About this file

This is a Statement of Work for the purchase and installation of six Computer Room Air Conditioning (CRAC) units and two air-cooled chillers at Building 2265, Fort Sam Houston, Texas.

Project Scope and Equipment: The contractor must provide a complete turnkey solution including removal, disposal, installation, and commissioning of six existing CRAC units (two 45-ton, two 40-ton, two 25-ton Data Aire units) and two existing Daikin chillers. New equipment must be "same-in-kind," matching cooling capacity in tons, airflow in CFM, pump configuration, and physical footprint of original units. The work is driven by end-of-life equipment status, enhanced energy efficiency mandates, and the original manufacturer's closure threatening future support and spare parts availability.

Critical Operational Requirements: The contractor must maintain continuous cooling with zero unscheduled downtime to the data center; any outage requires 60 days' notice. Work must be phased to minimize disruption and include furnishing, installing, and operating temporary cooling equipment. Contractor personnel require security clearances with 45 days' notice due to secure area location. All work must comply with local, state, and federal codes, performed by a licensed HVAC and electrical contractor experienced in critical data center environments. The contractor is responsible for lock-out/tag-out procedures, proper refrigerant reclamation per EPA regulations, security camera relocation, and removal/disposal of old equipment and debris. Deliverables include equipment submittals, rigging and phasing plans, quality control checklists, health and safety plans, commissioning reports, certified Testing, Adjusting, and Balancing (TAB) reports, two sets of Operation and Maintenance manuals, as-built drawings, and minimum four hours of on-site training. Standard warranty is one year parts and labor with five-year compressor coverage for chillers. Normal work hours are 0700-1700 Monday through Friday, excluding federal holidays listed. The project location is 2406 Gun Shed Road, Fort Sam Houston, Texas.
