Draft RFP AFRS National Advertising, Randolph AFB

Industry Comments/Review 26 July 2007 Revision 1 Questions with revised responses are highlighted in yellow.

ITEM REFERENCE
COMMENTS/RECOMMENTATIONS
CO/BUYER RESPONSE
1
PWS
In the new solicitation, is the PWS meant to serve as Section – C; Statement of Work?
PWS is listed under Section J - Attachments and serves as a description of the requirements. Final RFP will have a Section C - instruction referring to Section J.
2
Section B CLIN 1002 and 1003
Section F – Deliveries or Performance; if you look at CLIN 1002 and 1003 are the POP’s accurate or should they be reversed?.....seems like the POP for CLIN 1002 would occur before CLIN 1003, then again, maybe not.
100# is the first option year and 200# is the second option year. CLIN 1003 is correct. Also, notice that 2002 was incorrect. Revised CLINS 1002 and 2002 with correct period of performance.
3
Excel Attachments
Would you mind sending me the excel files under Section J, Attachments, 6, 7 and 8? I went into the FBO website and the attachments don’t appear to be there……
Uploaded excel files/attachments to FedBizOpps for industry comments.
4
CLIN 0002 and 0003
Ref. pgs. 3, 4, 5 of 88 - What is the distinction between CLIN’s 0002/0003 and 1002/1003?
The period of performance is the distinction. CLIN’s 0002/0003 are for July 1, 2008 to September 30, 2008, whereas CLIN’s 1002/1003 are an option with periods from October 1, 2008 to September 30, 2009. No additional changes were made to the solicitation under this question.
5
Mobilization
Ref. pg. 13 of 88 – Schedule B-3 Mobilization/Transition. Sub paragraph (a) mentions a CLIN 0003AA, yet this Sub-CLIN is not listed in Schedule –B
Corrected CLIN 0003AA to read CLIN 0001AA.
6
Packaging and Marking
“To be provided.”??
Packaging and Marking information shall be commercial standards. FAR 52.247.1 Commercial Bill of Lading will be added to Section D.
7
Inspection and Acceptance
Ref. pg. 15 of 88 – Section E-Inspection and Acceptance. Under clauses, FAR 52.246-15 Certificate of Conformance; APR 1984 is listed. On page 25 of 88 DFARS 252.246-7000 Material Inspection and Receiving Report, e.g. DD-250 is listed. Which applies or are they both correct and necessary?
Certificate of Conformance would only be necessary if an Administrative Contracting Officer (ACO) such as used in DCMA would be used to verify inspected supplies or services at the source (on site). Both clauses are listed because we are not certain that an ACO on-site will be used. No additional changes were made to the solicitation under this question.
8
Deliveries of Performance
Ref. pg. 16 of 88 – CLIN’s 1002 and 1003 appear to have their POP reversed.
CLIN’s 1002 and 2002 were corrected. See Question 2.
9
Special Contact Requirements
Ref. pg. 20 of 88 – Paragraph 8 – Forward Pricing Rate Agreements. In the event a potential subcontractor doesn’t have an FPRA what supporting data will the Air Force accept and consider as adequate IAW FAR Part 15?
FPRAs only refer to agreements between the Offeror and the Air Force. It does not apply to the Offeror’s subcontracting agreements. No additional changes were made to the solicitation under this question.
10
Section I
Ref. pg. 25 of 88 – DFARS 252.246-7000 Material Inspection and Receiving Report, e.g. DD-250. Is the DD-250 the preferred/required method of inspection and acceptance by the Air Force or as this is a “requirements” contract, is a Certificate of Conformance acceptable? Does the DD-250 apply only to those CLINS that are FFP CLINS?
Using the Wide Area Work Flow (WAWF) system to input the equivalent DD250 is the preferred method. If however we award this contract to an agency that requires DCMA to administer the contract then we would accept Certificate of Conformance. It would be highly unlikely that we would request DCMA to administer this contract. Refer to question 7. No additional changes were made to the solicitation under this question.
11
Section I
Ref. pg. 25 of 88 – FAR 52.216-7 Allowable Cost and Payment (DEC 2002). Again, as in question 6 above, the clause provides for “an invoice or voucher supported by a statement of the claimed allowable cost”…….applies ONLY to those CLINS that are CPFF?
Only those costs processed through the WAWF system would be paid. If however a detailed invoice is required the Air Force would accept the processing of invoices through email along with the WAWF requirement. A statement of claim would only be required if we were using an on-site Administrating Contracting Officer (ACO) supported by DCMA. Refer to question 7. No additional changes were made to the solicitation under this question.
12
PWS Attachment
Paragraph 1.4: Refer to the last sentence, “The agency may be responsible for campaign specific sales training”. What is meant by “campaign specific sales training”?
Campaign specific refers to training Air Force recruiters how to link the current marketing campaign with squadron marketing programs and recruiting sales techniques. No change to PWS is required.
13
Section L
Paragraph 3.4.2: Which of the following websites does the Air Force want detailed monthly site reporting? AirForce.com, AFROTC.com, or AcademyAdmissions.com?
Since this is a requirements contract, it would be as per the task order. If you are referencing it to your proposed strategic plan, then you have to tell us what would be reported on and why you think we would want to see/pay for it. No change to PWS is required.
14
Section L
Ref. pg. 45 of 88: Within the table, when it says “20 Page limitation for Sub-factor 4, and Factors 2 & 3” does that mean 20 pages total for all three or 20 pages for each? Why is Factor 3 (Past Performance- and has its own volume) also mentioned under Maximum Proposal Content for Technical Proposal Volume I?

Rebuttal: I’m not sure if my question was clear or not…let me try again. Is Sub-factor 4 allowed 20 pages max? Is Factor 2 allowed 20 pages max? Is Factor 3 allowed 20 pages max? ALSO, why is Factor 3 included in Para. 3.1 Volumes table? According to Para. 3.9 Evaluation Factors, Factor 3 is for Past Performance and is covered in Volume II. I believe the Factor 3 reference should be removed from the 3.1 Volumes Table where it’s shown under the column entitled “Maximum Proposal Content”. And perhaps re-entered the next section down under Volume II; in the Maximum Proposal Content column.

Response: This will include all written portions minus the exceptions and only to Volume 1, Technical Proposal.

Replaced with…

” 40 page limit - Page count does not include the PowerPoint slides, Storyboards, or Quality Control Plan.”

15
Section L
Ref. pg. 56 of 88: Cost-Plus-Fixed-Fee (CPFF) – FAR 16.306 prescribes CPFF contracts. Under “Limitations” , the clause provides, “No cost-plus-fixed-fee contract shall be awarded unless the contracting officer complies with all limitations in 15.404-4(c)(4)(i) and 16.301-3”. In accordance with 15.404-4(c)(4)(i) there are three sub paragraphs (A), (B) and (C) that address the application of Fee. As this is NOT an architect-engineer services type procurement, sub paragraph (B) is excluded from consideration. Sub paragraph (A) allows a maximum of 15% Fee while sub paragraph (C) states a maximum of 10%. Please confirm which sub paragraph (A) or (C) should be utilized by the Offeror for calculating and application of Fee?
Sub paragraph (C) is the applicable fee limitation. Section H Special Clauses, Clause #13 changed to:

“13.1.1. Proposal estimated under $650,000.00—cost data in sufficient detail to enable the Government Contracting Officer, to evaluate the total proposed cost.

13.1.2 Proposal estimated over $650,000.00—cost or pricing data pursuant to FAR 15.403-4 and 15.403-5.

13.2 Contractor agrees to negotiate the terms of the proposal and estimated cost if determined necessary by the Government Contracting Officer. The proposed or negotiated cost will be set forth in any resulting task order for the purpose of establishing the Government’s limitation of cost by total task order amount.

13.2.2. Proposed costs to include fee/profit shall be negotiated on each task order.”

16
Past Performance
Can the incumbent and their subcontractors use the current contract as past performance?
Yes, the incumbent and the incumbent’s subs can use the current contract as part of their past performance submissions.
17
Past Performance 5.5
In the body of the paragraph, third line it states, “Offerors shall complete Section I, items 1 through 6 only of the questionnaire”. When I check Attachment 4, the Past Perf. Questionnaire itself, there is no “Section I, items 1 through 6” that I can find…..where am I missing it?
Changed 5.5 to read…” Offerors shall complete Section L, Attachment 4, items 1 through 6 only of the questionnaire. The remainder of Section L, Attachment 4 shall be filled out by the point of contact.”
18
Section L&M
Is $40M, the budget for the entire PWS (including for example Lead Management, Call center, Website hosting, NASCAR sponsorship, Healthcare Marketing, etc.) or is $40M the budget for the strategic plan situation described in Section L, Attachment 1?

Section L, paragraph 7.3 Firm Fixed Price (FFP) Mobilization
Mobilization, as per Section L, paragraph 7.3, is FFP, is there a need for having CLIN 0001AB in Section “B” Supplies /Services? Not to say we will mark it up but under the provisions of a FFP contract isn’t travel susceptible to markups, e.g. G&A, FCCM and the application of profit?
For the evaluation of cost/price of mobilization we are only requesting mobilization cost/price less travel. After award of contract the Government will provide funding, dates and locations under CLIN 0001AB for travel. Travel will be subject to appropriate markups only.

Penetrating the Bubble
If question 97 applies, then what CLIN would the price be entered for the “Penetrating the Bubble”, Section L, Attachment 2 exercise?
This is your cost estimates. Use the excel spreadsheet to propose this value. You are not required to list this in Section B of the solicitation. (ONLY your proposed Mobilization price will be annotated in Section B under the firm fix price CLIN 0001AA)
