About this file

This is a Request for Quote (RFQ) for removal and replacement of a golf cart bridge at JBSA Lackland.

The solicitation, numbered FA301626Q0043, is set aside for 100% small business concerns and is issued by the U.S. Air Force (502d CONS/PKAB). Quoters must submit responses by email to Miranda Garza no later than 11:00 AM CST on April 20, 2026. All written questions must be submitted by 12:00 PM CST on April 2, 2026. A mandatory site visit is scheduled for March 31, 2026 at JBSA Luke East Visitor Control Center, with registration requests required by March 25, 2026. Quote prices must be held firm for 60 days following submission and delivery is FOB Destination. The period of performance extends from May 1, 2026 to October 20, 2026, with a critical requirement that the contractor demonstrate the ability to commence work within ten days of contract award and complete the installation within 120 days of receiving the prefabricated bridge from the manufacturer.

Evaluation will prioritize technical acceptability as the primary factor, with award going to the lowest-priced technically acceptable quote. The technical evaluation criterion requires submission of a detailed technical approach and timeline addressing site preparation methodology, bridge specifications (length, height, load capacity, material, finish type), decking materials, daily cleanup procedures, ADA compliance, and realistic phase-in schedules. The Government will evaluate the three lowest-priced initial quotes for technical acceptability; if fewer than three quotes are received, all will be evaluated. Mandatory registrations include current SAM registration. All quotes must include company information, UEI number, CAGE code, point of contact, payment terms, delivery timeframe, warranty information, and WAWF invoicing capability. The contract incorporates FAR and DFARS clauses by reference, including provisions for small business representation, wage determinations, electronic payment processing through WAWF, and contractor access requirements to Air Force installations.

B. FAR 52.212-2— Evaluation—Commercial Products and Commercial Services Addendum

(1) 502d CONS/PKAB will issue a purchase order to the responsible quoter whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in this RFQ.

The Government will rank all quotes based on an initial assessment of offeror’s total evaluated prices. If the Government receives 3 or fewer initial quotes, all quotes will be evaluated for Technical Acceptability.

If the Government receives more than 3 initial quotes, the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

Acceptable: Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: Quote does not meet the minimum requirements of the solicitation.

Technical Factor # 1 – Technical Approach Standard: The Offeror shall submit a “Technical Approach and timeline” that demonstrates a clear, effective, and safe methodology for the removal and replacement of the bridge in a manner that will provide a structurally sound prefabricated bridge to allow the safe conveyance of pedestrians/golf carts and be compliant with the Americans with Disabilities Act (ADA). At a minimum, the plan should:

(a) Demonstrate a methodology for site preparation

(b) Provide specifications of the bridge structure: Length, height, load capacity, material, and finish type

(c) Specify bridge decking materials used

(d) Approach to daily cleanup and site restoration

The Offeror shall clearly state and/or demonstrate the ability to start performance no more than ten (10) days after contract award. At a minimum, the timeline should:

(a) Include a realistic timeline to begin work to include phase in/equipment lead time

(b) Demonstrate the ability to perform services in accordance with the Performance Work Statement and period-of-performance of 120 days from receipt of the prefabricated bridge from manufacturer.

The standard has been met when: The offeror provides a “Technical Approach and timeline” that clearly and comprehensively demonstrates a feasible, efficient, and safe methodology for meeting all requirements of the PWS, including but not limited to, ADA compliance and reasonable care to avoid damaging existing surrounding buildings, equipment, and vegetation. The Offeror clearly identifies the ability to meet the ten (10) day requirement for contract performance after award.
