Q&A’s 7 June 2018
1. PWS 3.5
Question: Understanding that the contractor will be responsible for arranging helicopter transportation to provide maintenance to remotely located equipment, can the Government provide a historical frequency of helicopter service use for the contractor to establish a reasonable quote for services?
Answer: Currently, there are 4 fly-to RRU sites for our ACMI system. Each require an on-site, annual PMI that the contractor would be responsible for. Any maintenance beyond this requiring the use of helos would be paid for via reimbursable CLIN.
2. PWS 2.2.2.1.1. ROCC Hours of Operation states: “The ROCC shall open no later than one hour prior to the start of the first scheduled range mission. The Restricted and TAC range operating hours are published as Monday through Friday between the hours of 0730-2330, and other times by Notice To Airmen (NOTAM). Daily scheduling is accomplished by Luke AFB Range Scheduling, 56 Range Management Office (RMO)/ASMS from 0730-1430 with the contractor managing the schedule for efficiency from 1430-2330. 56 RMO/ASMS shall notify the contractor of scheduled BMGR missions no later than 1430 on the duty day prior.”
Question: Shouldn’t this read “1400 to coincide with 2.2.2.1.2. ROCC SPECIFIC Tasks bullet - At 1400L Monday –Friday and scheduled flying weekends, assume Range Scheduling current day and on call scheduling duties. The contractor shall: Have full scheduling oversight of air and ground activities of the BMGR and 56FW assigned/managed air space. Units wishing to bootleg or slip range times, will contact SNAKEYE directly. Changes to range times that would extend the published hours of operation for that day will require coordination with the GXF contractor and Government COR at GXF and Luke AFB. Overtime can only be authorized by the COR at each location.”?
Answer: Yes, it should read “1400” to coincide with 2.2.2.1.2. PWS 2.2.2.1.1 changed to 1400.
3. PWS 2.2.2.1.1 “Operate with certified operators to ensure thorough coverage: Southern Airspace, Northern Airspace and Ground positions throughout day shift operations. The evening shift shall operate the Northern airspace and Southern airspace; the ground position duty can be shared by the Northern airspace and Southern airspace operators as needed.”
Question: Is it the Government’s intention that the ground positions be certified?
Answer: Yes, because all ROCC personnel rotate through each position.
4. PWS 2.4 Helicopter Logistics states: “The contractor shall, as a minimum, accomplish the following as they pertain to the helicopter logistics at Luke AFB ACTS:
Provide helicopter transportation for the maintenance of those remote RRU sites listed in Appendix 5 which are not accessible by any other means of transportation.
Schedule required remote maintenance times through range scheduling without impact to training operations. Ensure maintenance schedules of RRU equipment will not impact or interfere with any environmental or cultural concerns of the range complex.
Additional flights will be on as needed basis. Historically all helicopter trips occur on no-fly weekends which results in technician overtime.
Question A: Does the overtime accrued count toward the 36-hour balance specified in section
2.1.2 EMPLOYEE WORK HOURS?
Answer: There is no mention of “36 hours” in section 2.1.2. No, the 36-hours does not pertain to Helicopter Logistics, PWS Section 2.2.2.1.1 pertains to ROCC Hours of Operation. Overtime is IAW Section 2.1.2.2. Employee overtime.
Question B: Are there any trips that would be considered reimbursable?
Answer: Only maintenance beyond the annual PMI will be considered cost reimbursable.
5. PWS pg 8 para 1.2.4.4 Phase In: “Submit a phase in plan to the CO and site-specific COR NLT calendar days prior to contract start.”
Question: How many calendar days prior to contract start (not specified)?
Answer: Section 1.2.4.4. Phase-In Transition of Contractor was removed from the PWS.
6. PWS para 2.2.2.1.1 “,…with the contractor managing the schedule for efficiency from 1430- 2330.” para 2.2.2.1.2 paragraph 17 “at 1400 L Monday - Friday and schedule weekends, assuming range scheduling.”
Question: Which paragraph is correct?
Answer: As addressed in Question #2, the correct time for both paragraphs now read “1400”.
7. PWS para 3.2.2.1 Holloman Electronic Warfare (EW): “The contractor will ensure sufficient fuel for required UMTE operations.”
Question: Is it anticipated that the contractor will be required to transport fuel or only notify the government of the need?
Answer: Yes, contractor will supply, deliver and refuel UMTE generators.
8. PWS para 3.2.2.1.3 Holloman EW Training
Question: This paragraph specifies the use of ADDS and PCDS but these items are not listed in the annexes.
Answer: 3.2.2.1.3 changed: All EW engagement activity shall be recorded via the Integrated Crew Debriefing System (ICADS) utilizing the Tactical Air Ranges Integration Facility (TARIF) EW Server, or DVD recording media depending on the equipment configuration utilized.
9. Appendix 6 para 1.1.4 specifies 80hrs of link-16 support at Holloman
Question: Is this workload correct?
Answer: Appendix 6, para 1.1.4 is annual hours spent on Government Requested Travel (TDY) not Link-16 support for Holloman. Government directed TDY is fully reimbursable.
10. Section B of SF33, pages 4—13 & Section L.3.3.2.4
Question: Please clarify the COST CLINS that Offerors are not required to enter a value in the Section B. 1) CLINS X004, X008, X009 & X010 are labeled “Cost” – but do not include the verbiage “NTE-Not to Exceed Cost”, will the Government determine an amount for these CLINS after award?
Are Offerors supposed to leave them blank or estimate a cost & enter the value in Section B for these CLINs? 2)CLINS X002, X003, X006 & X007 are clearly marked “COST NTE-Not to Exceed Cost”, therefore assume it is correct that Offerors do not enter a value for these CLINS, as the Government will establish the NTE amount, as stated in Section L.3.3.2.4?
Answer: IAW Section L.3.3.2.4- The Government will determine a Not-To-Exceed (NTE) amount for each Cost Reimbursable (CR) CLIN for the base period and each option period.
Offerors will not be required to submit a proposal for CR CLINS nor will they be included in the Total Evaluated Price (TEP).
Section B of SF33- CLINS X002, X003, X004, X006, X007, X008, X009, X010 are COST therefore, IAW Section L.3.3.2.4 Offerors will not be required to submit a proposal for CR CLINS nor will they be included in the Total Evaluated Price (TEP).
11. Section B of SF33, pages 4—13 & Section L.3.3.2.4.
Question: Please clarify the COST CLINS that Offerors are not required to enter a value in the Section B. 1) CLINS X004, X008, X009 & X010 are labeled “Cost” – but do not include the verbiage “NTE-Not to Exceed Cost”, will the Government determine an amount for these CLINS after award? Are Offerors supposed to leave them blank or estimate a cost & enter the value in Section B for these CLINs? 2)CLINS X002, X003, X006 & X007 are clearly marked “COST NTE-Not to Exceed Cost”, therefore assume it is correct that Offerors do not enter a value for these CLINS, as the Government will establish the NTE amount, as stated in Section L.3.3.2.4?

Section B of SF33- CLINS X004, X008, X009, X0010 are COST and the extended description of the CLINs were revised to include the “NTE-Not to Exceed Cost” verbiage. IAW Section L.3.3.2.4 Offerors will not be required to submit a proposal for CR CLINS nor will they be included in the Total Evaluated Price (TEP). See FA3002-18-R-0010-Amend.
12. L.2.1, L.3.2
Question: Is there any page limitations for Volume II, Past Performance?
Answer: Amend Section L.2.1 to reflect page limit to 25** pages. **Subcontractor Letter of Consent and Client Authorization Letters do not count towards the page count.
13. L.2.4.5
Question: Do foldout pages count as 2 pages in page count?
Answer: Amend Section L.2.4.5 to reflect, “Each printed side of a foldout will count as front (one page) and back (one page).”
