Past Performance Is information, such as, letters, metrics, customer surveys, independent surveys, etc. included in the 5-page limit for each contract example?
Yes. 5 pages is the maximum page count allowed for each contract referenced. Valid POCs to identify where those documents may be retrieved should be provided. The Government may obtain those documents in determining the performance confidence assessment of the offeror.

| Some of the requirements for Sub-factor 2 - Program Management Approach, sub-element (3) seem redundant with sub-element (4). (3) asks bidders to "provide a [QC] plan that will evaluate compliance, find and document problems and monitor corrective actions…". (4) asks bidders to "Describe the organization's Quality Control Process....Describe your approach to evaluate the quality of maintenance, identify, document and correct deficiencies." and requests specifics in (4) (a) thru (g). Does the Government want bidders to submit a QC Plan as described in (3) or describe a QC Process as described in (4)? We recommend (3) read, "Describe the proposed QC organization, including lines of authority." and delete the rest since (4) reiterates the redundant portion of (3) and asks for more specificity. |
The Government concurs with industry. Technical Sub-factor 2, 3) in Sections L&M were modified to read to read, "Describe the proposed QC organization, including lines of authority."
PWS 2.1.30 and 2.3.1.10
2.1.30, Custodial Services and Housekeeping, states, "SP shall provide all equipment, materials, supplies, labor, etc. for the custodian maintenance of Government facilities, to include restroom supplies." and provides a table that says requirements must match base custodial contract. 2.3.1.10, Custodial Service, says the Government will provide this through a base custodial contract. Can the Government reconcile this apparent contradiction?
Clarified 2.1.30. Custodial Services and Housekeeping are SP provided.

| The Government-wide SB Subcontracting goals are expressed in percentages of total “subcontracted dollars” and Section L.D.4. is changed to reflect this clarification. |
General Question
| When is a physical site visit anticipated to assess the PMEL working environment? |
| The tour of PMEL lab is included in the Pre-Proposal Conference/Site Visit. The confirmed date will be announced on the RFP. |
| Will an on-line library of all PMEL-relevant USAF regulation and instruction documents that are referenced by the PWS be posted? |

We would appreciate a full and recent disclosure of all workload data including on and off-base support requirements. The preferred format is a 12-month PMEL automated management system (PAMS) workload report. When is it anticipated that all PMEL relevant workload data be posted?
All on and off base workload is in Appendix 3BB.14, PMEL Data.
Section L.E.d.1) & 2)
General Information/Instructions, Paragraph 1) states that "Proposals will be printed on 8 1/2" x 11" paper except for fold-outs used for charts, tables, diagrams, or provided attachments, which may not exceed 11" x 17"." Paragraph 2) defines a page as "one face of a sheet of paper constraining information." Will 11" x 17" sheets count as one page or two?
11”x17” sheet will be counted as one page.
PWS Table 3BA.4 (page 3BA-9)
The mathematical computations for the listed values appear incorrect. Would the Government please verify the values listed in Table 3BA.4 to ensure they accurately represent the Governments intention?
Corrected values are on Table 3BA.4.
Section L Para 4, Factor 4, Item 3
1) Offerors shall provide (as applicable), all proposed first, second and third tier subcontractors, individually, by company name with complete address, respective business type, the principal service or supply being provided, expected monetary value, and a copy of any binding agreements or enforceable commitments executed with the organizations.
FAR 52.219-9(d)(1) calls for first tier reporting only. Is it the Government's intent for Offerors to get credit for second and third tier subcontracting?
It is not the Government's intent to deter from the FAR guidance and affect first tier reporting. The Government is seeking additional information on first, second and third tier subcontracting for identification purposes and for understanding what part of the PWS services are being subcontracted.
PWS Paragraph numbering sequence jumps from 3.1.12.4.6 to 3.1.12.7.
Please verify if 3.1.12.5 and 3.1.12.6 are missing.
The numbering sequence has been corrected.
Sec L, D. 2.c.1)
Paragraph states: "describe how PWS requirements for all functional service areas will be accomplished and integrated."
Please clarify the term "functional service areas". There is no other reference to what service areas this entails. Is it meant to convey the CLIN structure services (e.g. T-1A Maintenance, T-6A Maintenance, etc) or are you addressing another such as the subparagraphs of PWS 3-1? The term "functional service areas" is not used in any other RFP section. Please define.
The word, “functional” has been deleted from the paragraph.

CLIN X009 appears to have been skipped.
Is this correct or should X009 be Weekend/Holiday Flying and the subsequent CLINs move up in order?
Corrections have been made to the "Total Section B" Tab; see attached Total Section B, dated 18 July 2011.
Request the Government post RFP Attachments 7,12, and 13 as soon as practicable.
If enough time remains to post a draft RFP, the Government may release the RFP Attachment 7, SB Subcontracting Plan Worksheet, Attachment 12, Past Performance Information Sheet, and Attachment 13, Past Performance Consent Form.
