HAZARDOUS MATERIALS.
The United States Department of Defense and Air Force require proper management and use of hazardous materials (HazMat) at Keesler Air Force Base (KAFB) to protect our personnel, prevent environment mishaps, and to comply with various occupational health and environmental regulations. This appendix identifies the requirements for Construction Contractor use of HazMat at Keesler AFB. Additional information is available from the 81st Bioenvironmental Engineering Flight (81 MDG) upon request through your Contracting Officer Representative (COR) or Construction Inspector (CI).
1.0 Instructions

Contractors shall complete and submit a Contractor HazMat Profile Work Sheet and Contractor HazMat List for each project. The Contractor HazMat List shall identify all anticipated, non-exempt HazMat to be used by the Contractor for the duration of the project. The Exempt Materials List identifies what materials do not require identification and approval for use at KAFB at the quantities specified. If applicable, check the box on the form to indicate if only “exempt items” will be used. If a planned HazMat is not on the Exempt List, the Contractor shall provide all of the required information on the Contractor HazMat List and a current Safety Data Sheet (SDS) for each HazMat as part of the Constrictor’s submittal. The submittal shall be provided in electronic format.
Please note that the Contractor signature on HazMat Profile certifies Contractor will NOT use any “Extremely Hazardous Substances” (EHS) listed in 40 CFR, Part 355, Appendix A or any Class I Ozone Depleting Substances (ODS Class I) listed in 40 CFR Part 82 (see the EPA website https://www.epa.gov/ozone-layer-protection/ozone-depleting-substances).
2.0 Keesler AFB Review and Approval
The KAFB Hazardous Materials Management Process (HMMP) Team will review the Contractor’s proposed HazMat List and respond within 5 business days. If the HMMP Team does not respond within 5 work days from receipt of the submittal, the Contractor shall assume the List of HazMat items is approved.
If the HMMP Team determines that a Contractor’s proposed material line item is inappropriate because of safety or environmental concerns, it will advise the Contractor (via the COR and/or
CI) that the proposed material cannot be used at KAFB or on the project. The Contractor will then need to propose an alternative material or process that meets the contract requirements.
2.1 Changes and Modifications

Appendix E – Hazardous Materials Page 2 of 3 he/she shall send an email with the requested item(s) to the COR or CI representative. Upon receipt from the COR or CI, the HMMP Team will expedite base coordination with the goal of responding within 1 business day.
The Contractor shall not use supplemental HazMat items on the project until they are reviewed and approved. Costs for delays caused by the Contractor requiring review after contract start for items not identified in their HazMat items submittal, shall be the responsibility of the Contractor.
3.0 Best Management Practices (BMPs)
Contractor shall follow all of the manufacturers’ instructions and recommendations for use and storage of each HazMat. The following BMPs identify specific requirements for HazMat use at KAFB and represent potential inspection points by the Base HMMP Team.
3.1 Safety Data Sheets
The Contractor shall maintain a copy of the Contractor HazMat List (including any supplemental item lists) and each of the SDS’s at the work site in accordance with 29 CFR 1910.1200.
3.2 HazMat Storage
The Contractor shall store all HazMat that must remain on-site in a designated HazMat storage area. NFPA and OSHA-required or specified flammable and corrosive material compliant storage cabinets shall be used for HazMat stored at the site for an extended time period.
The Contractor shall ensure proper segregation of incompatible materials (e.g., flammable, corrosive, and combustible materials) at all times in any storage, staging, or work area. HazMat must not be left outdoors where it can be exposed to precipitation or adverse weather conditions.
The Contractor shall provide adequate containment for all bulk HazMat (≥ 55 gl.) being stored on base. The containment shall be chemically inert to the HazMat being stored and impervious to absorption of the HazMat. The containment volume shall not be less than 10% of the total quantity being stored or equal to the quantity of the largest container being stored plus 10%, whichever is greater in volume.
3.3 Material Containers and Labeling
All containers must be closed when not in use with the manufacturers’ labels affixed and legible.
At the end of the workday, or when finished using any material, HazMat containers must be returned to their proper storage area.
3.4 Spill Control and Clean Up
The Contractor shall be responsible for the cleanup and disposal of all spilled materials (HazMat and non-HazMat). This includes all materials used to contain and absorb any spilled material.
The use of protective measures such as drop cloths and tarpaulins when using HazMat to keep the work and storage areas free from drips and spills is highly recommended.
All spills of HazMat or Hazardous Waste generated by the Contractor shall be managed in accordance with all applicable Federal, State and local regulations. Spills shall be reported to the

COR and CI as soon as possible. Disposal of wastes generated from spill cleanup shall be the Contractors’ responsibility.
4.0 Construction Completion Requirements
Upon completion of work, the Contractor shall remove all unused HazMat from the worksite and dispose of it off base in accordance with all applicable environmental laws and regulations. This includes removal of leftover or unused paint not expended to complete the project.
The Contractor is responsible for ensuring all empty containers, storage cabinets, or bulk containment equipment are removed from the base and disposed or recycled in accordance with the

2. The term "Household quantities" is defined as quantities one could reasonably assume to be found / used by the normal consumer. It does not include industrial sized containers such as 30 or 55 gallon drums. Exercise common sense.
