About this file

This document contains questions and answers related to Solicitation FA301024R0015 for the replacement of air handling units (AHUs) and fan coil units (FCUs) at a weather building. The key details are:

The solicitation is a Historically Underutilized Business Zone (HUBZone) small business set-aside with an estimated value between $500,000 and $1,000,000. It is being issued by the Department of the Air Force, Air Education and Training Command. The work includes removing and replacing AHUs 1-4, addressing fire alarm system impacts, and reusing existing variable frequency drives (VFDs) and control points. The contractor is required to perform resistance and short circuit testing on branch/feeder conductors, replace vibration isolators, and coordinate access for AHU-2 replacement. A site visit is scheduled for August 14, 2024. Funds are not currently available, and the government reserves the right to cancel the solicitation.

FA301024R0015 Replace AHU FCU Weather Bldg Pre-Bid Questions and Answers

1. Do the existing AHU 1-4 current have fire alarm shut down connection to the existing fire alarm system?

A: Yes, see as-builts page 12, Interlocks.

2. The SOW does not mention any fire alarm work required for this project. Is there any fire alarm work required for this project?

A: Duct detectors will have to be removed and reinstalled to allow for AHU replacement and new duct transitions. If rendered nonfunctional at any time once removed the contractor is to replace the nonfunctional duct detector with a new one and is to ensure functionality with existing fire alarm system at no additional cost to the government.

3. Will the existing duct detectors need to be removed for the AHU Replacement?

A: Yes, some duct detectors may have to be removed and reinstalled.

4. If the duct detectors are required be disable or removed, will a fire watch be required for the building?

A: Not for the entire building, just for the area that is shut down per ufc 3.601.02.2021:

1-14.3.4.2 Fire Watch Procedures.

5. In the SOW it states to pull back conductor to source for the VFD’s. Are the existing conductors to be reinstall or replace with new conductor?

A: Yes, existing conductors are to be reinstalled per SOW 3.2.4.3.

6. Are the existing circuit breakers for each AHU required to be replaced as part of the project?

A: No

7. What are the control points from the existing BAS to each VFD?

a. Speed signal

b. Start/Stop

c. Vault

A: Control points are A, B, alarm, status, and feedback.

8. How does the existing BAS communicate to the existing VFD? 0-10v signal or millivolts?

A: 0-10v signal

9. What is the volt or the current fan coil units?

A: 115 V, single phase

10. The specification for the project does not have a section for the VFD. What is the requirement for the VFD’s for this Project?

A: To replace in kind.

11. Is there a particle manufacture for the VFD to government requires?

A: Yaskawa or approved equal.

12. Will the new VFD’s required manufacture start up and programing?

A: Yes.

13. How does the government propose AHU-2 be removed and replaced from the building?

A: The access path is through the front double doors (South) and right (East) hallway to the mechanical room. The mechanical room has double doors.

14. Is the contractor responsible for installing access to the mechanical room for removal and installation AHU-2? If so, can the government provide design drawings showing how they would like this access to be accomplished?

A: No. Installing access to the mechanical room is not needed for the installation of AHU-2.

15. How long does the contractor have to shut down cooling to the building to make the piping modifications necessary for the removal and replacement of AHU-1?

A: Shutting down cooling to the building is not required for the removal and replacement of

AHU-1.

16. The motor loads on the new AHU units match the size of the units that are shown on the As- Built drawings. Are the electrical as-builts available to confirm the sizing of the conductors?

A: Yes, they will be provided.

17. We noticed the transitions from conduit to flex (i.e., existing) on the existing units are no longer allowed by the referenced standard (i.e., NFPA 70). Does the scope of this contract require replacement of these items?

A: Yes, contractor is to follow current UFC, UFGS, and NFPA codes.

18. Can we assume that the circuit breakers, panels, and (disconnects if present) are in good working order and have been maintained in accordance with the applicable NEMA standards for the maintenance of the existing equipment?

A: Yes

19. Are insulation resistance testing and short circuit testing of the applicable branch/feeder conductors in accordance with ANSI/NETA ATS-2021 as reference in UFC 3-520-01 to be included or does the scope of the project (i.e., reuse) exempt it from these requirements?

A: Yes, resistance testing and short circuit testing is required.

20. The contract documents appear to be silent with regards to the existing fire alarm system, and it appears that the mechanical contractors may not need to interface with it depending on how the ductwork connection is made. What is the anticipated scope intended by the design? Are there any UFC 4-021-01 requirements that we should anticipate (i.e. testing & certification)?

A: Contractor is to remove duct detectors if needed while replacing ahus and transition ducting then reuse the duct detectors. All existing control points are to be reused.

21. Will the new AHUs require vibration isolation?

A: Yes, the contractor is to replace vibration isolators according to current UFC/UFGS standards.
