EVALUATION FACTORS
Evaluation and Basis for Award. The 502d CONS/JBKAD will issue an award to the vendor who is determined to offer the best value to the Government. The lowest price technically acceptable offer will be determined to represent the best value to the Government.
Best Value Determination. The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. Technical evaluations will begin with the lowest priced offer. If the lowest priced offer is determined to be technically unacceptable, then the next lowest priced offer will be evaluated. The Government, at its discretion, may continue technical evaluations until the Contracting Officer determines that a sufficient number of technically acceptable offers have been identified to determine price reasonableness.
The following two factors shall be used to evaluate offers: a) Price. b) Technical Acceptability.
a) Price. The Government will then rank all offers by evaluated price. An offeror’s proposed evaluated price will be determined by multiplying the estimated quantities identified in the bid schedule by the proposed unit price for each CLIN to determine the extended amount for each CLIN. Estimated totals for each CLIN will then be totaled to determine the estimated total price for each offeror. After price evaluation is completed the Government will evaluate for technical acceptability.
b) Technical Acceptability: To be technically acceptable the proposed Project Narrative shall capture all SOW requirements and Definable Features of Work (DFOW) per division to a sufficient level to clearly indicate all aspects of the project including project setup, management, design, site work, construction, equipment installation; identification of proposed utility outages; identifies critical path work elements (including any long-lead time materials); work plan and structure to work in a secure area; identification of key deliverables/milestones required to fulfill the SOW.
Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of all offers. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and technical factors considered.
