JBSA SUMMARY OF WORK

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor QC approval.
Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance to Section 01 33 29 SUSTAINABILITY REPORTING.
Submit the following in accordance with this section.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
This project is a Design-Build (DB) project. The Design-Build Contractor shall provide all plant, labor and material, design, as well as constructing, installing and performing all work shown and described in the contract documents, all of which are made a part thereof.
The Contractor shall provide as deliverable a 95% drawing set for review and a 100% for construction stamped drawing set prior to start of construction.
Project location is in the Network Enterprise Center. Facility number is 2265, on the corner of Hancock Pass and Stanley Rd., rooms 1008 and 1009.
Contractor shall examine the site and determine for themselves the existing condition and general character of the site prior to design.
The work shall be accomplished in the shortest time period possible, during standard business hours, and with the minimum of inconvenience to the users of building.
The project consists of the install six (6) Star-Line busway electric power tracks, identical to the Star-Line electric power tracks currently installed in the facility, each with its individual Electrical Metallic Tubing (EMT) conduit. Contractor shall install a dedicated breaker with all associated hardware, for each individual Star-Line Busway power track. The Contractor shall install an end feed monitoring device on each track to monitor amperage. Additionally, Contractor shall install a new
(3) pole breaker 225 amp, 4 circuit panel, in room 1009.Contractor shall install two (2) new breakers in the existing breaker panel in room 1008 to accommodate new busway electric power tracks in that room. Contractor shall feed all electrical components required to power the panel to the UPS in the basement (room 0010 and room 0020).

1.2.2 New Work
1.2.2.1 Electrical
Contractor shall install Star-Line busway electrical power tracks, identical to the Star-Line electric power tracks currently installed in the facility, of approximately 14 feet in length of 225 amp service and another with approximately ten (10) feet in length (Contractor shall verify correct length) of 100 amp service in room 1008. Additionally, the Contractor shall install a dedicated circuit with all associated hardware, such as a Shunt Trip Breaker for each newly installed Star-Line power track. Contractor shall install approximately 40 feet 10ft length (Contractor shall verify correct length) of 225a amp service in room 1009.
Additionally, the Contractor shall install a dedicated circuit with all associated hardware, such as a Shunt Trip Breaker for each newly installed Star-Line power track. Star-Line Busway electrical power track must be identical to the existing Star-Line brand and model used in the facility. Contractor shall install one new 3 pole circuit breaker 225 amp, 4 circuit panel in room 1009. The new panel shall comply with MIL- HDBK 232A guidance. It must provide quality power, free of abnormalities which could cause loss of synchronization, discontinuity of switching functions, or physical damage to the system, see MIL.HDBK-411.
Additionally, it should be designed to provide electrical protection of classified information, and the equipment processing that information from EMP, electromagnetic interference (EMI)/radio frequency interference (RFI), and TEMPEST hazard, as required.
Contractor shall provide a Shunt Trip Main Circuit Breaker on the new Electrical Panel, 225 (Room 1009) and interface with the existing Emergency Power Off. Contractor shall install 2 new breakers in the existing panel in room 1008 to accommodate new tracks. Contractor shall install each Starline Busway electrical power track with its own individual EMT conduit from panel to the track location. Contractor shall verify that all newly installed equipment (i.e. breaker, power tracks) will interface with the current Emergency Power-Off (EPO) switch. The new panel shall comply with MIL-HDBK 232A guidance. It must provide quality power, free of abnormalities which could cause loss of synchronization, discontinuity of switching functions, or physical damage to the system, see MIL.HDBK-411. Additionally, it should be designed to provide electrical protection of classified information, and the equipment processing that information from EMP, electromagnetic interference (EMI)/radio frequency interference (RFI), and TEMPEST hazard, as required.
Contractor shall install an end feed monitoring device on each track to monitor amperage used. All electrical component required to power the panel will be fed for the UPS located in the basement.
The Contractor shall furnish a complete set of Seal/Stamp drawings of all the new work done to include a one line diagram showing all the existing and new electrical panel with a detailed panelboard schedule, stubbed conduit, locations and sizes and power feeder runs.

1.2.3 Location
The work is located at Building 2265 JBSA Fort Sam Houston, on the corner of Hancock Pass and Stanley Rd., approximately as indicated. The exact location will be shown in the drawings.
1.3 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

Installation Access
1.3 SPECIAL SCHEDULING REQUIREMENTS
All medical and mission critical areas will remain in operation during the entire construction period. The contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity.
Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 90 calendar days prior to the desired date of interruption.
1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter restricted areas unless required to do so and cleared for such entry.

1.4.1.1 Subcontractors and Personnel Contacts
Provide a list of contract personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, as changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.4.1.2 Installation Access
Non DOD persons (Contractors, vendors, etc.) requiring entry to JBSA installation Fort Sam Houston shall be sponsored by an authorized DBIDS registered DOD ID card holder.
Sponsors must notify the Security Forces Visitor Control Center for the installation that access is required no later than 10 days prior to the requested entry date. Sponsors or Authorizing Official must request the permit in writing or via email from a .mil address to the Visitor Control Center. An Application for the Installation Access Credential form will be submitted by the Sponsor or Official to the Pass and Registration Office. Contractor and vendor companies requiring access to JBSA shall provide the credential information for their employees to the sponsor in order to process the access.
All construction contractor employees shall have:
a. One form of picture identification
b. Provide personal (full name, date of birth, ID type, ID number, and state or country) and vehicle information.
The following is also required for passes 60 days or longer:
a. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA of where the jobsite is located.
1.4.1.3 JBSA Fort Sam Houston/Camp Bullis Access
Person(s) not in possession of a valid access credential must enter the installation through the following entry control points:
a. Walter Street
b. Harry Wurzbach East
c. SAMMC IH35
d. Jadwin (Commercial vehicles only)
e. Camp Bullis
Commercial vehicles such as delivery vehicles, shop trucks, public utility, etc., with on-post visitor passes shall enter the installation through the Jadwin Gate.
1.4.1.3.1 Prohibited Haul Routes
a. Through any housing area (skirting the area is acceptable)
b. Through the Community Center (bounded to the North by Schofield Road, to the East by Schaffer/Patch, to the South by Wilson St, and to the West by Stanley Road.
c. Do not travel on Stanley Road
d. Travel only on defined roads through the AMEDD Training Campus.

1.4.1.3.2 Gate Restrictions
All commercial Class A/B type vehicles must enter through:
a. The Commercial Gate at Jadwin Road (if closed, after 1800, vehicles may enter through the Walters gate).
b. For SAMMC, all commercial vehicles must enter the IH-35 Gate
Commercial Gate. Commercial vehicles entering the IH-35 gate should have a destination within the SAMMC Campus.
c. Arrangements may be made to waive access protocol to allow Class A/B type vehicles through other gates for special circumstances on a case by case basis. Each case needs a minimum 24 hour notification to the Physical Security Branch, the Contractor name, and number of waivers required.
1.4.1.4 Government Housing Areas
a. Haul routes to and from constructions sites cannot go through the housing, residential areas.
b. When working inside a housing area, working hours are limited to
0800 (8 am) to 1600 (4 pm) unless otherwise approved by the Contracting Officer.
1.4.1.5 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines.
1.4.2 Emergency Response Requirement
Contractors reporting an emergency should provide the 9-1-1 dispatcher with the following information:
a. Building number, address or general location
b. Name
c. Phone number
d. Emergency information (cause of fire, explosion, natural gas leak, injuries, etc.)
e. Please, do not hang up the phone until directed by the 9-1-
1 dispatcher.
IMPORTANT: If calling 9-1-1 from a mobile phone on any JBSA location you will be directed to the local 9-1-1 dispatcher. Advise the local dispatcher of your JBSA location. Immediately, the local dispatcher will transfer the 9-1-1 phone call to a JBSA emergency dispatcher.
1.4.3 Radioactive Materials and Equipment (Use and Storage)
a. Non-Air Force agencies, including contractors, who intend to use, or store, radiation sources on Joint Base San Antonio, Fort Sam Houston and Camp Bullis must obtain proper authorization in accordance with the above references AFI 40-201 and AFI 48-148. Non-Air Force agencies will not use radiation sources on referenced locations without an approved Department of the Air Force Radiation Permit. Such equipment
SECTION 01 14 00 Page 3 typically includes equipment for Soil Density Testing, Lead- Based Paint Analysis (X-Ray fluorescent analyzer), etc.
b. Non-Army agencies (including civilian contractors) require an Air
Force Radiation Permit(s)(AFRP) to use or possess ionizing radiation sources on an Air Force installation. For the purpose of this paragraph, ionizing radiation source means any source that, if held or owned by an Air Force organization, would require a specific NRC license or Air Force radiation authorization - ARA.
c. The non-Air Force applicant will apply by letter with supporting documentation through the Installation Radiation Safety Officer (RSO). Submit the letter so that the installation representative receives the application at least thirty (30) days before the requested start date of the permit.
d. The Air Force radiation permit (AFRP) application will specify start and stop dates for the AFRP and describe for what purposes the applicant needs the AFRP. See the document in Appendix A for AFRP requirements and instructions to apply for a permit. The following information shall be submitted to the RSO for the AFRP request.
1) Brief Description of Proposed Activities
2) The applicant possesses a valid U.S. Nuclear Regulatory
Commission (NRC) Form 347 material license that allows the applicant to use the source as specified in the AFRP application.
3) The applicant possesses a valid Agreement State or Radioactive
Material License (Texas Department of Health, Bureau of Radiation Control) license that allows the applicant to use radioactive material (RAM) as specified in the AFRP application and the applicant has filed NRC Form 241, Report of Proposed Activities in Non-Agreement States, with the NRC in accordance with 10 CFR
150.20. A copy of the NRC Rom 241, must accompany the TRC Form 12-1. An AFRP issued under this circumstance will be valid for no more than 180 days in any calendar year.
4) Project Local Point of Contact: Name, Address, and Phone.
5) Company Radiation Safety Officer: Name, Address, and Phone.
6) Copy of Contractual Clause of the Air Force/Army Contract describing work to be performed and inclusive dates (from the contract)
7) Provide log of actual equipment usage to the JBSA-FSH RSO.
8) Leak test documentation for the equipment with the radioactive source(s).
9) Site map defining area where radioactive materials/equipment is to be used.
10) Radiation Safety Program to include standard operating procedures (SOP), training program and designation of Radiation Protection/Safety Officer.
11) Written confirmation that the JBSA-FSH RSO can conduct periodic
SECTION 01 14 00 Page 4 assessments and has authority to suspend contractor operations believed to be unsafe.
12) For naturally occurring or accelerator produce radioactive material (NORM/NARM) and machine-produced ionizing radiation sources, the applicant has an appropriate State authorization that allows the applicant to use the source as specified in the AFRP application or has in place a radiation safety program that complies with Air Force requirements.
e. All AFRPs will require applicants to remove all permitted sources from Air Force property by the end of the work day. (Ft. Sam Houston policy, no radiation producing equipment will be stored on Ft. Sam Houston and Camp Bullis property overnight).
f. Disposal of radioactive material (RAM) by non-Air Force agencies on Air Force property is strictly prohibited. 3.2.3 Review, Approval/Disapproval. Review of the permit request and subsequent approval/disapproval requires approximately 30 days.
g. Submission of Application. Submit three copies of the application with the required supporting documentation to 502nd Air Base Wing Safety Office, Safety Point of Contact:

1.4.4 Normal Working Hours of Operation
The Contractor shall perform the services required under the Contract from 0730-1615, Monday through Friday. The Contractor is not required to provide services on Federal Holidays.
1.4.5 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 7 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours..
1.4.6 Permits and Requests
All permit requests must include at minimum the following:
a. Site Map (8" x 11" or 8" x 14") 5 complete copies
b. 100% Construction Drawings 5 complete copies
c. Project Name and Number
d. Contractor & Subcontractor Name
e. Brief Description of Work - Identify all buildings and/or facilities possibly affected.

g. Estimated Duration of Work
h. 14 Day Advance Notice minimum, unless otherwise noted.
i. Contractor's Representative Contact Information
1.4.6.1 Utility Outage Permit
a. Contractor shall complete and submit a written request 30 days in advance of the requested utility outage to CES Utility Manager through the 802D CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form included in Appendix A can also be used for the request. After final selection the vendor and NTP, ASAP the vendor shall identify and confirm the necessary of Power outage and duration of outage. The vendor shall only request for ASI (Authorized Service Interruption)/POR (Power Outage Request) for weekend only. The ASI/POR is not allowed during working hours. All outage request must identify a primary and secondary date and ASI have to be kept to a minimum allowable time frame of about four hours. All supporting work related to an outage must complete before an outage is allowed to proceed. The CE and NEC will work together to process ASI/ Power outage request approval within 30 days.
b. Contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request. This coordination is separate than the government coordination. Contractor shall be responsible for any fees associated with CPS Energy or gas outage requests.
c. Provide CES Construction Manager a copy of the written Utility
Outage request.
d. After submitting the request to the government, the contractor shall received approval from the government, prior to schedule a utility outage.
1.4.7 Occupied and Existing Building
The Contractor shall be working in an existing building which is occupied. Do not enter the building without prior approval of the Contracting Officer.
The Contractor, Subcontractors shall require an escort while any work is been done in the facility. Escort shall be provided by the Government and they will supervise the job throughout the work day. Normal hours of operation of 0730-1615, Monday through Friday.
The existing buildings and their contents must be kept secure at all times.
Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the room during the construction period.
The Government will remove and relocate other Government property in the areas of the building scheduled to receive work.

ADMINISTRATIVE REQUIREMENTS
1.1 REFERENCES

1.2 SUBMITTALS

1.3 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.4 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of work, during work, prior to cover up of permanently concealed work, and at completion of work. Color digital photographs, in JPEG format, shall be provided to the Contracting Officer weekly for unrestricted use by the Government.
1.5 SUPERVISION
1.5.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work.
1.5.2 Superintendent Qualifications
The project superintendent must have experience in construction on projects similar in size and complexity. The individual must be familiar
SECTION 01 30 00 Page 1 with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting project specifications, project schedule, and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
1.5.2.1 Duties
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.
The superintendent is required to attend JBSA Red Zone meetings, partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.6 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the safety program, quality control program, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.6.1 Start of Construction Work
If the Contractor has submitted the Accident Prevention (Safety) Plan, Quality Control Plan, and Environmental Protection Plan for review prior to this meeting, these may be accepted in to or accepted with comments at the conference. Construction work will not proceed until after this meeting has been held, the plans noted above have been accepted, and the Notice to Proceed has been received and acknowledged by the Contractor.
1.7 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key Stakeholders from the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Initial Partnering session should be a part of the Pre-Construction Meeting. Partnering sessions will be held at a location agreed to by the Contracting Officer and the Contractor. The Partners will determine the frequency of the follow-on sessions.
1.8 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced
SECTION 01 30 00 Page 2 contract subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats.
Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.

PROJECT MEETING

1.1 PRECONSTRUCTION CONFERENCE
Approximately three weeks after award of the contract and prior to the start of any construction work an authorized representative of the Contracting Officer will schedule and conduct a preconstruction conference. The Contractor's Project Manager, Superintendent, and Quality Control Manager will attend this meeting. The Contractor is encouraged to have an officer of his company and representation from his sub-contractors at this conference. This conference will be held at the location specified by the Contracting Officer's authorized representative. Minutes of the meeting will be prepared by the Government and signed by both the Contractor and the Contracting Officer. The minutes shall become a part of the contract file.
1.1.1 Start of Construction Work
If the Contractor has submitted the Accident Prevention (Safety) Plan, Quality Control Plan, and Environmental Protection Plan for review prior to this meeting, these may be accepted in to or accepted with comments at the conference. Construction work will not proceed until after this meeting has been held, the plans noted above have been accepted, and the Notice to Proceed has been received and acknowledged by the Contractor.
1.2 OTHER MEETINGS
Construction Quality Control meetings and conferences are specified in Section 01 45 00.00 10 DESIGN AND CONSTRUCTION QUALITY CONTROL. Other meetings are specified in various Division 1 and technical sections.

PROJECT SCHEDULE
1.1 QUALIFICATIONS
The Contractor shall designate an authorized representative who shall be responsible for the preparation of all required project schedule reports.

3.1 GENERAL REQUIREMENTS
A Project Schedule as described below shall be prepared. The scheduling of construction shall be the responsibility of the Contractor. Contractor management personnel shall actively participate in its development.
Subcontractors and suppliers, subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate Project Schedule. The approved Project Schedule shall be used to measure the progress of the work, to aid in evaluating time extensions, and to provide the basis of all progress payments.
3.2 BASIS FOR PAYMENT
The schedule shall be the basis for measuring Contractor progress. Lack of an approved schedule or scheduling personnel will result in an inability of the Contracting Officer to evaluate Contractor's progress for the purposes of payment. Failure of the Contractor to provide all information, as specified below, shall result in the disapproval of the entire Project Schedule submission and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. In the case where Project Schedule revisions have been directed by the Contracting Officer and those revisions have not been included in the Project Schedule, the Contracting Officer may hold retainage up to the maximum allowed by Contract, each payment period, until revisions to the Project Schedule have been made.

3.3 PROJECT SCHEDULE
The computer software system utilized by the Contractor to produce the Project Schedule shall be capable of providing all requirements of this specification. Failure of the Contractor to meet the requirements of this specification shall result in the disapproval of the schedule. Manual methods used to produce any required information shall require approval by the Contracting Officer.
3.3.1 AF IMT 3064
Use of the AF IMT 3064 will be the normal requirement for contractor construction schedule as part of this contract and shall include the required items, submittals, level of detail and contract requirements listed below for critical path method activities (Work Elements), in this paragraph C. through F and as detailed in the Instructions to Contractors on the reverse side of the AF IMT 3064, Form.
3.3.2 Use of the Critical Path Method
The Critical Path Method CPM of network calculation shall be used to generate the Project Schedule. The Contractor shall provide the Project Schedule in the Precedence Diagram Method (PDM).
3.3.3 Level of Detail Required
The Project Schedule shall include an appropriate level of detail.
Failure to develop or update the Project Schedule or provide data to the Contracting Officer at the appropriate level of detail, as specified by the Contracting Officer, shall result in the disapproval of the schedule.
The Contracting Officer will use, but is not limited to the following conditions to determine the appropriate level of detail to be used in the Project Schedule:
a. Activity Durations: Contractor submissions shall follow the direction of the Contracting Officer regarding reasonable activity durations.
Reasonable durations are those that allow the progress of activities to be accurately determined between payment periods (usually less than 2 percent of all non-procurement activities' Original Durations are greater than 20 days).
b. Procurement Activities: Tasks related to the procurement of long lead materials or equipment shall be included as separate activities in the project schedule. Long lead materials and equipment are those materials that have a procurement cycle of over 90 days. Examples of procurement process activities include, but are not limited to:
submittals, approvals, procurement, fabrication, and delivery.
c. Critical Activities: The following activities shall be listed as separate line activities on the Contractor's project schedule:
i. Pre-final inspection.
ii. Correction of punch list from pre-final inspection.
iii. Final inspection.
iv. Construction phasing.
d. Government Activities: Government and other agency activities that
SECTION 01 32 01.00 10 Page 2 could impact progress shall be shown. These activities include, but are not limited to: approvals, approvals, design reviews, environmental permit approvals by State regulators, inspections, and Notice to Proceed (NTP) for phasing requirements.
e. Responsibility: All activities shall be identified in the project schedule by the party responsible to perform the work.
Responsibility includes, but is not limited to, the subcontracting firm, contractor work force, or government agency performing a given task. Activities shall not belong to more than one responsible party. The responsible party for each activity shall be identified by the Responsibility Code.
a. Work Areas: All activities shall be identified in the project schedule by the work area in which the activity occurs. Activities shall not be allowed to cover more than one work area. The work area of each activity shall be identified by the Work Area Code.
b. Modification or Claim Number: Any activity that is added or changed by contract modification or used to justify claimed time shall be identified by a mod or claim code that changed the activity. Activities shall not belong to more than one modification or claim item. The modification or claim number of each activity shall be identified by the Mod or Claim Number.
Whenever possible, changes shall be added to the schedule by adding new activities. Existing activities shall not normally be changed to reflect modifications.
c. Feature of Work: All activities shall be identified in the project schedule according to the feature of work to which the activity belongs. Feature of work refers, but is not limited to, a work breakdown structure for the project. The feature of work for each activity shall be identified by the Feature of Work Code.
f. Scheduled Project Completion: The schedule interval shall extend from NTP to the Contract completion date.
a. Project Start Date: The schedule shall start no earlier than the date on which the NTP was acknowledged. The Contractor shall include as the first activity in the project schedule an activity called "Start Project". The "Start Project" activity shall have an "ES" constraint date equal to the date that the NTP was acknowledged, and a zero day duration.
b. Constraint of Last Activity: Completion of the last activity in the schedule shall be constrained by the contract completion date. Calculation on project updates shall be such that if the early finish of the last activity falls after the contract completion date, then the float calculation shall reflect a negative float on the critical path. The Contractor shall include as the last activity in the project schedule an activity called "End Project". The "End Project" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.
c. Early Project Completion: In the event the project schedule shows completion of the project prior to the contract completion date, SECTION 01 32 01.00 10 Page 3 the Contractor shall identify those activities that have been accelerated and/or those activities that are scheduled in parallel to support the Contractor's "early" completion. Contractor shall specifically address each of the activities noted in the narrative report at every project schedule update period to assist the Contracting Officer in evaluating the Contractor's ability to actually complete prior to the Contract period.
g. Interim Completion Dates: Contractually specified interim completion dates shall also be constrained to show negative float if the early finish date of the last activity in that phase falls after the interim completion date.
d. Start Phase: The Contractor shall include as the first activity for a project phase an activity called "Start Phase X" where "X" refers to the phase of work. The "Start Phase X" activity shall have an "ES" constraint date equal to the date on which the NTP was acknowledged, and a zero day duration.
e. End Phase: The Contractor shall include as the last activity in a project phase an activity called "End Phase X" where "X" refers to the phase of work. The "End Phase X" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.
f. Phase X: The Contractor shall include a hammock type activity for each project phase called "Phase X" where "X" refers to the phase of work. The "Phase X" activity shall be logically tied to the earliest and latest activities in the phase.
h. Default Progress Data Disallowed: Actual Start and Finish dates shall not be automatically updated by default mechanisms that may be included in CPM scheduling software systems. Actual Start and Finish dates on the CPM schedule shall match those dates provided from Contractor Quality Control Reports. Failure of the Contractor to document the Actual Start and Finish dates on the Daily Quality Control report for every in-progress or completed activity, and failure to ensure that the data contained on the Daily Quality Control reports is the sole basis for schedule updating shall result in the disapproval of the Contractor's schedule and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. Updating of the percent complete and the remaining duration of any activity shall be independent functions. Program features which calculate one of these parameters from the other shall be disabled.
i. Out-of-Sequence Progress: Activities that have posted progress without all preceding logic being satisfied (Out-of-Sequence Progress) will be allowed only on a case-by-case approval of the Contracting Officer.
The Contractor shall propose logic corrections to eliminate all out of sequence progress or justify not changing the sequencing for approval prior to submitting an updated project schedule.
j. Negative Lags: Lag durations contained in the project schedule shall not have a negative value.

3.3.4 Project Schedule Submissions
The Contractor shall provide the submissions as described below. The data reports and network diagrams required for each submission are contained in paragraph SUBMISSION REQUIREMENTS.
3.3.4.1 Preliminary Project Schedule Submission
The Preliminary Project Schedule, defining the Contractor's planned operations shall be submitted for approval within 10 calendar days after the NTP is acknowledged. The approved preliminary schedule shall be used for payment purposes not to exceed the first 30 calendar days after NTP.
3.3.4.2 Initial Project Schedule Submission
The Initial Project Schedule shall be submitted for approval within 30 calendar days after NTP. The schedule shall provide a reasonable sequence of activities which represent work through the entire project and shall be at a reasonable level of detail.
3.3.4.3 Periodic Schedule Updates
Based on the result of progress meetings, specified in "Periodic Progress Meetings," the Contractor shall submit periodic schedule updates. These submissions shall enable the Contracting Officer to assess Contractor's progress. If the Contractor fails or refuses to furnish the information and project schedule data, which in the judgment of the Contracting Officer or authorized representative is necessary for verifying the Contractor's progress, the Contractor shall be deemed not to have provided an estimate upon which progress payment may be made.
3.3.5 Periodic Progress Meetings
Conduct a mutually agreed upon periodic progress meeting with the Government for the purpose of jointly reviewing the actual progress of the project as compared to the as planned progress and to review planned activities for the upcoming two weeks. Use the current approved schedule update for the purposes of this meeting and for the production and review of reports. At the progress meeting, address the status of RFIs, RFPs and Submittals.
3.3.5.1 Update Submission Following Progress Meeting
A complete update of the project schedule containing all approved progress, revisions, and adjustments, based on the progress meeting, shall be submitted not later than four (4) working days after the progress meeting.
3.3.5.2 Progress Meeting Contents
Update information, including Actual Start Dates, Actual Finish Dates, Remaining Durations, and Cost-to-Date shall be subject to the approval of the Contracting Officer. As a minimum, the Contractor shall address the following items on an activity by activity basis during each progress meeting. The Contracting Officer's determination as to the number of allowable days of contract extension shall be based upon the project schedule updates in effect for the time period in question, and other factual information. Actual delays that are found to be caused by the Contractor's own actions, which result in the extension of the schedule, SECTION 01 32 01.00 10 Page 5 will not be a cause for a time extension to the contract completion date.
3.3.6 Submission Requirements
3.3.6.1 Change Justification
The Contractor shall submit a justification for each request for a change in the Contract completion date of less than two (2) weeks based upon the most recent schedule update at the time of the NTP or constructive direction issued for the change. Such a request shall be in accordance with the requirements of other appropriate Contract Clauses and shall include, as a minimum:
a. A list of affected activities, with their associated project schedule activity number.
b. A brief explanation of the causes of the change.
c. An analysis of the overall impact of the changes proposed.
d. A sub-network of the affected area.
e. Activities impacted in each justification for change shall be identified by a unique activity code contained in the required data file.
3.3.6.2 Additional Submission Requirements
For requested time extension of over two (2) weeks, the Contracting Officer may request an interim update with revised activities for a specific change request. The Contractor shall provide this disk within four (4) days of the Contracting Officer's request.
3.3.7 Ownership of Float
Float available in the schedule, at any time, shall not be considered for the exclusive use of either the Government or the Contractor.

1.2 PRE-CONSTRUCTION SCHEDULE REQUIREMENT
Prior to the start of work, prepare and submit to the Contracting Officer a Baseline Design Schedule and Baseline Construction Schedule in the form of a Bar Chart Schedule in accordance with the terms in Contract Clause FAR 52.236-15 Schedules for Construction Contracts, except as modified in this contract. The approval of a Baseline Construction Schedule is a condition precedent to:
a. The Contractor starting demolition work or construction stage(s) of the contract.
b. Processing Contractor's invoice(s) for construction activities/items of work.
c. Review of any schedule updates.
Submittal of the Baseline Design and Construction Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets the requirements of the Contract Documents, represents the Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced (as-built logic).
1.3 SCHEDULE FORMAT
1.3.1 Bar Chart Schedule
The Bar Chart must, as a minimum, show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. The Bar Chart must be time scaled and generated using an electronic spreadsheet program.

1.3.2 Schedule Submittals and Procedures
Submit Schedules and updates in hard copy and on electronic media that is acceptable to the Contracting Officer. Submit an electronic back-up of the project schedule in an import format compatible with the Government's scheduling program.
1.4 SCHEDULE MONTHLY UPDATES
Update the Design and Construction Schedule at monthly intervals or when the schedule has been revised. Keep the updated schedule current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.
a. Narrative Report: Identify and justify the following:
(1) Progress made in each area of the project;
(2) Longest Path: Include printed copy on 11 by 17 inch paper, landscape setting;
(3) Date/time constraint(s), other than those required by the contract;
(4) Listing of changes made between the previous schedule and current updated schedule including: added or removed activities, original and remaining durations for activities that have not started, logic (sequence, constraint, lag/lead), milestones, planned sequence of operations, longest path, calendars or calendar assignments, and cost loading.
(5) Any decrease in previously reported activity Earned Amount;
(6) Pending items and status thereof, including permits, changes orders, and time extensions;
(7) Status of Contract Completion Date and interim milestones;
(8) Current and anticipated delays (describe cause of delay and corrective actions(s) and mitigation measures to minimize);
(9) Description of current and future schedule problem areas.
For each entry in the narrative report, cite the respective Activity ID and Activity Name, the date and reason for the change, and description of the change.
1.5 3-WEEK LOOK AHEAD SCHEDULE
Prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule. Key the work plans to activity numbers when a NAS is required and update each week to show the planned work for the current and following two-week period.
Additionally, include upcoming outages, closures, preparatory meetings, and initial meetings. Identify critical path activities on the Three-Week Look Ahead Schedule. The detail work plans are to be bar chart type schedules, maintained separately from the Construction Schedule on an electronic spreadsheet program and printed on 8-1/2 by 11 inch sheets as

Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the Contracting Officer no later than 8 a.m. each Monday, and review during the weekly CQC Coordination or Production Meeting.
