Shouldn’t the Mobilization end date be revised to November 14, 2012? |

CLIN X011 Pricing The draft Schedule B Excel model identifies CLIN X011 – Deployments as a “Cost Reimbursable / Funded as needed”. Will:
a. NTE amounts to be provided as they were for CLINs X009 – Weekend/Holiday Flying and X010 – Travel?
b. workload data to be provided so that estimates can be determined?
c. this CLIN remain un-priced?
c) This CLIN Will remain un-priced at this time. A modification will be negotiated for deployments that will be funded by outside sources and not already specified in the PWS as a requirement .

Since they are statutory in nature, shouldn’t state and federal unemployment insurance be added as items that will be paid on labor charged to these CLINs? |

| In reviewing the Government Furnished Property list (Part A and B), no items were identified as "As-is, where is" in referenced Appendix 3FA. 1). Is it the intent of the Government to provide the Government-furnished property as initial provisioning only and relinquish title to any property replaced by the contractor during the contract or should the Government-furnished property be provided under FAR 42-245-1? 2) Is it the intent of the Government to abandon all rights and title to unserviceable and scrap property resulting from contract performance in accordance with FAR 52.245-2 (c) (Jun 2007)? 3) If it is the intent of the Government to provide Property under this clause when can we expect to receive a list of the property that will be provided "As-is, where is"? 4) If it is not the intent to provide Government property under FAR 52.245.2, will this clause be removed from the PWS? |
1) Government Property ownership will not be relinquished and all property will remain Government property. Replacement of Government furnished property will be accomplished through government property COR.
2) FAR Clause 52.245-2, prescribed by FAR 45.107(b) does not apply to this solicitation and the subsequent contract. FAR 52.245-2 is used when Govt. furnished property will be provided for initial provisioning only and the Govt. is not responsible for repair or replacement. Instead, FAR Clause 52.245-1, Government Property and 52.245-1 Alt 1 will be used.

2.1.8.17.1.

2.1.8.18.
| Exceptional/Conditional Release and Red X Downgrade. For individuals that do not meet the 10 year requirement, the SP may request a waiver from the CO through the Chief COR. Additionally, any individual who signs exceptional release/conditional release or downgrades a Red X symbol shall be trained to perform aircraft mechanic duties at the 7-level equivalency. Furthermore, individuals who sign exceptional release/conditional release or down grade Red X symbols shall complete the special certification process and be identified on the SCR IAW AFI 21-101, par 14.34 and table 14.1. Do management personnel (minimum 10 years aircraft maintenance experience) have to meet these same qualifications, specifically trained to perform aircraft mechanic duties at the 7-level equivalency? |

2.1.29.1. & 2.3.3.1.

| AFI 21-101 Columbus AFB Supplement will state OCF requirements are optional. OCF's workload data is already included in the flightline and phase |
workload. There is no more work required for these operation check flights than for any other flight. Only that a rated pilot is required to fly them.
3.1.1.6.6.
| Support any assessment, inspection (AFI 90-201, Chap 2), exercise, deployment, static display, flyover (IAW AFI 11-209,), incentive flight, open house (air show), Medical Air Evacuation, ROTC orientation flight, Civilian Fly-in, or Change of Command Ceremony, that involves aircraft and/or maintenance resources. These events may occur on weekends or holidays. Normal notification will be provided to the SP at the weekly flying scheduling meeting. (Note: Circumstances may dictate that less than one week’s notice is given due to changing mission requirements.) Cost will be included in the contact. Workload data in Table 3BA.2. reflects deployments for T-6s (4 per year X14 days X 6 aircraft) and IFF deployment (4 per year X14 days X 6 aircraft). 1) What are the proposed locations and does the 14 days include travel time?; 2)Will home station sortie requirements be reduced by the aircraft deployed due to aircraft and employee’s availability? |

2) Yes. Paragraph 3.1.1.6.6. has been reworded to state: “and home station sortie requirements for MDS involved in deployment will be reduced by the same number of aircraft deployed and flying hours programmed to be flown”.
3.1.12.22.
| Transient Aircraft Maintenance: The SP shall establish and perform Transient Aircraft Maintenance Functions IAW TO 00-20-1, AFI 21-101, and technical orders (see Appendix 3BB for workload data). The SP’s transient maintenance function shall be responsible for transient aircraft control, parking, servicing, and maintenance. The SP shall inform MOC when transient aircraft require specialist support, and launch/recover aircraft IAW applicable directives. Inform the MOC of aircraft status. When a transient aircraft experiences a mission-limiting condition that the SP doesn’t have the capability to repair, the SP shall ensure that the aircraft commander notifies the owning unit to request assistance. If the capability exists (possessing like aircraft), the SP shall provide the necessary support to return the aircraft to Mission Capable (MC) status based on mission need. This requirement includes non-duty hours, weekends, and holidays. Cost shall be included in contract. Are the duties of the section now called Transient Aircraft Maintenance the same as Transient Alert? |

2.1.28.
Aircraft Flightline Shelters. Aircraft flight line shelters are used to protect and provide cover for T-38s), T-6s and two rows of shelters located near the T-1 parking ramp/CAFB fire station. The SP shall perform inspections, and minor maintenance (<10 feet from ground level), on all aircraft flightline shelters. Structural framework, hardware, and fabric covering shall be inspected and documented annually for damage and deterioration, and cleanliness/contamination of fabric covers. SP shall perform minor paint, replacement of hardware, and adjustment of covering tension control devices. Cleaning of fabric covers, torque of all high-level (>10 feet from ground level) bolts, and torque of the tie down system will be performed via an AF Form 9. All the adjustment tension control devices are over 10 feet above ground level. Will the SP be required to perform this even though it's >10 feet?
Adjustment of Tension control devices requirements have been removed from the PWS.
3.1.1.6.2.

2.1.10.2.
All references to the AF Bioenvironmental Engineering (SGPB) office or the AF Public Health (SGPM) office in Air Force documents for contract personnel should be interpreted to mean a reference to the contractor provided industrial hygiene services for the SP’s personnel. Likewise, any such reference about worker hazards and recommendations to get bioenvironmental engineering determinations or support in the Technical Orders means that SP personnel must obtain such support from the SP’s industrial hygiene function. Will the Government provide workload data for AF required industrial hygiene services (exclusive of OSHA mandated services)?
No. The workload data for the industrial hygiene manager is included in 3BB.7, under Hazmat Material Management Support.
Appendix BB Table 3BB2 and Table 3BB3
| For each MDS Table 3BB2 includes Man Hours, SGM Hours and Total Man Hours. Table 3BB3 reflects the Sortie Support hours, i.e., PE, Flightline, and other specialist shops. Are the hours in 3BB3 additive to the hours in 3BB2 or are the hours in 3BB3 already included in 3BB2. |

3.1.21.4.2.

3.1.1.6.2.
| Perform on-and off-equipment maintenance (repairs, scheduled and unscheduled maintenance, inspections, Time Compliance Technical Orders (TCTOs), Time Change Items (TCIs) and One Time Inspections (OTIs)) on aircraft and support equipment. This includes, but is not limited to; JT15D and PT6A engine organizational maintenance, jet engine intermediate maintenance (JEIM) for T-38C organizational maintenance for T-1A, T-6A, and T-38C aircraft, industrial support services, aircraft systems back-shop maintenance support for, electrical-environmental, fuel systems, aircrew egress systems, hydraulics, aerospace ground equipment (AGE), fabrication shops (media blast, paint, sheet-metal, welding, machine, corrosion control, survival equipment), and Non Destructive Inspections (NDI). The SP shall also provide for transient aircraft support, Crashed, Damaged or Disabled Aircraft Recovery (CDDAR) and off-station aircraft recovery. Will the government provide workload data for TCTOs, TCIs and OTIs for aircraft and support equipment? |

CBA
| The demographics of the union work force at Columbus will have a significant impact on the true labor costs for the contract, particularly the age of the employees and their tenure on the contract. It is our understanding that the incumbent workforce is predominantly comprised of union workers, and that many of those workers have many years of longevity on the contract. According to the union agreement, as workers progress in longevity their wages and benefits entitlements increase (benefits such as accrued vacation allowance significantly increase). Since all bidders will focus on retention of incumbent employees for smooth transition and uninterrupted service, we believe accurate information concerning work force demographics would promote more realistic pricing of initial offers and help the Government to avoid post-award requests for contract modifications to compensate for underestimated workforce entitlements. Will the Government publish general information on longevity, age, seniority, and entitlements of the union work force for this contract? |

Section L, Clause 52.216-1, and Section M, Paragraph C
| The DRFP states that the type of contract will be FFP and that award will be made to the lowest priced offeror with an "acceptable" small business subcontracting plan, an "acceptable" technical proposal, and "satisfactory" performance confidence, and this is defined as "best value." This contract will replace a contract that was competed under an entirely different concept of "best value" - the best technical proposal, the best past performance, and the best combination of these with price - and that contained an award fee provision to allow the end user at the base to obtain levels of service from the contractor that go beyond the basic PWS requirements. The contractor who wins this contract will face a huge gap between the financial resources he will have to execute the contract and the expectations of the base level customer. The customer in his turn, will lose a capability for catch-up and extra effort that he has come to rely on over an extended contract history. We believe that the contractor-customer relationship will suffer from this change, and overall unit performance and quality of undergraduate pilot training will decline. We strongly recommend that AETC return to the practice of true "best value" source selections and FFP + Award Fee contracts. Will the Government consider making this an FFP plus Award Fee contract and issuing the RFP as a traditional "best value" source selection? |
| The Govt does not intend the new contract to be a FFP plus Award Fee type. The final decision on awarding a single FFP contract has already been made based on the current DoD contract guide and budget consideration. The verbiages in Section M, Paragraph C have been changed significantly. Please see the revised draft Section M for details. |

| The draft Schedule B Excel Model shows the quantities for the aircraft maintenance CLINs X002 to X005 as 11. Does this mean that there will be no flying hours during the mobilization period? |
| The flying hours during the Mob period do not apply to the incoming contractor. The actual performance during the Mob period will be carried out by the incumbent through the Extension of Services contract modification IAW FAR 52.217-8 under the current contract. |
