About this file

This is a Questions and Answers (Q&A) document for Amendment 2 of solicitation FA301626Q0043, issued by the Department of the Air Force Air Education and Training Command for the removal and replacement of the Hole 18 Golf Cart Bridge (B490) at Joint Base San Antonio (JBSA) Lackland. The document clarifies key project requirements and specifications in response to vendor inquiries submitted prior to the April 2, 2026 deadline.

The solicitation is a new acquisition for a single prefabricated steel truss bridge measuring 8 feet wide and 85 feet long with a minimum 8-ton load capacity and clear span design. The contractor must provide the complete prefabricated bridge structure, which requires a black powder-coated finish on the steel structure and railings for corrosion resistance. Decking specifications call for 3"x12" Douglas Fir material. The contractor is responsible for bridge procurement, removal of existing concrete footings (complete removal required), installation of new concrete abutments with concrete approach that tapers from bridge width to 6 feet wide over approximately 12 feet in length, site preparation including safety barrier/fencing, restoration of the site to original condition including sod or grass seeding of damaged areas, and off-site hauling of all debris and spoil materials. The Government will not provide an engineer's estimate, will remove/trim vegetation prior to work commencement, and golf course management will designate the construction route to minimize damage. Equipment access routing must be coordinated with golf course management. The RFQ response deadline was extended to April 20, 2026 at 11:00 a.m. CST, with submissions directed to Miranda Garza and Lauren Macias.

QUESTIONS & ANSWERS (Q&A)

SOLICITATION: FA301626Q0043

JBSA Lackland Remove and Replace Golf Cart Bridge 13 April 2026

1. Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A: This is a new acquisition. The services that fall under this requirement have yet to be performed.

2. Q: Is this solicitation only for one bridge?

A: Yes, per the Performance Work Statement and Request for Quote, the requirement is for one bridge only.

3. Q: The statement of work mentioned something about a black coating on the bridge what is the black coating?

A: The PWS has been updated to require a black powder-coated finish to the steel bridge structure and rails.

4. Q: Is this design & build, or does your team already have a bridge/design in mind?

A: We can provide a photo for reference.

5. Q: Who will be paying for the prefabricated bridge, will that be included in my estimate or will the Air Force be covering that?

A: The prefabricated bridge will not be provided by the Government. This must be provided by the contractor.

6. Q: Staging area - Is there one close by with enough space to store equipment and materials?

A: Yes, will provide a photo layout to show the contractor laydown area.

7. Q: Does this project have an engineer’s estimate, if so, can you please share it? I have tried reviewing it online in various places and have been unable to find it.

A: Regarding your question requesting an “engineers estimate,” we would not be able to provide this information, nor any information pertaining to estimated costs for this project.

8. Q: Where is the location of the lay down yard? Please identify and outline where the concrete truck/trucks can drive to ensure minimal damage to golf course. Is it possible to receive an ariel view so we know where we can move around?

A: Photos will be provided for the laydown area(s). Golf course management will provide the best route for contractor to navigate the course for minimal amount of damage.

9. Q: Once the bridge is installed, is the contractor required to return site to its original state? Are we required to lay down SOD or grass seed to areas around the bridge that might get damaged due to installation?

A: Yes, area must be left how it was found.

10. Q: Are we to remove the footings of the current concrete to ground level (flush with ground) or required to dig deep to remove all of the concrete?

A: Contractor must remove all concrete to prepare for new concrete abutments

11. Q: How far back from the bridge does concrete go to connect to existing concrete path?

A: Concrete approach must be same width of bridge then can taper to meet the width of the sidewalk about 6’ wide about 12’ in length from bridge

12. Q: There are some existing branches/trees close to the side of the bridge. Is the contractor required to remove or trim before installation of bridge or is the Government going to remove this before work begins?

A: Golf course management will remove/trim back before work begins.

13. Q: Is the contractor required to set up a barrier (fencing) around site for safety concerns?

A: Yes, barrier is required.

14. Q: Are there dimensions and specifications for the project which are not included in the project description. If so, is there a way for me to get a copy? Also, who is to provide the bridge structure?

A: Contractor is responsible for providing the bridge, 8ft wide. Length shall be at least 85’ long Bridge railings should be at least 42” high. The bridge should have at least an 8-ton load capacity.

15. BRIDGE STRUCTURE: Prefabricated steel bridge structure must have a black preventative compound applied. Rails shall be made of steel and must have corrosion resistant powder finish. - Is the structure to be painted only, painted and powder coated?

A: The “black preventative compound” verbiage has been removed. The PWS has been updated to only require a black powder-coated finish to the steel bridge structure and railings.

16. Q: Is the bridge configuration a Beam or Truss structure?

A: Truss structure.

17. Is the bridge structure to be a clear span for the 85'?

A: Yes, bridge must be 85’ long.

18. Decking specs PT Douglas Fir, to achieve 8Ton loading this will require 3x material, would you consider a Concrete decking?

A: Currently, we are looking for a 3”X12” Douglas Fir Decking.

19. Is there a list of preferred Bridge Manufacturers?

A: We do not have a list of preferred Manufactures.

20. Where will debris be hauled off?

A: Debris must be hauled off-site by contractor.

21. Soil Management - Can the spoils from the upcoming pier drilling be exported from the site? We need to know if this material is considered contaminated, similar to the previous project base, and must be spread on-site instead of hauled off.

A: Material shall be hauled off-site.

22. We would like to request that the concrete trucks, pump trucks, crane trucks etc. use the entrance indicated on the attached snippet (Morey Road to site)? The current golf cart entrance is too narrow and steep for our heavy equipment, additionally it would be less damage to the golf course grass.

A: This would need to be approved by golf course management, will provide the existing route that golf course management has planned at this time.
