SECTION 24-1
24.1 FUELS MANAGEMENT
24.1.1 DESCRIPTION OF SERVICES: Provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services that are not listed in Government Furnished Property and Services Section, necessary to manage the requisition, receipt, storage, issue, handling, quality control and accounting of petroleum products and liquid oxygen at Maxwell-Gunter AFB AL. Provide all Fuels Management Services in accordance with applicable directives as listed in Appendix 24A.
24.1.2. SERVICES TO BE PROVIDED
24.1.2.1. Provide a fully qualified single-point-of-contact for coordinating, controlling, and directing fuel and cryogenic operations, fulfilling customer requirements.
24.1.2.2. Order, receive, store, issue and handle fuel and cryogenic products safely, securely, and in compliance with directives. Maintain sufficient product inventories to meet daily demand requirements and minimum levels required by the Inventory Management Plan (IMP).
24.1.2.3. Determine operating fuel gains and losses. Investigate any abnormal or out of tolerance gains and losses experienced. Document, report, and take corrective action in accordance with applicable directives.
24.1.2.4. Operate the government self-service automated service station providing round- the-clock issue of unleaded gasoline and diesel fuels. Provide manual servicing should the automated system fail or become disabled for an extended period.
24.1.2.5. Maintain refueling vehicles IAW the applicable refueling vehicle Operator Manuals or Technical Orders.
24.1.2.6. Provide on-time fuels and cryogenics products meeting customer requirements, with minimal adverse impact or disruption to mission. Document delays in the FAS control log’s remarks section.
24.1.2.7. Perform quality control and inspection of fuels and cryogenic products to ensure products meet quality specifications and are suitable for use.
24.1.2.8. Establish physical controls that ensure personnel issue the correct fuel grades to the proper aircraft and do not issue off-specification fuel or cryogenics to aircraft, equipment or vehicles.
24.1.2.9. Record all applicable fuels transactions in the Fuels Automated System (FAS) and reconcile the FAS and Fuels Enterprise Systems as required.
24.1.2.10. Implement and maintain the Air Force Petrol Ram Initiatives, which includes all automated fuel equipment and facility devices. Maintain existing fuels automation software and hardware and install new fuels automation software and hardware within the established period.
24.1.2.11. Maintain operational, fuels and LOX facilities and equipment to ensure each is capable of meeting mission requirements.
24.1.2.12. Implement a three-phase security, compliance, and environmental program.
24.1.2.13. Maintain fuels processes identified in AFI 23-201 under the Fuels Management Flight’s direct control and supervision. This is vital in sustaining all fuels operations services, responsibilities, and command and control.
24.1.2.14. Provide government oversight personnel unlimited access to the FAS. Government oversight personnel have the option of using their computers or the FAS computers to access information to assist in surveillance requirements.
24.1.2.15. Notify government oversight personnel, immediately if a fuels or cryogenics product’s quality or quantity is questionable.
24.1.3. ADMINISTRATIVE
24.1.3.1. Prepare and maintain all formal correspondence and properly distribute all correspondence, reports, publications and forms. Provide information copies to government oversight personnel on all correspondence forwarded to HQ AETC.
24.1.3.2. Maintain currency and availability of all applicable technical orders, directives, publications and local operating procedures.
24.1.3.3. Maintain auditable base fuels accountable records in document control files.
24.1.4. SAFETY
24.1.4.1. The government considers fuels operations an extremely hazardous environment. This requires the government to impose mandatory safety requirements and require the contractor to develop work area operating procedures and checklists for employee training, indoctrination and use within 30 days of contract start date. This ensures the contractor takes the proper precautions to avoid these hazards, and this list is not necessarily all-inclusive. Contractor personnel are required to follow these procedures and checklists. During any fuels operation the contractor is to have the checklist open to the applicable operational procedural proper step. The following conditions are unacceptable:
a. Improper grounding and bonding procedures during fuel/LOX operations to include: aircraft and ground support equipment servicing, issue/support tank servicing, fuel rotations, fillstand and return to bulk operations, tank truck receipts, LOX issues, laboratory sampling, and analysis. NOTE: This paragraph’s intent is to cover fuels operation’s temporary grounding and bonding procedures and not permanent fixtures such as grounding straps, jumpers on pipes, etc.
b. No fire fighting vehicles (if required) and/or serviceable fire extinguishers in the operational vicinity.
c. No emergency evacuation path for fuels/LOX servicing equipment/personnel.
d. Failure to follow the two-man policy.
e. Insufficient ullage in receipt tanks to accommodate receipt and/or return to bulk storage.
f. Bottom loader and defuel test button not activated during fillstand/defuel operations.
g. Failure to ensure any ignition source not essential to the actual fuel/LOX operation is outside the circle of safety.
h. Failure to analyze fuel samples performed in the fuels laboratory under operating exhaust hood.
i. Failure to shut down operations when a leak occurs. A leak is a spray, stream or fuel accumulation.
j. Failure to use a spotter when backing a refueling unit or any vehicle when visibility is limited.
k. Storing fuel samples in the lab when the exhaust fan is inoperative and/or storing excessive amount of fuel overnight.
l. Failure to shutdown a fueling operation when a safety violation occurs.
m. Failure to report a reportable fuel spill and take preventive measures if spill is the result of contractor negligence.
n. Failure to conduct quality control (QC) checks and annotate all required fuel samples into the Fuels Automated System-Lab Module.
