The contractor shall perform the requirements, conform to the professional standards, and follow all applicable instructions and directives as identified by this PWS. Contractor tasks include, but are not limited to, the following:

dining facility management; accounting; cooking; food requisition and preparation; serving and replenishing food; cleaning facilities; property and utensils; maintenance of food service and information technology hardware; preparing vegetables and fruits for the salad bar;

cleaning/sanitizing tables in dining areas; performing cashier services; handling foods, supplies, and property; maintaining quality control; ensuring operator maintenance and repair of food service property; and in the event of contingency, perform all required tasks to include continued service. Furthermore, the non-personal services required in this contract are mission essential and must be performed unless waived by the Contracting Officer (CO). The estimated quantities of work are listed in Technical Exhibit 2, Workload Estimates. The contractor shall submit reports and documentation as identified throughout this PWS. Requests for such reports and documentation and responses shall be coordinated through the Food Operations Manager (FOM).

2. Program Overview

(a) Facilities. The Lackland appropriated fund food service operation consists of the buildings as identified in Technical Exhibit 5a. Construction is underway on Lackland to consolidate Basic

Military Training (BMT) living and training areas into a single Airman Training Complex (see paragraph IV, 7) which will reduce the total number of BMT dining facilities from six (6) to five

(5) during the term of this contract. Space will be provided in building 5075 for the contractor to receive and store Meals, Ready to Eat (MREs). The Amigo Inn, Mesquite Inn, Lackland Training

Annex (LTA) Student Dining Facility, Live Oak Inn, and the Defender Inn are full-food service dining facilities to include carryout service to those personnel specified in paragraph I.3.d.4. The

Defender Inn and the Medical Readiness Training Dining Facility are located on JBSA-Camp

Bullis, approximately 26 miles Northwest of Lackland. All facilities supporting BMT are provided

Basic Military trainees daily to perform the duties specified in Technical Exhibit 7. Also, there is a requirement to provide meals in the field-training area of the Basic Expeditionary Airmen Skills

Training (BEAST) site for basic trainees and small staff of instructors. In addition, hot meals will be transported to the Aeromedical Staging Facility (ASF) at the Wilford Hall Ambulatory Surgical

Center for patients temporarily residing there. All facilities are dedicated to providing full meal service (unless otherwise specified) and meeting the nutritional needs of Department of Defense

(DoD) personnel and foreign students whom frequent the facilities.

(b) Customer Eligibility. The primary customers at these dining facilities are Essential Station

Messing (ESM) recipients. These are military personnel who are allotted rations in government dining facilities at the expense of the government. The primary customers of the flight kitchen are flight crews and manifested passengers on board military aircraft and personnel authorized flight meal support. Secondary customers are military personnel who wish to and are granted permission to dine in the facility at their expense. Organizations such as local Boy Scout troops, Junior ROTC, Civil Air Patrol Cadets and other groups occasionally dine in the dining facilities upon permission from the installation commander. The installation commander may authorize dependents and guests to occasionally eat in the dining facilities. The government will inform the contractor when permission has been granted to feed such groups. When in doubt, cashiers will refer questions of customer eligibility to the dining facility manager. The contractor shall ensure only authorized individuals are served.

3. Operational Requirements and Specific Tasks

(a) Menu Boards. Contractor shall post and maintain all menu boards with prices at the entrance to the dining facility prior to the start of the meal period. Only the menu and prices of the scheduled meal period will be posted at a time, not the menu for the entire day. Menu and price changes shall be posted within five (5) minutes of an event that necessitates such change. Also, Go 4 Green nutritional information will be posted prior to the start of each meal period.

(b) Food and Material Handling. The contractor shall order and maintain accountability of food in accordance with AFI 34-239, paragraph 5.2-5.7. The contractor shall ensure quality control of food being delivered. Acceptance or rejection of food shall be based on product quality and wholesomeness. In accordance with the Tri-Service Food Code, one hundred percent of items being delivered shall be inspected for damage and correct product temperatures on refrigerated and frozen foods. The contractor shall report all non-compliances rejected for quality or wholesomeness to Public Health (59 MDW ext. 671-9623/9625) and the FOM. The contractor shall store and utilize all stock received using the First-In / First-Out (FIFO) concept. The contractor shall direct all questions on approved sources and product code information to Public

Health.

Food Service Production Log in accordance with the AF Food Service Recipe Service. The contractor shall complete the production log in accordance with AFMAN 34-240 paragraphs 4.55, 6.3, 11.1, Attachment 2, and the Air Force Services Activity’s Operational Standards. Hot serving lines should be set up no more than 30 minutes prior to the start of the meal and cold serving lines should be set up no more than 60 minutes prior the start of the meal period. Serving lines may be closed once the scheduled meal period has ended. The contractor shall prepare short-order items such as hamburgers, hot dogs, and french fries in advance only to the extent necessary to meet the required customer flow through the serving line. Proper planning of short-order items must be used to ensure food doesn’t lose flavor/freshness/nutritional value, exhibit poor color/texture and isn’t wasted. Cook to order is the standard for short-order preparation and is the preferred method of cooking in the last 30 minutes of the meal period in all non-

BMT facilities.
