Q&As: Amendment 2 14 Jun 2018
14. PWS 2.4
Question: Paragraph 2.4 states that the contractor will “Provide helicopter transportation for the maintenance of those RRU sites listed in Appendix 5 which are not accessible by any other means of transportation. Technical Exhibit 5, Section 3.2 states that the RRU sites support Luke AFB, but that “None of the following structures (RRUs) are government supported.” Is this a transportation cost which should be included in the pricing volume of our proposal, or is it Government funded? If contractor funded, would the Government please provide the frequency of such flights, and provide a CLIN for the contractor to reflect these costs?
Answer: PWS Section 2.4 was changed. IAW the revised PWS, the Government will pay the cost of the helicopter usage through a Cost Reimbursable CLIN.
15. PWS
Question: If the Government’s projected workload is not accurate, will the government allow for an REA?
Answer: The question does not expand regarding the details of the multiple requirements not being performed on the current contract, however, the historical workload is estimated.
Appendix 6 Historical Workload Estimates was updated. If the workload is beyond the projected estimated workload see PWS IAW 2.1.2.2. Employee Overtime.
16. PWS
Question: Will hours of operation be reduced for the P5 requirement at Luke AFB as the number of F16’s at Luke AFB are reduced?
Answer: Updated Luke Section of Appendix 6 includes projected workload. We do not anticipate reduction in hours worked as the F-16 departure schedule is very fluid.
17. PWS, Para 3.2.2.1.3, RFP Amendment 1 Q&As
Question: Amendment 1 to the RFP provided Q&As, and one of the questions requires clarification. The question was “Is it anticipated that the contractor will be required to transport fuel or only notify the government of the need? Government Answer: Yes, contractor will supply, deliver and refuel UMTE generators.
If the contractor is required to provide the fuel without the support of base fuels, will the contractor be permitted to purchase diesel fuel through DLA-Energy? Also, would the Government provide estimated fuel quantities required every year so that we can properly price this requirement, along with the CLIN to record these costs?
Answer: The Contractor is required to refuel the generators on an as needed basis to ensure uninterrupted UMTE operations. The Contractor will use Government supplied diesel stored at the Oscura Range operations area.
18. Amendment 1
Question: As the original RFP was issued as an SF-33 on 18 May 2018, will there be a change issued for Amendment I so that is will be issued using an SF-30 form?
Answer: The original RFP was issued on an SF-33 on 18 May 2018. The Amendment was issued on 7 Jun 2018 using and SF-33. An SF-30 form will not be used. A Contractor Acknowledgment of Amendment 1 memorandum was posted on FBO on 8 Jun 2018. All vendors who submit a proposal are required to acknowledge receipt and compliance with the memorandum as part of their submission for Amendment 1. Any RFP Amendments will issued on a SF-33 with a separate contractor acknowledgment memorandum pertaining to each Amendment.
19. SF33
Question: Proposal due on the 18 Jun or can an extension be expected?
Answer: The SF33 Amendment 2 block 9. was changed for the proposal due date.
