About this file

The document is a Department of Defense Contract Security Classification Specification (DD Form 254) for a custodial services contract with the 16th Air Force at Joint Base San Antonio-Lackland, Texas. The document requires a Top Secret facility security clearance and specifies multiple performance locations across various buildings at JBSA-Lackland, including buildings in the 16 AF, 67 CW, Medina Annex, and Chapman Annex. The contractor will need access to Sensitive Compartmented Information (SCI) and Non-SCI intelligence information, and must comply with Operations Security (OPSEC) requirements.

Key security specifications include North Atlantic Treaty Organization (NATO) information access, Controlled Unclassified Information (CUI) handling, and routine work hours. The contract involves managing and operating custodial services for the 16th Air Force and mission partners, with specific security guidelines outlined in the 32 CFR Part 117 National Industrial Security Program Operating Manual. Additional security requirements mandate special briefings and a final U.S. Government clearance for intelligence information access, with 16 AF retaining exclusive security responsibility for SCI classified material and the Defense Counterintelligence and Security Agency (DCSA) responsible for non-SCI classified material inspections.
