Questions & Answers

1. Question: Attachment 1, page 54 of 60, Appendix E3, Government Furnished Initial Supplies references Attachment 1-5. Attachment 1-5 is not included with the solicitation downloads posted to www.fbo.gov <http://www.fbo.gov> on November 16, 2017. Can this information be provided?
Answer: Yes, Attachment 1-5 will be uploaded to the posting on FBO .
2. Question: What is the mission for the Central Preparation Kitchen? Does it support all three dining facilities and the flight kitchen? Also, can clarification be provided for the types of services to be provided from 0300-1200 for Office Administration from the Central Preparation Kitchen?
Answer: The mission of the Central Preparation Kitchen (CPK) is to provide and deliver a fresh and consistent food product with fresh vegetables, and to prepare select meat entrees from the menus to the three dining facilities daily. The CPK prepares bulk items like meatloaf, lasagna, stuffed peppers, and all the items needed for the salad bar. These items are then delivered to the dining facilities by the contractor. In addition, bulk vegetables are received at the CPK and delivered to the dining facilities, in quantities ordered by the dining facility manager. The CPK does not support the flight kitchen.
The types of services provided from 0300 – 1200 for Office Administration includes reports and inventory for the CPK. Previously, reports and inventory for the CPK and the Azalea dining facility were accomplished separately; however, CPK reporting and inventories are now included with the Azalea Dining Facility. An amendment to the PWS will be issued to remove the services identified under CPK Office Administration.
3. Question: In Attachment 1, Note 6 for Azalea Dining Facility references a monthly sit-down birthday meal which requires table service. Are these additional services billable as Extended Services?
Answer: No, the birthday meal is not billable as Extended Services, and should be included in the pricing for CLIN X001.
4. Question: Attachment 9, Staffing Matrix has a field for the number of days to be entered for each facility. What time period is to be referenced?
Answer: The time period to be referenced is a single day. Please enter a quantity of “1” into the number of days field.
5. Question: Page 68, Section D. Volume III, Past Performance, paragraph 2,Volume Organization, requires the Past Performance Questionnaires to be submitted as Section 6 of the completed volume. Since these responses are considered source selection sensitive information and are prevented to be released to the offeror (per section D.7 on page 71), can this requirement be removed or please provide more specific directions as to what should be included.
Answer: The requirement to submit the questionnaires as part of Volume III, Past Performance was included in error, and will be removed from the Volume 2 Organization outline via amendment to the solicitation. Past Performance Questionnaire responses are to be submitted per the instructions under Section L, Paragraph II.D.7.
6. Question: Who is responsible for updating the menu on the menu boards?
Answer: Per PWS paragraph 1.3.1, the Food Service Contractor is responsible for updating the menus.
7. Question: How many people occupy the Magnolia dining facility at one sitting?
Answer: Daily workload estimates for each meal are contained in Appendix B of the PWS.
8. Question: How many registers are in Magnolia dining facility?
Answer: There are 4 registers (one on each serving line).
9. Question: Where is the Midnight Meal served?
Answer: The Midnight Meal is served at the Azalea dining facility.
10. Question: Does the Azalea dining facility operate at the same time as the Magnolia dining facility?
Answer: Please refer to PWS Appendix A – Hours of Operation.
11. Question: What is the menu for the Midgnight Meal?
Answer: The menu varies according to the Air Force Worldwide Menu.
12. Question: Is the Central Preparation Kitchen currently being utilized?
Answer: Yes, the Central Preparation Kitchen operates according to the hours listed at
Appendix A – Hours of Operation.
13. Question: How many offices are located in the Staff Office at building 2003?
Answer: There are three office rooms in the Staff Office.
14. Question: Is there a transition period under this contract?
Answer: No, there is no transition period.
15. Question: Do you have to have a degree to bid on this job?
Answer: No, a degree is not required to submit a proposal.
16. Question: Is there anyone there that can help put together a bid?
Answer: No one at the 81st Contracting Squadron can help put together a bid. However, your local PTAC may be of assistance. Information is available at www.aptac.us.org.
17. Question: Do we supply employees or do we use your current staff?
Answer: The successful offeror will be responsible for hiring a staff that may be made up of existing staff, new staff, or a combination of both.
18. Question: Can you confirm that there will need to be a total of 5 referenced contracts for
Volume III: Past Performance from Prime and Subcontractor?
Answer: The answer to this question may be found in previous Questions & Answers posted to FBO on 27 Nov 17 (Question #4).
19. Question: Can you confirm that Volume III: Past Performance must be submitted by
December 8, 2017?
Answer: Offerors are “requested” to submit Volume III, Past Performance Information, so that it is received 10 calendar days prior to the required due date for proposals; however, failure to submit by the earlier date will not result in offeror disqualification.
20. Question: The instructions for the Volume I states “therefore, certified cost or pricing data are not required per FAR15.403-1(b)(1). Please confirm that you do NOT require us to submit a pricing backup, and the only pricing component we are submitting is the completed Section B (pricing schedule).
Answer: The completed Section B/Price Schedule is the only pricing component required to be submitted with Volume I by the proposal due date, as adequate price competition is expected; however, if the CO determines at a later date that adequate price competition no longer exists or if price reasonableness cannot be determined, the CO may require offerors to submit additional data other than certified cost or pricing data, as appropriate, for the CO to support a determination for a fair and reasonable price.
21. Question: There will be cost associated with the overall management (key personnel) that will oversee all dining facilities all year round. Where should we include this cost (CLIN wise)? Will you be providing a separate CLIN for this?
Answer: A separate CLIN will not be provided. Management costs should be factored into each CLIN accordingly.
22. Question: For a new contractor, there will be a small cost for transition (phase in period).
Will you provide a separate CLIN for this or please suggest which CLIN we should include this.

23. Question: The CBA dictates 5 sick days per year. However the new Executive Order (EO)
13706 mandates that all employees working on a federal contract be given 7 sick days. Could you confirm if you will be honoring the new EO?
Answer: The number of sick days should follow EO 13706. EO 13706 applies to contracts that are “new” on or after 1 January 2017.
24. Question: The Solicitation Instructions to Offerors, Paragraph 4.2 requires the submission of financial information, and requires that the year-end financial statements must be certified by an independent accounting firm…Is the submission of financials, along with a copy of the tax return that will verify the amounts and a letter from the independent accounting firm, an acceptable substitute?
Answer: Yes. An amendment to the RFP to change Section L, Paragraph II.B.4.2, will be issued.
