About this file
This document outlines a construction phasing plan for runway friction improvement work at Joint Base San Antonio-Randolph in Texas. The project includes diamond grinding and grading of the west runway to improve friction, conducted in multiple phases with the airfield closed. Phase 1 involves barricading the work areas, Phase 2 includes diamond grinding a 1,000 foot section of concrete and friction testing, and Phase 3 will grade drainage areas while joint seals are replaced if needed. The plan specifies equipment height limits, haul routes, storage locations, coordination with airfield management, and other logistical and safety details.
The related federal contract opportunity is a solicitation from the 502nd Contracting Squadron at JBSA-Randolph to award a 120-day contract between $1,000,000 to $5,000,000 for stoppage repair of the west runway friction improvement project. The solicitation is set aside for women-owned small businesses and notes that funds are not presently available and no award will be made until funding is received.

Grading
• Grading
– 1.5” drop off at edge of pavement +/- 1/2”
– Total width of Paved & Unpaved Shoulders 200 ft
• Markings IAW UFC 3-260-04
C-TYMX-21-07 Temp Const. Waiver General Notes
• A FOD check shall be done on every vehicle prior to entering the airfield gate and prior to entering a paved surface from an unpaved surface
– Contractor must maintain paved areas outside of the low profile barricade line FOD free at all times
– Contractor must maintain airfield haul routes FOD free at all times
• The lay down/storage area as shown on the diagram.
– Contractor is responsible for escorting supporting vehicles (concrete trucks, dump trucks, etc) on/off the airfield
– Bulk temp storage of removed materials & large grading equipment is adjacent to west perimeter road
• All work shall be coordinated with Airfield Management to minimize impact to flying mission
– All Phases must be done when airfield is closed (1800-0630L M-F and most weekends; we normally fly 1 Saturday per month)
– Generally, each Phase must be completed before starting next phase unless approved otherwise by CE/PM & AFM
• Includes repainting markings removed during grinding
• Phase 3 will be done concurrently with Phase 1 & 2
• Joint seal damaged during grinding must be cleaned up, the replacement can be delayed until Phase 3.
• Spalls caused during grinding, may have to be repaired during that phase or may delayed until Phase 3 (AFM & CE/PM jointly make the call)
• All equipment used for diamond grinding will be equal to or less than 12 feet in height, unless otherwise approved by AFM & CE/PM
• Equip. used for grading limited to 25 feet in height unless otherwise approved (only used when afld is closed, stored off the airfield near west perimeter Rd)
• Any changes to the phasing plan must be approved by CE/PM and Airfield Manager
• Any vehicle operators who must drive on the airfield must coord for airfield drivers/controlled area training with Airfield Management.
– Drivers are only allowed in areas depicted on phasing plan diagrams and are not authorized on any other portions of the airfield.
– Only vehicles required for actual work are allowed on the airfield and limited to work site as shown on Phasing Plan. Workers personnel vehicles must be parked off the airfield.
– Contractor is responsible for escorting supporting vehicles (concrete trucks, dump trucks, etc) on/off the airfield.
• Contractors must check in/out with Afld Mgt, just before the flying day ends; AM will not release contractors to enter the airfield until the airfield has officially closed to prevent accidental Controlled Movement Area Violations. Contractors must check in/out with security forces/ECC (210-652-5700) when the airfield is closed (nights, weekends and holidays).
• Trenches, open holes, excavations, etc. > 3” deep must be marked/lighted with low profile barricades IAW UFC 3-260-04 and spaced no more than 40 ft apart.
• Construction Phasing Plan and Operational Safety on Airfields During Construction IAW UFC 3-260-01, Section 14, must be reviewed and applicable paragraphs addressed/ followed during all phases of the project.
