B. RFO 52.212-2— Evaluation—Commercial Products and Commercial Services Addendum

(1) 502d CONS/PKAB will issue a purchase order to the responsible quoter whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in this RFQ.

The Government will rank all quotes based on an initial assessment of offeror’s total evaluated prices. If the Government receives 3 or fewer initial quotes, all quotes will be evaluated for Technical Acceptability.

If the Government receives more than 3 initial quotes, the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. The Government will evaluate the quotes selected above for technical acceptability on an acceptable/Unacceptable basis. For the technical proposal to be rated as "Acceptable", all technical factors must be rated acceptable. If any technical factor is rated "Unacceptable" the overall proposal will be rated as "Unacceptable". The ratings are as follows:

Acceptable: Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: Quote does not meet the minimum requirements of the solicitation.

Technical Factor 1 – Technical Plan

The Offeror’s quote shall provide a detailed technical plan that includes the approach, methodology, licensing/EPA certifications, and proposed high-level schedule to satisfy the requirements in the Statement of Work (SOW).

Provide technical plan in a separate attachment.

The standard has been met when: The offeror adequately demonstrates a sound, comprehensive, effective, and efficient execution plan to achieve complete installation, EPA-compliant refrigerant recovery, and uninterrupted facility operations in accordance with the SOW.

Cover Page 4 of 4

Technical Factor 2 – Equipment Specifications The offeror shall identify the brand name, make, and model number of the proposed HVAC units. The offeror must also provide the manufacturer’s complete, unaltered product specification sheets ("cut sheets") for the proposed equipment.

List all criteria in a separate attachment.

The standard has been met when: The offeror’s submitted documentation demonstrates that the proposed equipment meets or exceeds all salient characteristics listed in the SOW and Salient Characteristics attachments. A quote that fails to provide sufficient documentation, or for equipment that does not meet all salient characteristics, will be rated "Unacceptable."

(2) The Government must determine that pricing is fair and reasonable in accordance with RFO

12.204(a). If additional analysis is required, the Government will apply price analysis techniques outlined in RFO 15.404-1 to ensure the lowest-priced technically acceptable offer reflects fair and reasonable pricing.

(3) Evaluation Process. The Government may consider, throughout the evaluation, the "correction potential" of any quotes. The judgment of such "correctional potential" is within the sole discretion of the Government. If any aspect of an offeror's quotes does not meet the Government's requirements and is not considered correctable, the offer may be ineligible for award. All technically acceptable quotes shall be treated equally except for their cost/price record. Offers will be ranked based on initial assessment of total overall evaluated prices, followed by a full evaluation of Technical Acceptability, then Price Reasonableness of the technically acceptable offer with the lowest evaluated price. Price Reasonableness includes the determination of complete, accurate, realistic, and balanced pricing. Only quotes rated technically acceptable are eligible to receive an award.

Basis for Award. 502d CONS/PKAB will award a purchase order resulting from this RFQ to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the Government.

Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
