This solicitation requests proposals for Survival, Evasion, Resistance and Escape (SERE) and Evasion and Conduct After Capture (ECAC) instructional and support services. The 338th Specialized Contracting Squadron at Joint Base San Antonio-Randolph is conducting a follow-on acquisition to provide personnel, supervision, instruction, and other items and services to conduct SERE training at Fairchild Air Force Base, Washington and ECAC training at Joint Base San Antonio-Lackland, Texas. Proposals are due by November 15, 2019. This will be a competitive set-aside for Service Disabled Veteran Owned Small Businesses. Evaluation will use a Past Performance Tradeoff source selection method. The North American Industry Classification System code is 611519 for other technical and trade schools, with a small business size standard of $16.5 million in annual gross receipts. The Department of the Air Force Materiel Command Installation and Mission Support Center is the agency.

Section 4: Contract Specifics
