SECTION 32-1
32.1. WEATHER
32.1.1. DESCRIPTION OF SERVICES: Weather support is a service dedicated to providing safe, effective airfield operations supporting Air University, 908th Airlift Wing (908 AW), 42d Air Base Wing, and numerous Department of Defense organizations. Support to the 908 AW is critical due to its role in the tactical airlift mission. Periodically accommodate priority weather service by opening early and/or closing late or operating on a 24-hour basis to support airfield operations. Severe weather conditions may require performance of services outside the normal hours of operation in order to provide adequate resource protection to Maxwell-Gunter. Provide all services in accordance with applicable directives as listed in Appendix 32A.
32.1.2. SERVICES TO BE PROVIDED:
32.1.2.1. AIRFIELD SERVICES WEATHER OPERATIONS:
32.1.2.1.1. Conduct operations using procedures that reflect the special/local criteria, the local ceiling and prevailing visibility landing and circling minima, and Runway Visual Range/takeoff minima published in the current installation Flight Information Publication (FLIP).
32.1.2.1.2. Develop, implement, and maintain procedures for performing the Eyes Forward Collaboration process with the 28 Operational Weather Squadron (OWS).
32.1.2.1.3. Develop, implement, and maintain Pilot-to-Metro Service procedures that include the use of long-line dissemination for all urgent Pilot Reports (PIREP) and local dissemination for PIREPs significant to flying operations and flight safety.
32.1.2.1.4. Develop, implement, and maintain procedures to print or electronically archive radar and satellite imagery for an aircraft/ground mishap and local training.
32.1.2.1.5. Produce and disseminate all required weather observations to include all required elements to local customers and into the shared information database in accordance with Air Force guidance. Use government-provided equipment when possible. Record observations on AF weather observation forms and forward to the Air Force Combat Climatology Center monthly for climatological record keeping. Add comprehensive remarks of significance to meteorologists to observations. Communicate any significant weather information as quickly as possible to the OWS by whatever means possible.
32.1.2.2. MISSION WEATHER OPERATIONS:
32.1.2.2.1. Document, review, update, and consider weather sensitivities for all customers. Coordinate with customers to determine the content and format of the Mission Execution Forecast (MEF) to ensure it contains decision-grade information, and coordinate/tailor the delivery method and timing of the MEF with customers to fit mission requirements and document this information.
32.1.2.2.2. Develop, implement, and maintain an effective MEF Process (MEFP) with logical and repeatable steps that address required elements. Incorporate meteorological techniques into the MEFP.
32.1.2.2.3. Notify customers of all updates to the tropical cyclone forecasts and ensure customers understand the limitations of extended tropical cyclone forecasts (48 hours or longer). Ensure procedures address the proper use of official tropical cyclone forecasts in its MEFP.
32.1.2.2.4. Formally document weather services in a Weather Support Document (WSD) and obtain appropriate approval. Forward WSD to AETC functional for review.
32.1.2.2.5. Develop, implement, and maintain procedures to Mission Meteorological Watch (MISSIONWATCH) mission-limiting parameters of the parent/host unit. Ensure MISSIONWATCH processes include the required basic steps.
32.1.2.2.6. Assume responsibility for all terminal forecast, watch, warning, and advisory service in the event of short-term equipment or communications outages at the OWS.
32.1.2.2.7. Use OWS and/or Air Force Weather Agency (AFWA) products as the primary source for weather information.
32.1.2.2.8. Ensure personnel are on duty when operationally significant weather is occurring, as defined in the WSD and respond to properly initiated off-duty recalls by the command post.
32.1.2.2.9. Issue observed advisories and warnings during duty hours. Relay OWS issued watches, warning, and advisories in accordance with WSD. Issue required weather watches, warnings, and forecast advisories, when not issued by the OWS, when damaging weather conditions or weather conditions that will severely impact missions are imminent. Disseminate weather watches, warnings, and advisories to customers and contact the OWS as soon as possible. Coordinate meteorological discussion times with the OWS.
32.1.2.2.10. Provide weather briefings for installation leadership as needed (i.e. weekly staff meetings, crisis action team briefings).
32.1.2.3. STAFF WEATHER OPERATIONS:
32.1.2.3.1. Crossfeed significant forecast reviews and studies to OWS and AETC functional for evaluation for further crossfeed to AFWA/DNT.
32.1.2.3.2. Develop, implement, and maintain procedures to provide appropriate information to the installation command post for OPREP-3 reports for the installation commander.
32.1.2.3.3. Maintain on hand applicable operator manuals and/or TOs for each piece of assigned meteorological equipment (manual, automated, tactical).
32.1.2.3.4. Establish an adequate Alternate Operating Location (AOL) and document and maintain procedures in the WSD. Annually exercise AOL procedures and document results.
32.1.2.3.5. Establish, document, and maintain a cooperative weather watch with Air Traffic Control, and other appropriate base/post agencies.
32.1.2.3.6. Develop, coordinatewith customers and obtain approvalfrom 42 MSG, and post duty priorities in plain view in the customer service area.
32.1.2.3.7. Develop and maintain Standard Operating Procedures (SOPs). Ensure the OWS-Combat Weather Team MOA (or formal agreement) is horizontally consistent with SOPs, local plans and annexes, and the WSD and is updated as required.
32.1.2.3.8. Develop, implement, and maintain procedures for the proper operation and maintenance of the WSR-88D radar equipment. Ensure information required by the governing publications is available to the operator.
32.1.2.3.9. Coordinate and document with OWS the requirement for Forecast Weather Advisory products.
32.1.2.3.10. Develop Severe Weather Action Procedures and document in the WSD.
32.1.2.3.11. Maintain all historical weather data and records, including climatological records.
32.1.2.3.12. Develop, implement, and maintain procedures to review each new FLIP edition, including the RADAR Instrument Approach Minimums (as soon as possible after publishing), local Notices-to-Airmen, and applicable directives for changes in the airfield minima. Ensure operational information is correct in the FLIP for the installation.
32.1.2.3.13. Establish and implement a process to annually review and update (as needed) the representative visibility markers. Post visibility charts near the weather technicians position.
32.1.2.3.14. Develop, implement, and maintain back-up procedures for equipment and dissemination during system outages and preventative maintenance periods.

32B.1. WORKLOAD DATA
32B.1.1. Weather provides service to 150 aircraft per month. Maxwell service provider will support Transient Distinguished Visitors and local assigned aircraft. Maxwell weather service provider will also respond to 14 radio calls per week from aircraft flying near Maxwell with pilots requesting current weather info at other AF locations. Annually the 908 AW requires 50 special weather mission briefings for specific operations. Periodic severe weather such as summer thunderstorms, hurricane season weather and heavy rainstorms require additional workload and may require response during otherwise closed hours.
