOW

10. Why was there an initial need for the crane plan when the 7 systems are all located within the building and not on the roof top?

The crane plan will be removed from the statement of work. Not needed.

11. For the package unit that is currently suspended in the air on top of a platform, are we able to relocate it to the ground level and install metal ductwork connecting it to the existing wall penetrations or does it need to remain in its current location off the ground level?

The contractor could relocate it to the ground level on metal stand and install metal ductwork to the existing wall penetrations. Unit must comply with the salient characteristics.
