About this file
This document is a Questions & Answers (Q&A) file for Solicitation FA301625R0035, Amendment 2, for 16th Air Force (AF) Custodial Services, dated 13 August 2025. The solicitation is a Lowest Price Technically Acceptable (LPTA) contract with strict security clearance requirements, mandating that all personnel, including contractors and subcontractors, must possess an active Top-Secret (TS) Facility Clearance. Key requirements include custodial services across three shifts, with cleaning frequencies defined in Appendix E, and the contract will involve multiple facilities with varying cleaning levels and square footages.
Critical details include security clearance prerequisites: only U.S. citizens can work on the contract, and the company must be U.S. owned with an active TS Facility Clearance. The contract uses a Collective Bargaining Agreement (CBA) workforce, and contractors are responsible for determining their own supplies and equipment. Unscheduled work is capped at $2,000 per year, and contractors must be prepared to perform services starting on the contract's performance start date. The government will conduct a price analysis to ensure fair and reasonable pricing, and offerors must propose realistic manning levels that comply with the CBA and Service Contract Act.

A: Under the General Information section of the PWS, normal base hours are mentioned but advises that Contractors “may find it necessary to deviate from the normal base hours of operation to ensure timely completion of work,” at no additional cost to the government.
SCIF facilities may dictate what times cleaners are allowed to enter for security reasons.
50. Q: On the PWS, on pages 22-25 are the "Total Cleaned SF per Facility"...including or should include the Restroom SF? If so, the Restroom SF has not been added to the "Total Cleaned SF per Facility" if I am reading or adding it correctly.
