A. General Information

1. Contractor Selection

Selection of a contractor will be based on competitive, lowest price technically acceptable acquisition, consistent with the evaluation factors described in Section M - Evaluation Factors for Award. Pursuant to the provisions of the clause at FAR52.215-1, Instructions to Offerors - Competitive Acquisition, the Government intends to evaluate and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer (CO) later determines them to be necessary. If the CO determines the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. Debriefings

All Offerors may request debriefings by providing a written request to the CO at the address located in Block 8 of Section A within three calendar days after receiving notification from the CO of elimination from the competitive range or award of contract. Offerors excluded from the competitive range may request a pre-

award debriefing or a post-award debriefing upon notification of exclusion from the competitive range. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. To the maximum extent practicable, debriefings will be conducted within five days of the debriefing request.

4. Proprietary Information

Information deemed by the Offeror to be proprietary shall be clearly marked as proprietary information. Proposals submitted in response to this solicitation will not be returned.

5. Non-Government Advisors

(a) Offerors are advised that technical and cost/price data submitted to the government in response to this solicitation may be released to non-government advisors for review and analysis. The non-government advisor support will be provided by:

(b) Offerors shall complete paragraph (b)(2) or provide written objection to disclosure as indicated in paragraph (b)(1) if the offeror objects to disclosure of a portion of the proposal, the consent in (b)(2) should be provided for the remainder of the proposal.

A single contract will be awarded for the project.

B. General Instructions

1. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts, Part I - Price Proposal, Part II - Technical Proposal and Part III - Past Performance Information.

2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror's proposal. Each part of the proposal shall be written on a stand-alone basis so that its content may be evaluated without cross-referencing.

Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.

4. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. If an Offeror believes the requirements in these instructions contain an error or omission, or are otherwise unsound, the Offeror shall immediately notify the CO and Contract Specialist in writing with supporting rationale, as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.

After RFP release, it is encouraged that any questions or clarifications be submitted within ten (10) days of the RFP release date. The decision whether to respond to questions and requests for clarification submitted after those ten (10) days shall be at the sole discretion of the CO.

6. A pre-bid site visit will be conducted on 25 March 2025 at 9:30AM CDT. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.

If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

All prospective Offerors are highly encouraged to attend this conference/site visit and are advised that this will be held solely for the purpose of explaining the concepts involved in the project and the specification, terms, and conditions of this solicitation. Failure of a prospective Offeror to submit any questions or attend the conference will be construed to mean that the prospective Offeror fully understands all requirements of the solicitation.

C. Specific Instructions

1. Offerors shall submit their proposals in either of the following ways:

Hard copy submissions may behand-carried or mailed to the address listed in solicitation block 8. Electronic proposals shall be submitted via email to kristy.hill.

1@us.af.mil and or provide a CD/DVD. With the exception of the Price Proposal, Offeror shall submit proposal files in Microsoft 81CONS.PKA.Flight@us.af.mil Word 2003 or newer format . Electronic proposal should be no more than one hundred fifty megabytes (150MB) in size. Offerors are encouraged to or as PDF files refrain from incorporating detailed graphic items (other than any plans or drawings) as they are not required or desired. Any scanned documents incorporated into an Offeror's proposal shall be split into multiple files so that each individual file is no more than 50MB. Each part of the proposal (Parts I, II, and III) shall be a separate file. Each CD/DVD shall contain an electronic label, which is to be established on the CD/DVD when the CD/DVD is formatted. No password-protected, zipped, or self-extracting files shall be used.

2. Cover Letter

The Offeror shall provide a cover letter listing the name(s), title(s), office phone number (if applicable, mobile number), and e-mail address(es) of those individuals authorized to make decisions on behalf of the Offeror with respect to the proposal and those individuals authorized to negotiate with the Government for this solicitation. The Offeror shall also provide the official company/division street address, CAGE code, and UEI number in the current System for Award as reflected Management (SAM) registration.3. PART I - PRICE PROPOSAL

3. PART I - PRICE PROPOSAL

Factor 1: Price

All pricing information shall be addressed in this part of the offer. The source selection will be conducted with the expectation of adequate price competition per FAR 15.403-1(c)(1)(i); therefore, certified cost or pricing data is not required. However, if adequate price competition does not exist or the CO cannot determine price reasonableness, the Offeror may be required to submit data other than certified cost or pricing data or certified cost or pricing data to the extent necessary for the CO to determine price reasonableness.

(a) Complete blocks 14-20C of the RFP, SF1442.In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through J. These sections constitute the model contract.

(b) Insert proposed unit price(s) in Section B for Contract Line-Item Number (CLIN) 0001.

(c) The contractor shall provide a signed and completed Standard Form 1442 along with a signed copy of any amendments.

(d) Complete the necessary fill-ins and certifications in Sections B through K. Section K if this information is not in Sam.gov profile. Section I requires fill-in for 52.223-3 and 252.223-7001 if applicable.

(e) Submit bonding as specified in 52.228-1 Bid Guarantee.

4. PART II - TECHNICAL PROPOSAL:

Factor 2: Technical

(a) Use of Non-Government Advisors: The CO must ensure that before a Non-Government Advisor is given access to proprietary information, that the Government has received the consent of the submitting contractor(s) to provide access to the contractor(s)who are assisting the Government in the source selection. Therefore, the Offeror shall expressly provide its consent in the Technical Proposal, or by completing paragraph 5(b)(2) of the General Instructions, to the release of its proposal information to the companies listed in Table 1. Contact the CO prior to the receipt of proposals with any questions regarding participation or if there is an issue with providing consent. Please understand that failing to provide consent may affect Offeror's ability to propose for this effort.

Individuals from the above support contractors have signed individual non-disclosure agreements with the Government, which strictly prohibits any release or disclosure of information outside the source selection team.

(b) The offeror's technical proposal must be a Project Execution Plan, including all planned activities the offeror will use to complete the project in accordance with the Statement of Work, drawings, specifications, and appendices. The Project Execution Plan must address/include items (1) through (6) below:

(1) Construction Approach - Offeror's Construction Approach shall describe tasks that are relevant to the project. The Offeror shall provide an approach that demonstrates their ability to execute all critical aspects of the construction within the performance period of the contract. Include a narrative approach detailing each anticipated phase of construction from pre-mobilization, site occupancy, demolition work, repair work, new construction, and commissioning.

Describe how communications with the Government shall be addressed, focusing in particular on problem avoidance/resolution.

Describe how a secure perimeter will be maintained for the duration of the project.

Describe how building 4605 will remain accessible throughout the duration of the project.

(2) Construction Progress Schedule - Provide a construction progress schedule on a Gantt Chart (or similar) highlighting a breakdown of the major items/tasks (milestones)identified in the SOW/Specifications/Drawings and how the offeror plans on completing the project within the performance period specified for the project. At a minimum, the project schedule itself shall visually depict and address each of the following elements:

i. Order of major work elements to include project phasing

ii. Number of days for each major work element

iii. Identification of Long Lead-Time Materials and their anticipated arrival and install date(s) (if applicable).

Note: The task schedule will, after contract award, be replaced with a final schedule as required by 52.236-15, Schedules for Construction Contracts.

(3) Quality Control Plan - Offeror shall submit a narrative Quality Control Plan to include the following information: plan overview, matrix of roles and responsibilities, inspections testing required associated with project, recordkeeping and report, and standards for materials and workmanship.

(4) List of major items and equipment needed and quantities. All major materials shall be identified. Manufacturer cut sheets and tech specifications for the fencing, turnstile, and aluminum canopy are required. Identify any heavy equipment needed for the project and if it is owned or rented.

(5) Identify key personnel and subcontractors. Key personnel could include the Project Managers, Contractor Quality Control Managers (CQC Managers), Superintendents, Site Safety and Health Officers (SSHO). Forkey personnel, identify certifications and experience relative to the SOW requirements by providing documentation demonstrating qualifications and experience of the proposed key personnel.

Offeror shall identify Key Subcontractors and describe the extent of their involvement in the project and applicable qualifications, certifications, and specialized experience. Identify the percentage of work Teaming Partners and KeySubcontractors will be performing in the project.

***Note: Do not include price or cost information in Part II. If price or cost information is included in the Technical Proposal, the proposal may be deemed unacceptable and may not be evaluated.

5. PART III - PAST PERFORMANCE INFORMATION

Factor 3: Past Performance

(a) Provide a list of no more than five (5), of the most relevant contracts performed for Federal agencies or private customers within the last three (3) years. For the purpose of this solicitation, recent contracts are defined as those on which some portion of performance occurred during the last three (3) years from date of receipt of proposal. Relevant performance includes present/past performance effort involving similar scope, magnitude of effort and complexities of this solicitation. Only references for same or similar type contract will be acceptable. The offeror shall submit references by completing the Solicitation Attachment titled Attachment L-01 MAGH23-1052 Past Performance Reference List, for contracts that you consider relevant in demonstrating your ability to perform the requirements in this solicitation.

The completed PPRL must be submitted with your offer and received by the RFP closing date and time. The offeror shall ensure that the references listed in the PPRL are provided the attachment titled Attachment L-02 MAHG23-1052 Past Performance Questionnaire for completion after the offeror completes Section A of the PPQ. If a CPAR is available for your references, annotate on the PPRL and no PPQ will be required. Completed questionnaires shall be sent by the reference completing the questionnaires directly to the Government Contract Specialist at the address shown in Block 7 of the SF 1442 or the email address below. THIS OFFICE STRONGLYRECOMMENDS ALL OFFERORSREQUEST THEIR REFERENCES TO SUBMIT THEIR PASTPERFORMANCEQUESTIONNAIRES IMMEDIATELY TO THE 81ST CONTRACTING SQUADRON, 81CONS/PKA, 310 M STREET ROOM 106, KEESLER AFB, MS 39534-2147 OR EMAIL THEM TO 81CONS.PKA.Flight@us.af.mil.

If the Offeror is referencing on their PPRL an effort in which a PPQ was previously submitted in response to another solicitation issued by Keesler AFB, please annotate this on the PPRL and the PPQ submitted previously can be used by the Contracting Office for Past Performance Evaluation.

***Note: If the contract submitted for reference is an IDIQ, only after issuance of a task order does performance occur. Given this, an individual order under the basic contract shall be submitted, in lieu of just the basic ordering contract itself. If no CPAR is available for the task order, then PPQs are required.

(b) The evaluation of Past Performance Information (PPI)will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this solicitation.

The type of PPI identified within the PPRL will determine which of the remaining paragraphs apply.

(1) For PPI where the offeror was the prime contractor; comply with paragraph (c)

(2) For PPI where the offeror was a subcontractor; comply with paragraphs (c) & (d)

(3) For PPI where the offeror is using a subcontractor's PPI; comply with paragraph (c)& (e)

(4) For PPI where the offeror is part of a teaming arrangement; comply with paragraph (f)

(5) For PPI where the offeror is citing key personnel; comply with paragraph (g)

(c) Furnish the following information for each contract listed:
