Statement of Work Summary

This Statement of Work defines requirements for the removal and replacement of Computer Room Air Conditioning (CRAC) units and air-cooled chillers at Fort Sam Houston, Texas (2406 Gun Shed Rd). The project is necessitated by the current system reaching end-of-life, mandated energy efficiency improvements, and the original equipment manufacturer's imminent closure threatening future support and parts availability.

The contractor must provide a complete turnkey solution including removal, disposal, installation, and commissioning of six existing CRAC units and two existing chillers. The CRAC units consist of two 45-ton units (DACD-45), two 40-ton units (DACD-40), and two 25-ton units (DACD-22), to be replaced with new "same-in-kind" Data Aire units meeting or exceeding original performance specifications. The two chillers are to be replaced with new Daikin Model AGZ130 units. The contractor must maintain continuous cooling with zero downtime; any required outage demands at least 60 days' notice. Work must be executed in phased approach minimizing disruption, with a detailed phasing plan requiring Government approval. The contractor must be a licensed HVAC and electrical contractor with demonstrated critical data center experience.

Critical special conditions include security requirements: contractor personnel require 45 days for security clearance to access the secure interior work areas. The performance period is estimated at 60 calendar days with at least 5 days' notice required. Work hours are 0700-1700 Monday through Friday, excluding federal holidays. The contractor must supply all labor, materials, tools, and supervision; provide comprehensive deliverables including equipment submittals, rigging and logistics plans, phasing methodology, quality control checklists, health and safety plans, factory acceptance testing reports, Testing-Adjusting-Balancing (TAB) reports, operation and maintenance manuals, and four hours minimum on-site training. A one-year material and labor warranty with five-year compressor coverage is required. The contractor is responsible for all waste removal and daily site cleanup; use of Government-leased dumpsters is prohibited. Work location is Fort Sam Houston, a Department of the Air Force installation requiring base access procedures and identification credentials for all contractor personnel.
