FA301024R0016 Technical Questions
1. In the past, PBSS was the only source to obtain utility locate services for the OSP portion at NAS Pensacola. Is this still correct?
Excavation permits are submitted to the NAVFAC SE RCC. Copies of relevant documents will be provided to selected contractor.
2. In the past, PBSS required documents showing the proposed pathway for them to provide an estimate. As these documents are restricted access, please advise if the restricted pathway documents are allowed to be provided for utility locate services estimate.
Restricted pathway documents will be provided to the selected contractor for utility locate services estimates. Para 2.2.2.1.5 – 2.2.2.1.6 states what should be installed, and the pathway is along Radford Blvd to S Blue Angel Pkwy to San Carlos Rd to Skyhawk Drive to B1852. The pathway is along Radford Blvd to S Blue Angel Pkwy to San Carlos Rd to B4148.
3. Actual documents depicting the OSP fiber optic pathway have been shown in person during the site visit but are not provided due to Operational Security Concerns. Can the current documents be edited to depict only the potential manhole/handhole locations and the projected pathway to eliminate the security concerns?
No, the route was driven with contactors at the pre-bid site visit and the suggested route is along Radford Blvd to S Blue Angel Pkwy to San Carlos Rd to Skyhawk Drive to B1852. The pathway is along Radford Blvd to S Blue Angel Pkwy to San Carlos Rd to B4148.
4. Is base water available and authorized for use with directional boring?
Base water is available and authorized for use with directional boring. However, the contractor will need to use a NAVFAC SE Meter Change Form (see Attachment 11 – Meter Change Form). POC: Eva Mortenson – 443-676-8986.
Additionally, the contractor will need to do the following:
a. The contractor needs to identify the Fire Hydrant they want to use.
b. The contractor will provide a meter and report usage to PWC/NAVFAC SE.
c. The contractor will provide a backflow preventor which must be certified and provide testing results, tester FL certified license, and copy of test kit calibration certification.
d. Or JAMS will test and certify if contractor wants us to do that for a fee, but JAMS does not provide meters or BFPs.
POC: Brenda Taylor – 850-503-2946
There is a fee for JAMS to test/certify the BFP. It would be contractor to contractor to work out the cost/payment method.
5. The SOO for the fiber optic cable appears to indicate one each 1x4 way new micro-duct will be installed in the new 4” conduit from B603 through several new hand holed to new handhole 9, and from hand hole 9 one 1x4 way micro-duct will be installed to B1852 and one 1x4 way micro-duct from hand hole 9 through hand hole 10 and on to B4148. The SOO also appears to indicate that two of the four pathways in the new 1x4 way micro-duct will be used from 603 to new hand hole 9, and from new hand hole 9 two of the four pathways in the 1x4 way new micro-duct to B1852 and two of the four pathways in the 1x4 way new micro-duct from hand hole 9 to B4148 will also be used. Is this correct?
If you are going to install 2 each 48 strand fiber cables, then the statement is correct.
6. The SOO states 81CS will remove and relocate the existing LAN Switches and the Contractor shall notify 81CS 10 working days in advance to prevent delays. The SOO also indicates a phased approach for scheduling and/or personnel relocations during project installation. Please advise sufficient LAN Switch capacity is or will be existing and available in Room 204A for the new cabling during the phased approach and the old existing cabling will have LAN connection available and maintained until a section (100 or 300) is completed.
We should be able to relocate the switch to room 204 while we go room by room.
Coordination with 81CS will be required for this.
7. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals or can one individual perform all 3 roles?
One individual can perform some or all of these roles. Keep in mind that the contractor will have to make sure to follow clause 52.236-6 Superintendence by the Contractor.
8. Are there any phasing requirements for this project? Would we be able to perform services for both CLINs at the same time?
Yes, contractor can work both CLINs concurrently.
9. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Upon Contract award, PoP extensions for material lead time delays will be considered at the discretion of the Contracting Officer. For further guidance regarding PoP extensions, please refer to clause 52.211-13 Time Extensions.
10. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Base Communications Office has no oversight on boring reports and cannot guarantee soil conditions.
11. Please provide the site visit attendee sign in sheet.
This has been added in SAM.
12. What does a dig permit (AF Form 103) Cost?
Excavation permit NASPNCLAINST 11010.3C will be provided to selected contractor. The current daily rate is approximately $2,300/day at 1,500 linear feet a day. Please keep this in mind when calculating your dig permit costs.
13. In Attachment 1 - SOO 20230517 FOC B603 to B1852 B4148 page 13 it goes from
2.2.1.8.2 to 2.2.2.1.8.4. Was 2.2.1.8.3 omitted on purpose?
2.2.1.8.3 has been omitted on purpose. No information is missing.
14. Are existing 2x8" conduits in B603 large enough to accommodate new fiber optics cabling?
The existing conduit should have sufficient space to accommodate new cables.
All prospective bidders had the opportunity to evaluate existing conditions during the walk through.
15. Will the government accept 4” HD pipe with Maxcell? It will be a more cost effective option.
Yes. We will accept the 4” HD with Maxcell, however handholes must be installed every 500 feet per NASP standards. Also, 2 each 3 cell Maxcell with tracer.
16. Can we run a 98-strand fiber from HH outside of bldg. 603 to HH outside the other two buildings and then run a 48 strand into each building?
No, install as designed (Homerun)
17. At bldg. 603, what size conduit will be required?
