Questions & Answers
13 December 2017
1. Question: Page 40 of 79 describes submission of invoices. The contractor will be paid on the submission of proper invoices for the services performed or supplies furnished during the preceding month. Invoices shall be submitted on a monthly basis covering the items/services furnished the preceding month. Would a small business be able to invoice twice a month?
Answer: If award is made to a small business, the discussion of this topic will take place post-award.
2. Question: There is only one reference in the contract to the Birthday Meal that is in the Magnolia Dining Facility. Do any of the other facilities have Birthday meals? What is the headcount for those meals and what is the headcount for the birthday meal in the Magnolia Dining Facility? What is the normal menu selection for the Birthday Meal?
Answer: The Birthday Meal is served at the Azalea Dining Facility only. The menu is choice of steak or shrimp entrée. The headcount varies depending upon the number of birthdays in any given month. Each birthday customer is allowed one guest. Historically, the headcount has varied from approximately 20 -120 customers.
3. Question: Is the Air Force World Wide Menu available for review and how often is it changed?
Answer: The current Preface to the Air Force World Wide Menu (Preface) will be uploaded to the Solicitation posting on FBO. The menu is based on a cyclic core menu plan for use in all Appropriated Fund dining facilities. CAFÉ menus rotate every three weeks (21 days). Changes to the Preface are not made at Keesler Air Force Base; any plans for future changes are not known at this time.
4. Question: What is the average meal count for holiday meals at Bldg. 6960?
Answer: Refer to PWS Appendix B – Workload Estimates.
5. Question: What is the average headcount for the birthday meal sit-down? Will the facility be available to all customers or just the birthday meal recipient’s? Is there a special menu used for the birthday meals? Is there a birthday meal SOP? Can we have a copy of the SOP in advance?
Answer: Refer to Question #2 above for headcount information and menu for the birthday meal. The facility will be available to all other customers at the times indicated in PWS Appendix A – Hours of Operation. There is no birthday meal SOP.
6. Question: The contractor requests a 1-day extension to the proposal deadline, allowing proposal submissions until Tue, Dec 19. This will help mitigate risk of delivery delays caused by courier service weekend hours.
Answers: We are currently contemplating extending the due date for proposals to 3:00pm local time on 19 December 2017.
7. Question: Attachment 1, page 39, the Central Preparation Kitchen is stated to operate five days a week, Sunday through Thursday, and closed weekends, holidays and non-training Fridays.
What is the status on training Fridays? Will it be open?
Answer: The Central Preparation Kitchen (CPK) is not open on any Friday. The reference to non-training Fridays for CPK will be removed from Appendix A of the PWS via solicitation amendment to avoid confusion.
8. Question: We are requesting a copy of the most recent ITPEU Seniority List for
FA301018R0001.
Answer: This information is not received from the incumbent contractor until the last month of the contract. Performance under the current contract ends 31 March 2018. This information will be released to the succeeding contractor only, if applicable.
