FA3002-13-R-0005 WSSC Responses to Questions 19 Aug 2013
Question
Document Reference Question/Issue Government Response
1 PWS 2.4.4. Historically, what cleaning and custodial services has the contractor been responsible for? We have limited trash collection, currently 1 st and 3 rd Monday, otherwise contractor is responsible for emptying trash in contractor’s office area
2 PWS 1.1 and
2.5.2.
Historically, what contractor acquired property has been utilized in executing the requirements of this contract? Does this equipment remain the property of the contractor?
We have approximately 400+ pieces of GFE utilized in executing the requirements. None of the GFE belongs to the contractor
3 Given the volume of questions from offerors and the delay in government responses, would the government consider a new due date for proposals of 13 Sep 2013?
We cannot consider an extension to the proposal due date.
4 PWS 3.4. This paragraph mentions a 60-day phase in period where successful offeror instructors can be trained and certified by the incumbent, but there is no CLIN supporting this. Is this an unfunded requirement?
PWS corrected in RFP Amendment 0001
5 PWS 3.4.1. This paragraph mentions a 30 day mobilization period. How does this mobilization period relate to the transition period in PWS 3.4?
PWS corrected in RFP Amendment 0001
6 PWS 3.4.1. How much property will the incumbent contractor transfer to the successor at Holloman AFB? None, new GFE will be purchased and inventoried at Holloman
7 What are the labor categories for the four GTIMS help desk personnel? 3) Training Management System Specialist and (1) GTIMS Manager
8 What Key Personnel are part of the Collective Bargaining Agreement? None
9 Where there is a conflict between Appendix 3 “CONTRACTOR TAUGHT ACADEMIC HOURS” and the Syllabi provided via CD ROM, which takes precedence? For example, Appendix 3 states there are 149 academic hours and 113 events for the B course while the HQ AETC Syllabus
F16C0B00PL (Luke), Table 3.6 Academic Inventory, shows 152.5 or 158.5 academic hours
(lectures) for Block 25 and Block 42 respectively and 127 events.
Active duty pilots teach events and hours above what is specified in the PWS
10 Where there is a conflict between Appendix 4 “LUKE FY14 PROGRAMMED FLYING
TRAINING” and the Syllabi provided via CD ROM, which takes precedence? For example, Appendix 4 states there are 60 Sim Events for the B course while the HQ AETC Syllabus
F16C0B00PL (Luke), Table 4.3-4.5 Master Device Chart, shows 44 events.
NTC events require two instructors so 60 is the correct number
11 Will contractors be expected to provide device continuation training for cadre USAF Instructor
Pilots? If so, what is the average number of device training sorties per year at both Luke and
Holloman?
No
12 When calculating student throughput in order to price I/SME CLINs which takes precedence, Appendices 4 and 5, Luke and Holloman PFTs or the “FY14 CLASSES GPGL REFINEMENT” spreadsheet dated 8 May 13 provided at the Industry Day? The two documents conflict.
Use the numbers from the PWS
13 The IP Syllabus refers to a Track 3 but there is no PFT requirement. Is this correct? No students scheduled so no PFT
14 Table 1-10 in SylCX shows 14.5 academic hours required for Tracks 1 and 2 while Table 3-6 shows
23.5 hours. These do not appear to agree. Which is correct?
The CX syllabus lists 29 total academic hours which includes self study such as workbooks and CBT, the hours listed in the PWS are correct
15 C to D conversion is in the “FY14 CLASSES GPGL REFINEMENT” spreadsheet dated 8 May 13 but not in the RFP Appendices. Do we price this training? Where?
Conversion training can be taught at the end of a block 25 “B” course going to a Block 42 or an
IPUG. There are 12 events, 16 academic hours and one WST and one NTC
16 There is a requirement to teach 24 IRC classes per year per location. How many academic hours is the class?
9 hours
17 The syllabus for Top Knife was not provided. Please provide details on academic requirements and specify training device requirements.
Five events, eight hours, four device events, 10.5 hours
18 There’s a SEAD requirement in Appendix 4 and a corresponding syllabus but there’s no requirement in the PFT. Is SEAD covered within other training courses or is it a standalone course?
No flying in the SEAD course, so no PFT
19 Is the GTIMS manager mentioned in PWS 3.7.4, 3.8.7 and 3.12.11.2 an employee covered under the Collective Bargaining Agreement?
No
20 Is the Security Manager mentioned in PWS 3.7.3 and 3.12.9.8 an employee covered under the
Collective Bargaining Agreement?
No
21 The spreadsheet distributed with the RFP called Attch_11_WSSC_Section_B_(Jul_13).xlsx has roll up errors in the Total CLIN Summary worksheet from the Base Period through Option Period 4
Worksheets. The headings in row 2 seem to have the wrong Periods of Performance.
Atch 11 Spreadsheet has been corrected and will be posted to FedBizOps when Amendment 01 is issued.
22 Reference Appendix 2, Estimated Brief-Debrief Times, which UTD missions in the syllabus are considered “UTD LANTIRN Training?”
UTD 2-4 in the RSAF LANTIRN syllabus
23 PWS 3.12.1.4 states CDRL A014 is due monthly, yet PWS 3.12.10.14 (CDRL A014) states the reports are to be produced “at the completion of each phase of training”. Please clarify the frequency that CDRL A014 should be submitted.
At the completion of each phase of training
24 PWS states a requirement for clearances based on a SSBI conducted within the last 5 years, SSBI investigations are conducted for TS or TS/SCI clearances. DD Form 254 and PWS calls for secret clearances in support of this contract. Please clarify clearance and investigation requirements in support of this task.
Secret
25 Will AETC provide format sample for required Security Awareness Training and Education? No, part of your security management plan
26 As an identified KMP will FSO be eligible to be issued a CAC card thus enabling him to access
Government websites to download contract required forms and documents Ref 3,12.10.17 from
CDL A017 and mandatory Air Force Training requirements?
Only onsite contractors are issued a CAC
27 Must the offeror use the exact number of hours in the Item No, such as 42,400 in CLIN 0001?
Should the offeror take the average for those tasks that require a range of prices such as those in
Atch 2, Exhibit A and input that into the price for a given CLIN?
BEQ is just that best estimated quantity, contractor should determine their hours and submit
28 If the offeror were to determine a different number of hours estimated for a given CLIN, should he use that number as a basis for the BEQ? For instance, in Atch 2, Exhibit A, the government estimates 42,400 hours will be needed to perform all tasks associated with I/SME, CWD, Platform and Sim Instruction and Ops, Academic Course Management, and Support Flying Training. If the offeror determines is will take 44,000 hours, should he input the unit price for that amount into the
Exhibit in ELIN 0001AF?
Same as above
29 Would the government please include examples and further amplification to help offerors adhere to guidance in Paras L3.3.1.1 and M5.2?
L 3.3.1.1 apply pricing to all sub CLINS in exhibits and Section B. Provide a total price except for
NTE.
30 Are the unit prices and amounts required to be input in CLIN x005 simply the sum of all unit prices and amounts entered into the ELINS in Attachment 2-e, Exhibit E ELINS?
That is correct.
31 What is the government asking for in pricing CLINS x006 and x007 as well as the associated ELINS in Exhibits F and G. In the ELINS? Are the Rates in the ELINs the percentage of courseware the government expects to be revised? Is the basis for the revision estimates in the table called Revised
Student Materials Table in Appendix 6? Exhibit F calls for courseware revisions at Luke, what about
Holloman?
Appendix 6 lists all the material the Government expects to be revised for Luke, Holloman, and
Singapore. The 30% identifies the level of manpower effort needed to produce a revision as compared to one new unit of instruction. For example appendix 6 lists 167 lesson guides, the
Government expects the contractor to revise 167 lesson guides per year and the same applies to all revision tables. All CWD to will be accomplished at Luke
