FA3002-13-R-0005 WSSC Responses to Questions #1
1. Section L.2.4.1 (page 91 of 102) Page Format requirements specify “at least 1.5-line spacing” in line #2; then specify “typing shall be single space” in line #3. Please clarify.
Response: Section L.2.4.1 page 91: Change second sentence from “Pages shall be typed, with at least 1.5-line spacing” to “Pages shall be typed with at least single line spacing.” Change will be in forthcoming amendment.
2. Section L.3.1.1.1 (page 92 of 102) Subfactor 1 requires a Security Management Plan be provided. Is this due with the proposal, and will it be excluded from the page count limits (similar to the QC Plan as stated in L.2.5.3)?
Response: The Security Management Plan is required to be submitted along with the proposal and will be evaluated. The Security Management Plan does not count towards the page count limit.
3. Section L.3.1.3 (page 92 of 102) Subfactor 3 requires a Training Program Development and Management Plan (TPDMP) and Instructional Services Training and Certification Plan (TCP) be provided. Are these due with the proposal, and will they be excluded from the page count limits (similar to the QC Plan as stated in L.2.5.3)?
Response: The Training Program Development and Management Plan and Instructional Services Training and Certification Plan are required to be submitted along with the proposal and will be evaluated. These plans do not count towards the page count limit.
4. Section L.3.2.3 (page 94 of 102) Reference is made to “relevant aircraft maintenance contracts” in lines 17 & 18 of this section. Please clarify.
Response: The reference to “relevant aircraft maintenance contracts” is hereby changed to “relevant academic training, simulator training, and courseware development contracts.” Change will be in forthcoming amendment.
5. Section L.4 (page 96 of 102) In which Volume of the proposal should the offeror address the requirements contained in L.4? Are there page limits set for these requirements?
Response: Section L.4, Other Contracting Considerations, should be submitted within Volume III Price. The Section L.4 requirements do not count towards the page limit count.
6. Section L (P86 of 102) states questions will not be answered after 1500 CDT 19 Aug 2013. Section L.1.5 (p89 of 102) states questions will no longer be accepted within two weeks of solicitation closing date (15 Aug). Please clarify.
Response: Section L.1.5 is changed from “Responses to questions and requests for clarifications will no longer be accepted two weeks prior to solicitation closing date” to “All questions must be received by the Contracting Officer no later than 1500 (3:00 P.M.) CDT 19 Aug 13, unless a revision to this date is posted in Section L – Site Visit and Pre-Proposal Conference or otherwise on the FedBizOpps website.” Change will be in forthcoming amendment.
7. Attachment 2, Exhibits A thru M. Will the Government provide these files in an editable format (Word or Excel) since the offeror is required to fill-in Unit Prices?
Response: These Exhibits will be posted in MS Word format in order to allow editing. The Exhibits in MS Word format will accompany the forthcoming amendment.
8. In Exhibit H, Security Management, in basic year at Luke AFB the Area Security Monitor CLIN 008AB monthly qty matched the Security Management/Support CLIN. However in the out years they do not match. Option year 1 is 6 months, year 2 through 4 is one month quantity. Is this a typo or are they asking for a security monitor for only one month? The same is true for Holloman AFB.
Response: The Area Security Monitor will be phasing out of Luke AFB (Exhibit H) to Holloman AFB (Exhibit M). The base year will be 11 months at Luke AFB. Option Year One, the Area Security Monitor will be required to perform the first six months at Luke AFB and the last six months at Holloman AFB. Beginning Option Year Two, the Area Security Monitor will be completely transitioned from Luke AFB to Holloman AFB and only be at Holloman AFB for the remaining option years. Change will be in forthcoming amendment.
9. Section L.4.3 (Page 96 of 102) states that first time “joint efforts” must provide a list of relevant subcontracts. Is this just applicable for teaming arrangements or does this paragraph apply to subcontractors as well?
Response: Section L.4.3 is titled “Teaming Arrangements and/or Letters of Intent,” and is applicable to teaming arrangements only. Past Performance Information pertaining to subcontractors is addressed in Section L.3.2.3.
