About this file

This document is a Questions and Answers (Q&A) file for the MAHG 23-1052 Reconfigure Keesler AFB Perimeter Security Fence project. The solicitation is a Service-Disabled Veteran-Owned Small Business set-aside with a project magnitude between $1,000,000 and $5,000,000 for reconfiguring the perimeter security fence at Keesler Air Force Base. Key details include a 270-day performance period, K-4 crash-rated fencing requirements, and specific installation specifications for security components like cameras, card readers, and a turnstile. The Q&A addresses technical questions about fence installation, utility locates, equipment returns, demolition requirements, and project-specific details such as core drilling fence posts, fiber optic cable routing, and access control system specifications.

Significant technical clarifications include confirming the fence must meet K-4/ASTM F2656 (M30) rating, using an existing camera at White Ave Gate, core drilling fence posts on existing sidewalks, running fiber optic cable outside the base perimeter, and installing a two-factor authentication card reader for the turnstile. The contractor will use the Division St. gate for base access, coordinate returned equipment location with the Construction Manager, and comply with specific installation requirements for electronic security features and fence components.

Questions and Answers 15 April 2025 MAHG 23-1052 Reconfigure Keesler AFB Perimeter Security Fence, F8544 FA301025R0008

RFI Question Refere nce Answer

I wanted to check in and request information regarding 4.

Part II – Technical Proposal on page 41 of the

Solicitation. I see that we are required to receive consent.

Could you please let us know if there is an issue with participation or providing consent?

S olicitation

Contractor needs to give consent on page 40 under 5(b)(2)

And just to verify, we need to add Table No. 1 to the proposal package along with an Approach, Construction

Schedule, QCP, List of Major Items, Equipment & QTY’s, Identifying Key Personnel & Subs as well as a

Detailed Past Performance Sheet?

S olicitation

You need to provide consent to the release of your proposal information to the companies listed in Table

1 (page 41). You can provide consent within your technical proposal or by filling out (b)(2) on page 40 of the solicitation. Table 1 (page 41) does not need to be added to the proposal package. The list of items in question #2 is correct, but for Past

Performance you need Attachment L-01 MAGH23- 1052 Past Performance Reference List and

Attachment L-02 MAGH23-1052 Past Performance Questionnaire. See instruction for Past Performance on p. 42 of solicitation for more detailed information.

Request that the “Quality Control Plan” listed as part of the Technical Proposal be removed and made a pre-construction submittal. A narrative is typically required during the Proposal process due to the time and cost required to prepare a site-specific Quality Control Plan(s)

S olicitation

Instructions for (3) on page 42 of solicitation does say "Offeror shall submit a narrative Quality Control

Plan to include the following information: plan overview, matrix of roles and responsibilities, inspections testing required associated with project, recordkeeping and report, and standards for materials and workmanship."

4a

Per paragraph 3.2 Description of Work, Section 3.2.1 states:

“…The Contractor shall be responsible for any errors that might have been avoided by complying with these procedures set forth. Any accessories or incidental items not specifically shown on the Drawings and detailed in the

SOW herein, which are necessary and/or required to complete the work within the intent of these documents, shall be included by the Contractor without additional cost to the Government.”

The contractor can only inspect what can be seen above ground. Will the contractor be responsible for damage to utilities that are not shown on the documents and/or not located correctly? Contractors cannot be responsible for differing site conditions that maybe found during construction. Please clarify.

SOW

The contractor will be responsible for obtaining a Dig Permit for the area of work. The permit will locate all the utilities that they will encounter during the project. If the contractor damages any utilities that are marked, the contractor will be responsible for repairs at their cost. Contractor shall notify Contracting Officer if any unforseen conditions are encountered. Refer to FAR 52.236-2 Differing Site

Conditions

4b

Is it to be assumed that the contractor will be responsible for any errors in the design, drawings and/or specifications...i.e. grades, utility locations & routing of new work, discrepancies between drawings and specs, etc.?

SOW

Refer to DFARS 252.236-7001 Contract Drawings and Specifications

Per paragraph 3.2 Description of Work, Section 3.2.2 states:

“Utilities from the work will be provided by the Government unless otherwise noted.”

Please provide a list of utilities that will be provided by the Government.

SOW

Utilities are not being provided for contractor use.

See Attachment 1-MAHG231052 Reconfigure Keesler AFB Perimeter Security Fence F8544-SOW

Rev 6 20250415 (3.2.2)

Per Section 3.2.4.2 NEW CONSTRUCTION, #13 Install as indicated on drawings: “m. Security camera provided by Security Forces”

Please provide specifications for the camera(s) being provided. Along with any pertinent information needed for the contractor to meet installation requirements.

SOW

The camera will be an existing camera at White Ave.

Gate. The contractor is to communicate with CM on the location of camera and installation. See Keynote

1 on E-103.

See Aattachment 9 for camera information.

The camera is weather proof and it will be connected via ethernet, see E-502 and E-503 for information on wiring for camera.

Per Paragraph 3.3 PERFORMANCE TIME, Section 3.3.1- 3.3.3:

“3.3.1 Performance will begin 10 days after Award and end 180 days later.

3.3.2 No Work shall begin until all Submittals related to

that work have been received and approved.

3.3.3 Punch list items noted in the closeout process shall

be fixed before the end of the Period of Performance or the project will be considered past due.”

Would the Government consider extending the contract performance time? A duration of 180 calendar days does not allow for enough time when all factors of the project are considered…i.e. getting contracts & subcontracts issued/executed, submittals submitted/approved, lead time on materials, developing & applying for project SWPPP

& permit, completion of the scope of work with restricted work days/times and closeout process.

SOW

The POP will be increased to 270 days total to provide the contractor with more time to complete the project. See Attachment 1-MAHG231052 Reconfigure Keesler AFB Perimeter Security Fence

F8544-SOW Rev 6 20250415 (3.3.1)

Per Paragraph 4.5 STORM WATER MANAGEMENT, All Sections:

Reference is made that the contractor is responsible for all necessary paperwork, including the Storm Water Pollution

Prevention Plan (SWPPP) to apply for a storm water permit with from MDEQ.

Start of contact time 10 days after award does not allow enough time to develop, submit and receive a SWPPP for this project. Please consider allowing additional time for the contractor to secure the proper permits prior to the start of contract performance time.

SOW

The POP will be increased to 270 days total to provide the contractor with more time to complete the project. See Attachment 1-MAHG231052 Reconfigure Keesler AFB Perimeter Security Fence

F8544-SOW Rev 6 20250415 (3.3.1)

General Notes on E-502 and E-503.

Drawing C-501 showing a detail that appears to be an Ameristar Impasse II cabled System does meet any crash rating. The cables DO NOT have the proper spacing and are located too low on the fence. There are 3 rated systems on Keesler AFB. Below are the ratings and the requirements that must be kept for each specific K- rating.

From the three listed Ameristar Systems listed below, which system or rating would the scope of work need to be based upon?

a.K-4 rated system 15,000 lb. vehicle@ 30 mph. This system can have spans of rated Fence line of 29 feet in length and up to a 40 foot in length and will maintain this rating. This is a 2-cable system.

b.K-8 rated system 15,000 lb. vehicle@ 40 mph this system has to be maintain at a 32-foot span only between the Anchor posts. This is also a 2-cable system. If you have a run that is that is below 29 feet or larger than 36 feet it will require to have a Ameristar bollard system behind the that line of fence.

c.K-12 rated system 15,000 lb. vehicle @50 mph This system must be kept to 32' runs to maintain the crash rating. This system requires 3 cables on the fence and rebar cages on the Anchor Posts Footers. If any run is less than 29 feet or over 36 feet, this will require an Ameristar Bollard system behind that run of fence. Any place that you have a section of 4' or less no cable or bollards are required.

Drawi ng C-

K-4 rated system is the system that the scope of work needs to be based upon. The system shall also be in compliance with ASTM F2656 (M30).

The bollard system behind the fence is not needed.

Drawing sheet C-501 is for reference only, contractor is to follow the manufacturer requirements for the fencing.

Drawing sheet C-103 will be used for schematic purposes only, please disregard the coordinate points for post locations and follow the manufactuer requirements to meet K-4/M30.

All of the above Ameristar systems include Ameristar accessories and hardware that have been tested which are carbon steel with their Armor-Galv. Black coating. They do not use Stainless steel due the strength. Would this be acceptable?

Material may vary by manufacturer, fence must meet K-4/M30 rating and aesthetically match the existing fence.

Will Keesler have personnel onsite to provide utility locates for utilities inaccessible to 811 One Call?

811 is directed to Keesler and all known utilities will be located.

Please identify acceptable areas for contractors’ laydown/staging/storage yard.

The location will be coordinated with the Construction Manager to be located adjacent to jobsite.

Has a Hazardous Materials Analysts Report been performed on the structures/building that are to be demolished? If so, please provide a copy.

A Hazardous Materials Analysis Report showed buildings were negative for asbestos.

Please provide the year of construction for structures/buildings that are to be demolished. Are any of these structures/buildings older than 1978?

Guard shacks were both built in 1961. Asbestos testing results were negative.

What classification does this project fall under for limits of subcontracting? i.e. General Construction, Specialty

Trade, etc.

General Construction

Can you provide the past manufacturer/supplier of the existing ornamental fence?

Ameristar

What is the proposed route for construction traffic? i.e.

trucks for removal of demo debris, material deliveries, concrete & asphalt deliveries

The contractor will need to use the Division St. gate for base access and egress. As of now 20250409 any contractors and contractor employees are being required to pass though the commercial gate. Please be prepared for longer wait times.

Where are the materials that are to be removed & returned to the Government to be delivered?

Location will be coordinated with Construction Manager. Location will be on Keesler property, furthest location will be behind hospital in Oak Park.

Are there any packaging/crate requirements for materials/equipment that is to be returned?

No, the materials/equipment that will be returned to the Government will not have any packaging requirements.

Please provide a Geotech report and water table level for this project.

That information is not available.

What are the contractors requirements for maintaining accessibility to building 4605? Is it anticipated that a temporary access will be needed? Per Sheet C-401, General Sheet Notes #1…States that the demolition at White Ave & Judge Sekul is to take place after the perimeter fence is installed, therefore eliminating access currently being used for building 4605.

C-401

Contractor is required to provide a traffic control plan that will show how access to B4605 will be maintained throughout the duration of the project.

Once fenceline is closed, access to B4605 will be through White Ave. gate during demoltion phase.

Please clarify General Note #7 on Sheet C-100…Is the contractor required to provide separate individuals for the roll(s) of Project Superintendent, Quality Control Representative and Safety Representative. Will sharing of responsibilities be allowed?

At least two people need to be appointed: 1 superintendent and 1 safety/quality person.

Can we confirm that the new fiber optic cable is to be ran on the outside of the base and perimeter fence, and not the inside of the base? See picture below E-103

Yes, the new fiber optic run will be ran outside the base and perimeter fence.

During site walk, it was mention the fence post are to be core drilled in the locations where new fence will be installed on the existing sidwalk, please advise.

As mentioned at the site walk, core drilling will be required in locations where there is existing sidewalk.

Clarification on access controls and other optional equipment. The specifications in Attachment 3, for the turnstile, are very broad. Programmable keypads are mentioned, along with "Solar Roof System", "indicator lights for pedestrian traffic", and also, "ADA turnstile gates". The Scope of work ask for a "Cheetah high assurance smart card reader, etc. Please clarify what access controls and other accessories are needed for turnstile.

The turnstile needs to have a Two Factor Authentication card reader installed. The card reader does not have to be the Cheetah High assurance smart card reader, but needs to meet all the requirements.

See SOW Section 3.2.4.2 Line 6 & 11 for details on the turnstile and card reader and see response 33.

File details come from the government source that posted it. Updated .
