About this file
This document contains questions and answers regarding a federal contract solicitation for runway friction improvement work at Joint Base San Antonio-Randolph in Texas. The solicitation seeks a contractor to provide management, tools, materials, equipment and labor to repair the west runway. The work includes grading, diamond grinding, joint sealing, concrete repair, striping and other tasks. The period of performance is 120 calendar days with award estimated between $1,000,000 to $5,000,000. Funding has not been obligated and the solicitation may be cancelled if funds do not become available. The Air Force is the contracting agency and work must be completed by April 2022.

Question Answer SOW Revision
Y/N If Revised; paragraph and page number
Specs call out cut material is 2,000 c.y. will there be a change order for anything more than that?
The anticipated amount of cut materail is 2,000 CY. Approximate square footage of excavation is 390,100 SF. Please be advised that this is only a best guess based on 2011 TNRIS LiDAR data, and is not based on ground survey data.
Yes Sec 01 11 00.10
Para 1.3.2.2
For the purposes of the scope of work it indicates 2,000 cubic yards of cut. Generally this does not sound like a great deal of grading but when considering the amount of surface area this is occurring over it is a much larger area. It is recommended that the square footage of area to receive grading be indicated rather than the cubic yards of actual cut to ensure those not in attendance at the site visit understand the significant area that is being graded.

Per the solicitation, none of the equipment used in the grinding Scope is to exceed 12 ft. the machines and support equipment required to complete the grinding exceed that height requirement. Railing on the top of the grinders and tankers, provided for the safety of our operators, make the height of this equipment closer to 14Ft.
Can the allowance be raised to accommodate the proper equipment needed to complete the diamond grinding scope of work?
The additional height will be allowed. The equipment must be removed prior to airfield opening and flying operations.
No
Will contractor need to provide any traffic control? This project is not anticipated to impact traffic, therefore a Traffic Control Plan will not be required.

Because of the age of existing joint sealant, it is uncertain how the existing sealant will fare through the diamond grinding process. Please provide a quantification for joint sealant replacement.
The 'old' section of the southern end of the West Runway has joint seal that is in poor condition. This is the section where the slabs measure 13' x 15'. It is extimated that 15,000 LF of joint seal will need replacing.

Section 01 11 00.10 Paragraph 1.3.2.6 requires Joint Seal Repair in the event the diamond grinding process causes damage to the existing joint seal. As discussed and observed at the site visit there is variation throughout the runway with the depth of the joint seal with some areas having joint seal already on top of the slab. As it was not possible to fully take off this condition during the site visit it is recommended that an allowance be accounted for in this bid. Will the government provide a linear footage of joint seal repair that the contractor should include in its bid?

Para 1.3.2.6
What is considered damaged sealant?
Joint sealant will be considered damage when it meets the "High Severity" definition in the 2010 Airfield Concrete PCI Handbook. According to the Handbook, "Typical types of joint seal damage are (a) stripping of joint sealant, (b) extrusion of joint sealant, (c) weed growth, (d) hardening of the filler (oxidation), (e) loss of bond to the slab edges, and (f) lack or absence of sealant in the joint." High Severity is defined as, "Joint sealer is in generally poor condition over the entire surveyed section, with one or more of the above types of damage occurring to a severe degree. Sealant needs immediate replacement. Joint seal damage is at high severity if 10% or more of the joint sealer exceeds limiting criteria listed above, or if 10% or more of sealer is missing." The Airfield Manager and CE Pavements will be the responsible party for inspection and severity determination.

Each section of runway will have different requirements. Please reference attached Pavement Detail Map. Some areas of runway are at or below UFC minimums for slab thickness. In Section 4 (north end), do not remove an amount greater than 1/4 inch. In Section 8 (the northern end of the south end where slabs measure 13' x 15'), grinding may go to a depth no greater than 3/4 inch. As discussed at the site visit, we are looking for clear direction on the disposal requirements related to clean soil from grading operations. JBSA Soil Management Plan promotes the recycling of Clean Soil. Additionally, Section 01 57 20 Paragraph 3.8.1.1 provides a DOD mandate to divert 60% of all non-hazardous solid waste for recycling.
Section 01 11 00.10 Paragraph 1.3.2.7 states, “Waste material shall be hauled off site to approved site following approved waste management plan for hauling of soil to land fill. As discussed, hauling the soil to the landfill is a significant cost to the project. There are many locations that will accept clean fill material for little to no cost, however the landfill will charge a significant cost for each load impacting the final price of the project. This also would be counter to the JBSA Soil Management Plan recommendation of recycling and keeping clean materials out of the landfill. We recommend recycling of clean soil to be permitted. Please advise if this is acceptable?

This solicitation allows for 120 to award a contract, and 120 days for performance of the contract. However Per the Solicitation, all runway work must completed prior to April 18, 2022 (the mandated shutdown for the Air Show). Should all 120 days be used prior to the award of a contract, that would be March 19,2022. That is only 30 days prior to the mandate completion date for April 18,2022. Will this requirement be waived should award of contract not allow for sufficient time to complete runway work by April 18.2022?
Pending receipt of funding, the Government anticipates awarding the resulting contract on or about 30 December 2021 with anticipation of issuing the NTP about middle of January 2022. The focus will on completing Phase 1 of work within 60 days of NTP.
