Questions and Answers # 5
1. The training UPB line items are all encompassing to include Program Management and required courseware. If specified per Task Order, USG may request courseware and training material as a deliverable to provide a “train-the-trainer” capability to Partner Nation Air Forces. If the train-the-trainer capability is required per task order, program awardees shall utilize the “Train the Trainer Courseware
Deliverable” UPB line items to deliver the courseware and student materials to the Air Force Security
Assistance Training Squadron (AFSAT) in accordance with DFARS 252.227-7020. Unless specified per task order, the default pricing shall be the all-encompassing training UPB line items.
Question: Can the USG provide clarification whether the Maintenance courseware is to be priced in two separate ways:
1. “As a service”, as part of the training UPB line items priced in days; would the offeror retain ownership of the courseware in this instance?
And…
2. “As a deliverable” to provide a train-the-trainer capability priced per course.
If the courseware is to be priced as a service, it is extremely problematic for an offeror to price effectively and efficiently without a completed Training Needs Assessment and knowledge of respective PNAF student throughput.
Answer: Yes, maintenance and pilot courseware is to be priced in two separate ways.
For UPB line items X0001XX-X0092XX which are the all-encompassing training line items, these are to be priced as a service and does not constitute a work for hire.
For UPB line items X0093XX-X0115XX which are train-the-trainer deliverables, these are to be priced as a special work for hire to be delivered IAW DFARS 252.227-7020 and shall be delivered to the Air
Force Security Assistance Training Squadron in accordance with Exhibit A CDRL, but only if the deliverables are ordered as reflected in the FMS LOA.
At the task order level, a given country may choose to order an all-encompassing training line item– classes (UPB line items X0001XX-X0092XX) but not require any train-the-trainer courseware deliverables. Section G states, “If specified per Task Order, USG may request courseware and training material as a deliverable to provide a "train-the-trainer" capability to Partner Nation Air Forces. If the train-the-trainer capability is required per task order, program awardees shall utilize the "Train the
Trainer Courseware Deliverable" UPB line items to deliver the courseware and student materials to the
Air Force Security Assistance Training Squadron (AFSAT) in accordance with DFARS 252.227-7020.”
The government acknowledges the pricing risk in the Train-The-Trainer courseware deliverables
(UPB line items X0093XX-X0115XX) and cannot provide student throughput or other supporting data at this time. However, the government will revise the Unit Price Book Train-The-Trainer courseware deliverables (UPB line items X0093XX-X0115XX) from a unit of measure of “Each” to
“Hour”. Offerors shall provide an all-encompassing fully burdened work for hire hourly rate. The level of effort and required licenses will be determined at the task order level.
