Questions for F-16 WSSC

Solicitation # FA3002-13-R-0005

1. Reference: PWS Page 12, Section 3.4 states, “…during the phase-in commencing 60 days prior to performance start…” then on same page, Section

3.4.1 states, “The COR will oversee the one-month phase in…” and CLIN

0020 in RFP on Page 11 of 102 states, “Mobilization required for one month period before start of service performance.”

Question: Please clarify length of phase-in period—one month or two? The Phase-In period is 30 days and was corrected in RFP Amendment 0001

2. Reference: PWS, Page 33, Section 3.12.9.25.4, Clearance requirements:

Secret (eligible), but PWS Section 3.8.12.1 IT Specialist (security) qualifications state the position provides “multi-discipline technical security support in SAP (Special Access Programs)/SCI(Sensitive Compartmented

Information) environment.”

Question: Would the Government please clarify the security clearance required for the IT Specialist (security)?

Section 3.12.9.25.4 establishes the clearance requirements for all contract personnel. Section 3.8.12.1 establishes the requisites for the IT specialist. We require this individual to have experience in working with SAP/SCI IT systems due to the unique requirements now laid on by DoD and AF regulations for IT systems and personnel who work on them. However, this does not imply this individual will be assigned to this type of access.

3. Reference: RFP, Page 94, Section L. 3.2.5. Past Performance

Questionnaires (PPQs). In the past, the contracting and customer POCs for aircrew training contracts we are submitting as references have typically denied our request for completion of PPQs, citing that our contracts are evaluated in CPARS.

Question: In lieu of PPQs, may we insert copies of latest CPARS evaluations in

PP volume, and then only send PP questionnaires for references not evaluated in CPARS?

The questions on the Past Performance Questionnaire are separate from the categories on the CPARS and are needed to fully evaluate the contractor's performance.

4. Reference: RFP, Pages 6, 7, & 10; 16, 17 & 20; 25, 26, & 29;34, 35, & 38;

43, 44, & 47

CLINS x011Addtitional I/SME Support—Luke AFB

CLINS x012 Additional GTIMS Support—Luke AFB

CLINS x019 Additional I/SME Support—Holloman AFB.

The CLINs ask for a price based on hours, yet the reference in PWS Page 24, Section 3.12.4.3, discusses additional support in terms of days: “…divided by

250 (annual training days) times the number of training days per month, rounded…”

Question: Shouldn’t the “Unit” block in the referenced CLINs be changed to

“Days” (instead of “Hours”)?

Additional support is based on hours. The calculation shows that if your BEQ is 40000 Hrs if the contract works more than 4960 hours in that 31 Day month then the number of hours they exceed that number would be eligible for additional support payments. Additionally, if we ask the contractor to work on days that are not training days they would also be eligible for additional support based on the number of hours they worked.

5. Reference: PWS Page 36, Section 3.12.11. The GTIMS and the Squadron

Associates/ Help Desk requirement is vague in that the PWS seems to require four plus the associates.

Question: Are the Squadron Associates comprised of Government staff or contractors?

Contractors.

6. Reference: PWS Appendix 3, Appendix 4, and Appendix 5 Question (a): Appendix 3 lists contractor taught academic hours and events.

Can the Government please confirm the FY 14 PFT is reflected in Appendices 4 and 5? For instance, in FY14, Luke TX -3 has 15 classes with a total of 75 students for the year, requiring 15 sim events/student and 35 sim hours/student

(sim hours include pre and post brief times per the Note) and academic hours/events are 68/64 respectively (from Appendix 3).

Yes it is based on the current FY14 PFT however considering the fluid nature of flying training there is always a chance that it could change. This would be discussed between the COR and the Site manager. Additionally, the government reserves the right to adjust the BEQ 4 times a year based on changes in numbers of students. The CO will provide the contractor notification in case this becomes a reality.

Question (b): Other Fighter PWS have listed IRC Requirements as six hours and one event. Can the Government please confirm this is also true for Luke and Holloman? Does the contractor teach IRC? Does the contractor maintain

IRC courseware?

Yes it is 6 hours. 4 hours for academics and 2 hours for the test. The contractor does teach IRC and maintains the courseware.

7. Reference: Attachment 4 – Wage Determination; Attachment 9 - CBA Question (a): Is the contractor required to bid CBA rates plus all benefits for the Base and Option CLINS?

Yes, the contractor is required to bid CBA rates and benefits that apply at the time contract performance begins and use those rates to price all periods of performance.

Question (b): For Holloman AFB, which rates are required - CBA or Wage

Determination rates?

There isn't a CBA currently in place at Holloman AFB so a Wage Determination will need to be used at that location.

8. Reference: PWS 3.11.4, pg. 20. Question: What is the level of interactivity of ICW lessons (i.e. level 1 - page turner; level 2 - some interactivity, etc.)?

ICW lessons are designed as level 2 interactive or higher and focus primarily on advanced training

9. Reference: Atch 2a, Exhibit A. Question: Would the Government please define BEQ (Best Estimated

Quantity)?

The government attempt to determine the number of hours required in order to support all F-16 training. However, due to the nature of the business the hours for instructors and the revision rate could change. The government provides our best estimate based on projected PFT and modifications to the aircraft to provide offerors a planning factor to determine the number of personnel required to meet those levels.

10. Reference: Atch 2e, Exhibit E, Page 1, Courseware Development for base period of performance. Dates for the base period of performance (1 April

2014 to 28 February 2015) reflect an 11-month period.

Question: Do the quantities for the courseware products in the base period table need to be pro- rated for an 11-month period of performance (instead of an entire year)?

The amounts are estimates and will not be adjusted in order to provide offerors with the estimate workload for a 12 month period. At the beginning of the contract the COR will sit with the CWD team and determine the amount of work required for that period of performance.

11. Reference: Atch 2f, Exhibit F, all pages—Rate Workload Matrices for courseware revision.

Question: Could the Government please confirm that the 30% BEQ is based on the courseware product data presented in Appendices 6 and 6B, Revised

Student Materials as estimated per year, combining the Luke (Appendix 6) and

Holloman (Appendix 6B) data? Also, is should the combined data be pro-rated for the 11-month base period?

The 30% BEQ does include all the revision requirements in said Appendices however these are estimates and adjusted based on need. Since both the new courseware and revisions are based on an annual amount the government will not adjust the PWS to reflect a one time change in length of a period of performance. For planning purposes consider these numbers for personnel requirements for the options. Additionally the COR will meet with the CWD staff to determine the exact needs for each year.

12. Reference: Atch 2g, Exhibit G, all pages—Rate Workload Matrices for

RSAF courseware revision.

Question: Could the Government please confirm that the 30% BEQ is based on the courseware product data presented in Appendix 6A, Estimated FMS

Academic Courseware Workload? Also, is should the data be pro-rated for the

11-month base period?

See previous question

13. Reference: PWS Page 37, Section 3.12.11.6 references a GTIMS associate for the Operations/Maintenance Group. However, Exhibit D shows four squadron associates for each of the four flying squadrons at Luke and

Exhibit L shows three squadron associates at Holloman.

Question (a): Is the Operations/Maintenance Group position located at

Holloman?

The amount of workload for the TRS lends to one person acting as a GTIMS associate for both MX/OG and the

TRS. This is the case for both locations.

Question (b): Will the Luke squadron associate positions draw down as the two

Luke squadrons move to Holloman?

Associates will drawdown and move with the two squadrons at Holloman.

14. PWS Appendix 4 & 5, PFT tables. Question: Is column titled “Students” the number of students per class or number of students per year?

Number of students annually

15. Reference: Appendix 3 shows academic instruction for IPUG (Instructor

Pilot upgrade) TK-3 and TK-4, but Appendix 4 and 5 don’t show PFT data for

IPUG TK-3 and IPUG TK-4.

Question: Is there a PFT flow for Tracks (TK)-3 and 4 in the IPUG course? If there are no programmed students then at this time there are none. This can change but rarely does.

16. Reference Appendix 3—chart layout. Question: Under each course, does the top row of numbers display numbers of academic instruction hours, and the bottom row the number of events? E.g., in the first section of tabular data under “F16C0B00PL, TX0PL, SOCPL

(Combined Wingman), under the B Course column does “149” mean 149 hours of academic and then “113” reflects 113 academic events.

That is correct.

17. Reference: PWS Appendix 6 Question: What is the difference between a Phase Guide and a Phase Manual

(i.e. complexity, detail, etc.)?

Level of effort is the same for a phase guide or a phase manual. A phase guide provides administrative details for each phase of training. It describes the objectives being taught, required reading and practice quizzes. Students use the phase guide to supplement information not covered by a lesson work book. There is only one phase manual

(transition course) and the information is derived from sources such as the AFTTP 3-3 on how to maneuver around the airdrome for example chapter one covers Ground operations, two takeoff/cruise etc.

18. Reference: PWS Appendix 6. Question: By Grade book revision, does this require revising individual Grade sheets?

Yes, A grade book is considered as all the grade sheets for that syllabus. Gradesheets reside in GTIMS, however as a contingency plan paper copies may be needed until GTIMS operation is restored

19. Reference: PWS Appendix 6 Question: Which ATDS/Sims are Network Training Center (NTC) events? Appendix 6 is Courseware Development. The devices are designated in the syllabus you received during the Pre-proposal conference.

20. Reference Exhibit A, B and J—Best Estimated Quantities for I/SME level of effort

Question: Could the Government break down the BEQ hours, by category

(courseware development, academic/platform instruction and operations, academic course management, and support of flying?

Not at this time.

21. Appendix 6 and 6B—courseware product estimates do not match up with data provided in Exhibit E.

Question: Could the Government please clarify which courseware data is correct?

You are correct. Please use the PWS appendix and the government revised Exhibit E in RFP Amendment 0001. The numbers are estimates and the government will purchase the required numbers at the beginning of the new task order. Additionally, all items will reflect at least 1 in order for the government to have the pricing so if we purchase that item we can ensure we have funding.
