| PWS, Para 5.9.2. | L.4.3.2. states, "Provide a comprehensive method for completing Human Factors Evaluations to ensure all employees that will have contact with students in a training atmosphere have been properly screened, IAW PWS 5.9.2." |
During the mobilization phase, all contractor personnel who will have contact with students in a training atmosphere are required to pass a Government approved Human-Factors Evaluation to ensure personnel possess the judgment, reliability, and emotional stability to work in a high-risk SERE training environment. There is no PWS 5.9.2. Will the Government please advise as to the availability of the Human Factors Evaluation personnel in order to meet the mobilization schedule? See Summary of Changes, Items #5 & #8.
See Sections L & M, Amendment 1
See PWS Paras 5.10.2. & 6.5.. SERE qualified psychologists and technicians will be made available during the mobilization period for contractor personnel requiring HFEs.
| 7 | Section J, Attachments 1 & 8 | Section L, Para L.4.3.2., Mobilization Plan | |||
| PWS, Para 5.9.2., Water Survival Training | Section L.4.3.2 references Human Factor screening in accordance with PWS section 5.9.2. However section 5.9.2 is not in the PWS. Can the Government provide the correct section specifying Human Factor employee screening? | See Response to question #6 | |||
| 8 | Section J, Attachment 1 | Section L, Para L.4.3.9., Proposal Vol II - Technical Capability, Mobilization Plan | Section L.4.3.9 states “Provide an approach to ensure that all employees that will perform services on this contract possess the required clothing and equipment necessary to perform services IAW PWS 5.10 and Appendix D.” However PWS 5.10 does not address clothing or equipment. Can the Government provide the correct PWS reference? | See Summary of Changes, Items #6 & #9. |
See Sections L & M, Amendment 1
The correct PWS reference is 5.11.
9 Section J, Attachment 1 Section L, Para L.4.4.9., Proposal Vol II - Technical Capability, Staffing Strategy L.4.4.9. states "Explain how a fluctuation in student load will be managed to ensure required student-to-instructor ratios are met." We can find no reference to any student-to-instructor rations in any of the RFP documents. Will the government please provide the required student-to-instructor ratios so we can be in compliance with the requirement? See Summary of Changes, Items #7 & #12.
See Sections L & M, Amendment 1.
Removed L.4.4.9 and M.5.3.9.
| 10 | Section J, Attachment 1 | Section L, Para L.5.2. (second paragraph), Proposal Vol III - Price, Price Reasonableness | The reference states: "Offers should be sufficiently detailed to demonstrate reasonableness." Will the completion of the Pricing Model provide the Government the details it needs from the Offeror to satisfy this direction? | Pricing Model will establish the offerors Total Evaluated Price. Offerors proposed price will be evaluated IAW FAR 15.404 to determine if price is fair, reasonable and balanced. |

The year-end financial statements must be certified by an independent accounting firm. |
| Does the government mean 2018 as one fiscal year and 2019 as the year-to-date. Will the government please clarify the years they require? | See Section L Amendment 1. Updated paragraph L.6.3.5.3. | ||||
| 12 | Section J, Attachment 2 | Section M, Para M.5.2.3., Proposal Vol II - Technical Capability, Mobilization Plan | Requires all employees to have a secret clearance prior to starting work; whereas the PWS clearly indicates an Interim Clearance is acceptable to start work and also specifies the Dive Master does not require a Secret clearance to conduct Dive Master duties. Should this evaluation factor change to be compliant with the PWS? | No. A Secret clearance would be required for the Dive Master ONLY if the contractor seeks to cross-utilize the Dive Master in support of any other position, which would require a secret clearance. |
PWS Paragraph 2 states "Cross-utilization of personnel may be permitted to the extent that personnel meet the minimum experience, qualification, certification, and security clearance requirements of the position in which they are to be utilized."

| If Travel CLINs 0003 and 1003 are supposed to be NTE cost-reimbursable CLINS, will the government provide NTE figures for them? | See Section J Attachment 7 - Pricing Model update for NTE direct-reimbursement amounts. |
TEP will not factor in NTE direct-reimbursement amounts.
15 Section J, Attachment 3 Past Performance Information Sheet (PPIS), Section 1, Para F and I and Section 4, para A Section 1, para F is labeled as " Brief Program Description; Para I (which is mislabeled and should be para L) is titled as "Description of Work Performed; Section 4 para A states: "For each of the applicable sub-factors under Volume I – Technical Proposal in Section M, describe how the experience on the contract/program is relevant to the primary evaluation areas identified in Section M.4.3" Comment: Appears to be a typo referring to the Technical Volume as Volume I as it should be Volume II. Question: Is Section 1, para L necessary given the information required by Section 4, para A and the "brief program description" required by Section 1, para F? If so, please elaborate on the difference intended between the two paragraphs. See Summary of Changes, Item #10.
PPIS, Section 1, Para L is necessary.
Section 1, Para F is requesting the offeror to provide a description of the agency's/end-user's program that the offeror is submitting past performance information in reference to.
Section 1, Para L is requesting the offeror to describe any performance issues that occurred during performance and the corrective measures taken.
Section 4, Para A is requesting the offeror to describe how the experience on the program is relevant to this SERE Training Support Services requirement.
| 16 | Section J, Attachment 7 | Pricing Model, Instruction Tab | Indicates complete pricing IAW L.6.4.5. Since there is no L.6.4.5. shall we assume it's an error and the pricing guidance in Section L, L.5.1 through L.5.3.6 and the instructions in the Pricing Matrix are the complete pricing directions the Government intends to provide? | Yes. See Section J, Attachment 7, Amendment 1 for updates |
| 17 | Section J, Attachment 7 | Pricing Model, Pricing Period Tabs | The pricing period tabs total line states (Pricing Period 1) for all period tabs. Should it change depending on which period it is? | See Section J, Attachment 7, Amendment 1 for updates. |
| 18 | Section J, Attachment 7 | Pricing Model, Pricing Period Tabs | For each of the pricing tabs in attachment 7, the total aggregate line for each of the pricing periods states "Example: total evaluated price - basic ordering period(pricing period 1)". This is a locked cell and cannot change to accurately reflect the pricing period. Will the government please provide an updated pricing sheet with accurate language to reflect the appropriate pricing period on the associated tab? | See Section J, Attachment 7, Amendment 1 for updates. |
| 19 | Section J, Attachment 7 | Pricing Model, Pricing Period Tabs | This is a single award Firm, Fixed-Price Indefinite Delivery Indefinite Quantity contract, with orders placed for specific work. CLIN X001 is priced by month, not by course. How will the government order courses under this contract, if offerors are not providing a per-course cost? | Offerors are required to complete the Pricing Model, providing a FFP flat monthly rate for services under CLIN X001 for each Pricing Period, based on their proposed technical solution and the government’s minimum requirement for fully certified contractor personnel outlined in PWS, Appendix A. |
The government will issue a task order for 12 months of service prior to the start of performance for each Pricing Period.
| 20 | Section J, Attachment 7 | Pricing Model, Pricing Period Tabs | Section M, Para M.6.3 states, “A TEP will be presented to the SSA for award decision purposes” | ||
| Is Attachment 7 used for purposes of evaluation and award only, or are the prices proposed in Attachment 7 binding throughout the term of the contract? Will offerors separately price all delivery orders issued under this IDIQ? | The prices proposed in Attachment 7 will be binding at time of award and will be the basis for all task order pricing throughout the term of the contract. | ||||
| 21 | Section J, Attachments 7 & 8 | Pricing Model, Element S-V85-A, S-V90-A and S-V84-A; 1.1.4, 1.1.5, 1.1.6; | |||
| PWS, Appendix A, Water Survival Training | The pricing model requires a breakout of costs among the three Water Safety Courses. The PWS indicates S-S85-A is 3 training days long, S-V90-A is 2 training days long and S-V84-A is 1 Training day long…all of which occur during a Monday thru Friday week. Shall we assume the Dive Master support is proportional to the days involved for each? | All water survival courses occur through 1 integrated work center on a Monday- Friday schedule. Expected support is outlined in PWS, Appendix A - Workload Requirements. | |||
| 22 | Section J, Attachment 8 | PWS, Para 1.1.3., Core Courses | Does the S-V70-A course have scheduled breaks like the courses? If so, can the government specify when the breaks occur? | Yes. This course has periodic breaks between the 10 classes cited in Para 1.1.3.. However, the schedule can vary from year to year. The finalized schedule will be provided to the contractor approximately 1 year prior to execution. | |
| 23 | Section J, Attachment 8 | PWS, Para 1.1.3., Core Courses | The requirement is for SERE instructors to "augment" military instructors. Under Description of Services/Scope. the government states "Appendix A of this PWS demonstrates the level of support needed to meet mission requirements for SERE Training Support Services based on the availability of active duty SERE Specialists. We have been given the student load, but not the number of military SERE Specialists instructors available. Will the government provide the number of government instructors in order for contractors to accurately predict how many instructors will be required for augmentation? | For Det 3 and per the Workload Requirement in PWS, Appendix A for S-V88-A, the contract staff will be responsible to provide 100% of the manpower IOT conduct training for 126 students per class. Military personnel will serve in an oversight capacity. |
For S-V80-A, see the Workload Requirement in Appendix A. Student-to-instructor load varies per the point in training. This contract solution includes a hybrid force of government and contract workers. When student loads fluctuate beyond the original estimated contract manning, the Government is responsible for providing manpower to address any gaps - either through increased government workers (short term) or through modification of contract requirements (long term).
| 24 | Section J, Attachment 8 | PWS, Para 1.1.3., Core Courses | Can the government clarify the schedule of classes required for course S-V70-A? Section J- Attachment 8 1.1.3 states…"The schedule consists of 10 classes annually, with a maximum of 42 candidates per class. This process is completed twice annually." Does the twice annually mean there are two sets of 5 classes and if so, are they conducted sequentially or staggered? Previous answer stated that the S-V70-A feeds the S-V81-A, SST-AC, but does not identify when they occur. | S-V70A conducts 2 sets of 5 classes sequentially, for a total of 10 classes annually. |
| 25 | Section J, Attachment 8 | PWS, Para 2.2.1., Resistance Training, and Appendix C, Contractor-Furnished Equipment | In regards to the statement: ”The contractor shall provide appropriate role-playing costumes for each of the three captivity environments listed in PWS Appendix C.” What are the three costumes the government wants to see role-players in during the three scenarios? | See Summary of Changes, Item #15 |
Amended PWS paragraph 2.2.1. "Contractor shall provide all appropriate role-playing costumes listed in PWS, Appendix C."
| 26 | Section J, Attachment 8 | PWS, Para 2.3 | With regard to the Dive Master, paragraph 2.3 states in part: " Contractor shall conduct course instruction, course administration to include completing student training reports and forms, and logistical, operational and administrative activities for WST academics, pool training, and in-water laboratory training. Contractor personnel providing instruction shall prepare lesson plans and training aids, and present academic, laboratory, and operational lessons in support of S-V84-A Underwater Egress, S-V85-A Emergency Parachuting and Water Survival Training, and S-V90-A Water Survival Training." Question: Please clarify for whom the Dive Master is performing all of these duties, is it for the Safety Divers or the Students going through the Water Safety Training? | Both: Dive Master will provide support to active duty Safety Divers and also serve as an instructor for students attending water survival training courses. | |
| 27 | Section J, Attachment 8 | PWS, Para 2.3.5., Water Survival Training Dive Master | The SOW states that the contractor shall schedule, direct and monitor US Navy Maintenance and Material Management (3M) system while keeping abreast of changes/directives issued by US Navy. Will the US Government provide access to the 3M resources identified in Section 2.3.5 of the SOW? | 3M resources are available via U.S. Navy internet sites. The U.S. government will provide internet capability and sponsorship for site access. | |
| 28 | Section J, Attachment 8 | PWS, Para 2.3.6., Water Survival Training Dive Master | The SOW states that the contractor shall maintain master files for inventory and dive related programs. Will the incumbent contractor be required to turn over existing files and documentation to include the existing Material Safety Data Sheets (MSDS) to the awarded contractor? | There is no current incumbent contractor for this position. Existing files maintained by the US Government will be accessible. | |
| 29 | Section J, Attachment 8 | PWS, Para 2.7., Training Manager / Instructor / Administrative Support | The SOW states that the contractor shall track, maintain and update training logs, student handouts, note taking guides, course critiques and after action reports. Will all training materials compiled in support of the contract by the incumbent be made available to the contractor awarded the contractor as all documents are US Government property? | No. | |
| 30 | Section J, Attachment 8 | PWS, Para 5.1., Hours of Operation and Scheduling | Will the government provide a class schedule (annual-1 yr) for each of the core courses (S-V80-A SERE / S-V88-AL ECAC / S-V70-A SST-OC / S-V85-A WST / S-V90-A Water Survival Training Non- Parachute / S-V84-A UET ) in order for the contractor to be able to see where classes overlap and better determine the appropriate number of personnel required to cover required instruction? | For Det 3, schedules are generally provided 1 year in advance. A description of all course schedules can be found in PWS sections, 1, 2, 5 and Appendix A. | |
| 31 | Section J, Attachment 8 | PWS, Para 5.1.3., Hours of Operation and Scheduling, Resistance Training Lab (RTL) | Can the government clarify the RTL times of operation. In particular, the Government states that "The RTL resumes operations on Tuesday at 0700 through Wednesday afternoon." What time that afternoon? Other day and time references regarding the RTL within that section were specific. | Completion time on Wednesday averages around 1500, however, the schedule is "outcome based" and may vary with student performance or unforeseen training delays as per PWS Para 5.4. The training day will not extend past 1900, except in extreme cases. | |
| 32 | Section J, Attachment 8 | PWS, Para 5.1.4., Hours of Operation and Scheduling, Field Training; | |||
| Appendix A | 5.1.4 states [FT] Contractor personnel will be expected to work 40 hour weeks when in garrison and up to 80 hour work weeks when in support of field operations. Appendix A Workload reflects fewer hours overall than in L.5.1.4 which could result in less incurred overtime the contractor is obligated to pay. Please indicate which is correct, L.5.1.4 or Appendix A? | See Summary of Changes, Item #16. |
PWS, Para 5.1.4. has been amended. FT contractor personnel can expect to work a 40-hour work week when in garrison and up to a 65-hour work week in the field. PWS Appendix A is correct.
| 33 | Section J, Attachment 8 | PWS, Para 5.1.4., Procedures, Field Training | Will contractor personnel participating in field training be provided rations by the US Government if they are required to remain on site? | FT contractor personnel will be required to remain on-site. No, the government will not provide rations to contractor personnel. |
| 34 | Section J, Attachment 8 | PWS, Para 5.11., Dress and Appearance | For Resistance Training, the contractor shall provide appropriate role-playing costumes for each of the three captivity environments. As Annex C does not specify the type, style, specifications or quantity of required costumes, will the Government provide additional guidance? | See revised PWS, dated 5-Nov-19. |
Appendix C outlines equipment requirements. The line referencing "Hostage attire - IAW current RTL" has been removed and may be disregarded. "Tiger Stripe" shirt and pants are required for this attire and are referenced in the chart. The line item referencing "Face cover-IAW current RTL" has also been amended to read "Face Mask" and a new line item titled "Shemagh Black/Olive" has been added for clarity. Examples of acceptable face masks are balaclava, bandana, or shemagh.
| 35 | Section J, Attachment 8 | PWS, Para 6., Qualifications | The US Government specifies the requirement for HF Evaluations but makes no specifications for Medical Examinations for Contractor Trainers. Will the Government specify the requirement for medical examinations along with the reference for contracted trainers to meet the requirements for the contract specifications? | No. The government will not specify requirement(s) for medical examinations. |
| 36 | Section J, Attachment 8 | PWS, Para 6.5. & 6.5.1., Qualifications | How many days are provided to the contractor to complete the Human Factor Assessment for all SERE contractor employees through the use of the Government provided SERE Psychologist? |
Should the Human Factor Assessment completion timeline extend beyond the 30 day phase in, will the awarded contractor still be expected to begin performance on the contract?
How soon after award notice will the contractor be able to schedule employee Human Factor Assessments?
1. Throughout the entire mobilization period.
2. Yes. Incumbent contractor personnel that have successfully completed an initial HFE for FT will not be required to re-complete. Incumbent contractor personnel that perform duties in RT will not be required to complete a HFE until their annual assessment is due.
3. Immediately.
| 37 | Section J, Attachment 8 | PWS, Appendix A, Workload Requirements | The first table, S-V80-A Basic SERE Course (Monday) has a total Daily Hours of 529; however the sum of the rows within the table is 475. Please amend the table such that the correct hours are totaling. | See revised table in PWS, Appendix A for corrected totals. |
| 38 | Section J, Attachment 8 | PWS, Appendix A, Workload Requirements | The fourth table, S-V80-A Basic SERE Course (Thursday) has a total Hours for the Manager (Site, Asst, Trng) is 0; however there is one personnel at 8 hrs/person allocated to that day. Please amend the table such that the correct hours are totaling. | See revised table in PWS, Appendix A for corrected totals. |
| 39 | Section J, Attachment 8 | PWS, Appendix C, Contractor-Furnished Equipment, RTL equipment, Hostage Attire | Hostage attire and face masks are listed as IAW current RTL. Section 8 of the PWS states this information will only be provided after award. Will the Government provide any clarification as to RTL equipment requirements be provided to assist with pricing to support cost realism? | See revised PWS, Appendix C. |
Appendix C outlines equipment requirements. The line referencing "Hostage attire - IAW current RTL" has been removed and may be disregarded. "Tiger Stripe" shirt and pants are required for this attire and are referenced in the chart. The line item referencing "Face cover-IAW current RTL" has also been amended to read "Face Mask" and a new line item, titled "Shemagh Black/Olive" has been added for clarity. Examples of acceptable face masks are balaclava, bandana, or shemagh.
| 40 | Section J, Attachment 10 | e98 Wage Determination | The WD states that vacation is accrued based on "Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility." Will the Government provide the date of entering into service, inclusive of predecessor contractors in the performance of similar work at the same Federal facility for each incumbent employee so that Offerors can accurately assess vacation entitlement in order to achieve cost realism? | IAW FAR 22.1020 – Seniority Lists, the incumbent prime contractor is required to furnish a certified list of all service employees on the prime/sub contractor’s payroll during the last month of the contract, together with anniversary dates of employment, to the contracting officer no later than 10 days before contract completion. (See paragraph (n) of the clause at 52.222-41 , Service Contract Labor Standards.) At the commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination. |
| 41 | Section J, Attachment 10 | e98 Wage Determination | The government has provided an e98 Wage Determination with Rates for the following positions: Resistance Training Instructor; Field Training Instructor; Combat Survivor Evader Locator (CSEL) Program Manager; Dive Master; and Evasion and Conduct After Capture (ECAC) Instructor. The Wage Determination appears to reflect rates developed as part of a previously conformed Wage Determination, and does not note an associated occupation code for these positions as these are not included in the Directory of Occupations. As such, the basis of these rates is not provided. As per 29 CFR 4.6(b)(2), a reasonable relationship is required for a successful conformance prior to the performance of work by unlisted classes of employees. Can the government confirm that a new conformance will be required of the apparent awardee of this contract upon award to ensure compliance with DOL requirements? | The e98 Wage Determination provided are not based on a conformance. The e98 Wage Determination establishes a federal minimum wage rate for the labor categories at the locations associated with the highly specialized workforce required for this requirement. |
| 42 | Section J, Attachment 10 | e98 Wage Determination; Current employment status of incumbents | Since there is a Wage Determination under the Service Contract Act for several positions, will the Government confirm that in order for an Offeror to comply with the Service Contract Act and not incur risk in the performance of this contract that those filling the positions on the WD shall be W-2 employees of the Offeror or any proposed subcontractors? | In order to be in compliance with the SCA, all "non-exempt" contractor personnel must be in compliance with the WDOL e98 WD. This includes any independent contractors. |
