1. Question: Since this requirement is small business set-aside, is the SLA’s teaming partner required to be a small business under NAICS code 722310?
Answer: As indicated in RFP Section L-900(I)(I), the SLA shall submit a subcontracting plan following procedures in FAR 19.704 with their proposal. The CO will review the plan IAW
FAR 19.705-4.
2. Question: I am hoping to find out if there is an incumbent contractor performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
Answer: There is an incumbent contractor; the contract number is FA3010-13-C-0005.
3. Question: Would you please provide the name of the teaming partner that is currently working with the State Licensing Agency providing the food services at Keesler AFB?
Answer: AA Food Services, Inc.
4. Question: The subject RFP has the following requirement on Page 68 of 79, Volume III, Past Performance:
“Each offeror/joint venture member shall complete past performance information for five (5) active or completed contracts (with at least one year of performance history) in the past three (3) years from the date of receipt of proposal, that the offeror/joint venture member considers relevant based on the relevancy criteria established in the RFP in demonstrating its ability to perform the proposed effort. If the total number of such contracts exceeds five (5), each offeror/joint venture member shall address its five (5) most recent and relevant contracts. “
“For each critical subcontractor included in the offeror's proposal, past performance information for five (5) of their most recent and relevant contracts shall also be included. The offeror's/joint venture member’s or critical subcontractor’s past performance information may include data on efforts performed by other predecessor companies, affiliates, other divisions or corporate management if such was provided for evaluation and if the offeror’s past performance volume demonstrates the company, affiliate, or division will provide the offeror with resources for the instant proposed effort, such as workforce, management, facilities, or other capabilities demonstrating direct and meaningful involvement in the performance of the instant proposed effort. The past performance information shall clearly indicate the division or corporate organization that performed or is presently performing the contract.”
For an offeror that is made up of a small business and a critical subcontractor (non-JV), could the team as a whole provide 5 past performance references to satisfy this requirement?
Answer: Each offeror/joint venture member and each critical subcontractor may submit 0-5 past performance references.
