Questions and Answers # 3
1. Considering recent Amendment 3 updates to PWS Mobilization timelines (PWS 1.4.3) which were changed from 120 to 180 days + 45 days AFSAT foreign disclosure review (PWS 1.4.4.3) = 225 days, will the government clearly explain the key dates on how a contractor is expected to be awarded IDIQ, then bid on the first three task orders (based on Attachment 6 schedules) and meet the intended start training dates found in Attachment 6? There does not appear to be enough calendar days to award IDIQ, request bids for Task Orders 1 thru 3, award Task order 1 thru 3 and subsequently meet Attachment 6 start training dates.
Answer: No, the milestones in Attachment 6 F-16 Estimated Requirements Schedule are estimates only that show new aircraft production delivery potential and should not be misconstrued as training start dates. Actual training delivery timelines are dependent on in-country ferry schedules, and individualized country requirements.
2. Based on Amendment 3 updates to the PWS for 180-day Mobilization (PWS 1.4.3), will the government publish new Class start dates in Attachment 6?
Answer: No, the government will not update Attachment 6. Attachment 6 F-16 Estimated Requirements
Schedule shows estimates only that show new aircraft production delivery potential and should not be misconstrued as training start dates. Actual training delivery timelines are dependent on in-country ferry schedules, and individualized country requirements.
3. PWS 1.5.7.3 “At CONUS Government provided facilities, USG or partner nation government from dedicated squadron resources will provide support equipment, trainers, bench stock, consumables, materials and equipment to perform contracted services. This does not relieve the contractor of the material requirements in paragraph 1.4.4, 1.5.7.2, or deliverables.”
Question: Will support equipment, trainers, bench stock, consumables, materials and equipment to perform contracted services be provided by partner nation government when performing work OCONUS?
Answer: Yes, the partner nation is responsible for support equipment, trainers, bench stock, consumables, materials and equipment OCONUS. However, the intent of “trainer” in this paragraph refers to any maintenance trainers, and is not intended to mean pilot simulation devices.
PWS paragraph 1.4.8.2 states, “It must be assumed country-purchased Full Mission Trainer (FMT) or flight simulator will not be available to meet initial pilot differences training requirements/timing for countries that are new to the F-16, or existing F-16 countries buying new aircraft, or upgrading countries.
For planning purposes, pilots must have completed differences training just in time prior to aircraft arrival in country.” It has to be assumed PNAF-provided pilot training devices will not be available OCONUS or CONUS. In this instance, the location and means and methods to provide pilot simulation to complete timely pilot differences training requirements is at the discretion of the offeror.
4. PWS paragraph 1.4.8. F-16 Pilot Differences Training notes the requirement for a “training device” without any scope provided. The timelines the government offered for Mobilization compared with
Attachment 6 for potential customers’ training is extremely compressed when observing industry standard production timelines without the offeror expending significant upfront capital ahead of MAIDIQ award.
Question: Can the government provide expectations for industry standard timeline (in months) to design, development and deliver a training device that is ready for training (for Desktop, for Level 4/5/6 Part
Task Trainers)? Is attachment 6 still accurate for “training” delivery timelines?
Answer: No, the government will not provide timelines for the design and development of pilot simulation devices. The means and methods required to meet the contractor-provided simulation requirement is up to the offeror. Attachment 6 F-16 Estimated Requirements Schedule shows estimates only that show new aircraft production delivery potential and should not be misconstrued as training delivery timelines. Actual training delivery timelines are dependent on in-country ferry schedules, and individualized country requirements. The new production environment is highly volatile and is subject to change.
