Questions and Answers # 4
1. The Answers to Questions re: Mobilization provided, “Due the Foreign Military Sales environment mobilization costs must be captured within the existing UPB line items. . . The means and methods of capturing mobilization costs within the UPB construct as described in Section G is at the discretion of the offeror. Amendment 3 will revise the mobilization period from 120 calendar days to 180 calendar days.”
Question: Will the Task Order be fully-funded upon award such that Mobilization costs are immediately billable?
Answer: No, Mobilization costs are not immediately billable at award of the Minimum Obligation
Amount (MOA) Task Order 0001 nor is Mobilization an individual UPB line item that invoices can be submitted against for awarded training task orders. The UPB will not be modified to add a separate mobilization line item. The means and methods of capturing mobilization costs within the UPB construct as described in Section G is at the discretion of the offeror. Additionally Section G states, “The UPB line items shall be fully burdened and all-encompassing to include but not limited to Program Management, Maintaining Flyable Condition, materials, equipment, labor, facilities, and required courseware.”
