About this file

This is a Questions and Answers document for federal contract opportunity FA301626Q0235 concerning the removal and replacement of CRAC units and chillers at a data center facility (Building 2265, JBSA Fort Sam Houston).

The project scope includes replacing six existing CRAC units and two chillers while maintaining continuous cooling operations with zero downtime. Line items divide the CRAC units into two 45-ton units, two 40-ton units, and two 25-ton units. The two chillers are sized at 115 tons each operating in N+1 redundant configuration. Replacement units must meet salient characteristics specifying low global warming potential refrigerant, but equivalent products meeting performance requirements are acceptable—the original manufacturer names (Data Aire, Daikin AGZ130) are not mandatory. The contractor must furnish new expansion/buffer tanks, air separators, Y-strainers, chemical pot feeders, condensate pumps, and leak detectors, along with factory-installed smoke detectors and humidifiers. Exterior piping insulation from the chillers to building penetration must be replaced. The contractor assumes full responsibility for temporary cooling during changeovers, CCTV camera relocation coordination, oak tree trimming coordination with Base Natural Resources, chain-link enclosure demolition and rebuild (costs included in line item pricing), and rigging/lifting logistics. On-site work requires phased implementation to eliminate downtime, with lift plans submitted two weeks in advance. Personnel clearance for SIPR/NIPR room access requires 45 days minimum; Government provides escorts during all working hours. The rigid 60-day completion deadline was removed; contractors must propose realistic schedules accounting for manufacturer lead times, which will become the binding period of performance upon award. No progress payments are authorized—invoicing occurs only after full completion and Government acceptance. Deliverables include QA/QC and Safety Plans, rigging/lifting logistics plan, factory acceptance and field commissioning reports, and warranty documentation. Quote submission deadline was extended to September 21, 2026, at 11:00 AM CDT.

identify the office that approves street closure and staging at Building 2265, the lead time that approval requires, and any restrictions on working hours for crane operations in this courtyard.

a) CE Response: CE project manager will coordinate street closure and provide a staging for contractor. Contractors will have to provide their lift plan 2 weeks in advance to have proper coordination with the facility. Will include this in the SOW.

Contractor Question 75: Statement of Work paragraph 4 requires same-in-kind Data Aire units and paragraph 5 requires same-in-kind Daikin AGZ130 units, while Salient Characteristics paragraph

2.1 permits a modern equivalent, and no brand name or equal provision is included in the solicitation. Statement of Work paragraph 1 also states that one driver for the project is the imminent closure of the original equipment manufacturer and the resulting loss of technical support and spare parts. Please confirm whether the named manufacturers are mandatory, or whether an equal product that meets the Salient Characteristics will be evaluated as technically acceptable.

a) CE Response: Any equal product that meets the salient characteristics will be evaluated as technically acceptable.

Contractor Question 76: The solicitation pairs NAICS 238220, a specialty trade construction code, with supply type line items priced each under Product Service Code 4120, FOB destination delivery dates, DFARS 252.211-7003, and FAR 52.219-33, Nonmanufacturer Rule. Please confirm

(a) whether 52.219-33 applies to line items 0001 through 0004, and if it does, whether SBA has granted a class or individual waiver, since neither manufacturer named in the Statement of Work is a small business manufacturer; (b) which paragraph of 52.219-14 governs the limitation on subcontracting for this award; and (c) whether Construction Wage Rate Requirements apply to the on-site installation labor, and if they do, please furnish the applicable wage determination.

a) Government’s Response: RFO 52.219-33 is non-applicable because the selected NAICS code does not represent a manufacturer NAICS, this is a supply-class code.

Furthermore, Construction Wage Rate Requirements do not apply as this acquisition is classified as a supply contract with only incidental services (no Davis- Bacon). RFO 52.219-14 remains applicable, specifically governed by paragraph (c)(1).

Contractor Question 77: Page 2 of the solicitation states that advance payments are not authorized and that invoices may be submitted only after successful delivery and installation of all items and formal Government acceptance. The equipment procurement will precede installation by several months. Please confirm whether the Government will accept invoicing by completed line item or will consider progress payments or commercial financing for the equipment portion of the work.

FA301626Q0235

a) Government’s Response: Government will not accept progress payments and payments will only be made after full completion of work and acceptance by Government as stated in solicitation.

Contractor Question 78: Technical Factor 1 requires original manufacturer documentation demonstrating point by point compliance with each salient characteristic. Several of the stated characteristics are not published in manufacturer catalog literature, among them MERV 8 filtration at 70 percent dust spot efficiency, a 0.23 in. w.g. initial filter pressure drop at 500 FPM, an integrated part load value of 15.3 EER, and an alarm history of the last 20 events. Please confirm that manufacturer selection program output and a manufacturer signed compliance matrix will be accepted as original manufacturer documentation where a catalog page does not state the value.

a) CE Response: es. The Government confirms that official manufacturer selection program outputs (software submittal reports) and signed letters of compliance from the manufacturer's engineering department are acceptable forms of original manufacturer documentation where specific performance values are not published in standard commercial catalogs. All submitted documentation must be clearly traceable to the specific, proposed equipment model numbers and must reflect the exact design and operational conditions specified in the Salient Characteristics.

Contractor Question 79: Statement of Work paragraph 13 requires a one year material and labor warranty. Deliverable 12j requires a minimum one year parts and labor warranty and five year compressor coverage on all new equipment. The replacement CRAC units are chilled water units and have no compressors. Please confirm that the five year compressor coverage applies to the chillers only and confirm that the warranty period begins at Government acceptance of the completed work rather than at delivery.

a) CE Response: The 5-year compressor coverage applies to the chillers, the CRAC units should also have a manufacture warranty included will correct SOW.

Contractor Question 80: The delivery schedule lists the ship to address as F2M3CB, 502 CES CERF, 1675 Gott St, JBSA Lackland, TX 78236, while the cover page of the Request for Quote and Statement of Work paragraph 7 give the place of delivery and performance as Building 2265, 2406 Gun Shed Rd, JBSA Fort Sam Houston. Please confirm that the equipment is to be delivered directly to Building 2265.

a) Government Response: Place of delivery and performance will be at Building 2265, 2406 Gun Shed Rd, JBSA Fort Sam Houston, TX, and that is where the equipment will be delivered and installed. However, for billing purposes, the F2M3CB would be used.
