SECTION 16-1
16.1. ENVIRONMENTAL MANAGEMENT
16.1.1. DESCRIPTION OF SERVICES: Environmental management provides a broad range of environmental services dedicated to protecting, preserving, and restoring the environment. The environmental services program fosters environmental awareness throughout Maxwell-Gunter with a sense of individual ownership and dedication. Services include management of environmental compliance requirements, pollution prevention initiatives, and environmental resource requirements. The Contractor implements and maintains an Environmental Management System (EMS) to accomplish all duties and tasks associated with the management of environmental matters on Maxwell-Gunter AFB. The contractor ensures quality work performance in accordance with applicable standards and guidelines. These services are provided for all Maxell-Gunter Air Force Base entities, including all tenant and contract activities, and all leased or granted properties used by Maxwell-Gunter.
16.1.2. SERVICES PROVIDED:
16.1.2.1. IMPLEMENT AND MANAGE THE FOLLOWING ENVIRONMENTAL PROGRAMS IN ACCORDANCE WITH APPLICABLE DIRECTIVES AS LISTED IN APPENDIX 16A:
16.1.2.1.1. Environmental Management System (EMS).
16.1.2.1.2. Resource Conservation and Recovery Act (RCRA) program.
16.1.2.1.3. Asbestos Containing Material (ACM) program.
16.1.2.1.4. Lead Based Paint (LBP) program.
16.1.2.1.5. Clean Water Act (CWA) program.
16.1.2.1.6. Safe Drinking Water Act (SDWA) program.
16.1.2.1.7. Underground (UST) and Above Ground (AST) storage tank program.

16.1.2.2. environmental impacts: Identify, interpret, and communicate environmental impacts, to include a comprehensive understanding of pollution generation and environmental impacts on mission accomplishment.
16.1.2.2.1. Keep Maxwell-Gunter leadership (all commanders and leaders) properly informed to enable their full understanding and ability to communicate the installation’s intent and status for dealing with environmental issues to internal and external organizations. Equip Maxwell-Gunter leadership with the necessary information to ensure full compliance with national and Air Force environmental policy.
16.1.2.2.2. Prepare, update, and submit permit applications.
16.1.2.2.3. Coordinate with base agencies and provide comments as necessary on locally developed operational instructions, plans, and procedures.
16.1.2.2.4. Coordinate with off-base agencies and provide comments as necessary on proposed external guidance, policies, plans, laws, regulations, and directives.
16.1.2.2.5. Provide all necessary environmental training to installation personnel on environmental programs and issues.
16.1.2.2.6. Review all work requirements for environmental compliance and impacts, including service and construction contracts. Review and coordinate on all design drawings and specifications. Conduct necessary investigations and inspections, including asbestos and lead-based paint assessments, to determine impacts of work requirements.
16.1.2.2.7. Review and coordinate on all newly proposed and updated environmental regulations to help ensure Maxwell-Gunter plans and activities maintain environmental compliance.
16.1.2.2.8. Prepare, update, and maintain all required environmental plans, reports and correspondence, including the submission of required reports to EPA, ADEM, and AETC. Prepares and maintains all environmental files and inventories.
16.1.2.2.9 Operate, maintain and update environmental data files in the Interim Work Information Management System (IWIMS), Automated Civil Engineering System (ACES), EESOH-MIS (EMIS) and all other AF-mandated Environmental data systems and Geographic Information Systems (GIS).
16.1.2.3. ENVIRONMENTAL COMPLIANCE: Provide program management of environmental compliance to ensure compliance is maintained in all areas. Shortcomings, lack of resources, uncontrolled pollution releases, and undesirable trends causing or leading to non-compliance are identified and corrective actions implemented within prescribed timelines.
16.1.2.3.1. Monitor media discharges into the environment.
16.1.2.3.2. Provide technical assistance and analysis of pollution generating activities. Review and maintain reports, logs, and manifests for these generating activities.
16.1.2.3.3. Provide disposal management of all hazardous, universal, and special/state regulated wastes generated on Maxwell-Gunter, including providing containers, transportation, documentation, and supervision for disposal of hazardous waste and other wastes as required.
16.1.2.3.4. Conduct periodic inspections of areas that have a potential impact on the environment. Provide support for visits and inspections by regulatory agencies, including escorting, corresponding, and addressing issues and concerns.
16.1.2.3.5. Respond to environmental releases according to Installation Readiness/Operational Plans and Environmental Plans. Provide adequate level of staffing to meet surge demands and emergency disaster response 24 hours, 7 days a week. Notify federal, state, local, DOD, and Air Force agencies of reportable spills and other incidents as required.
16.1.2.3.6. Manage a cleanup and remediation program for waste/spill sites that fall within the realm of the Resource Conservation and Recovery Act (RCRA), including investigation of potential areas of concern, preparation of cost-estimates, submission of funding requests, and execution of remediation projects, maintenance of documentation, and other actions. This requirement excludes the Installation Restoration Program (IRP) which is responsible for pre-1984 contamination.
16.1.2.4. RESOURCE CONSERVATION: Provide program management of resource conservation through effective environmental planning.
16.1.2.4.1. Manage all natural and cultural resource activities, including the proper identification, location, and inventory of resources, and their protection and restoration. Ensure all historical assets are properly identified, quantified, valued, and reported in AF-mandated databases.
16.1.2.4.2. Manage the Environmental Impact Analysis Program. Prepare, review, and maintain environmental assessments, environmental baseline surveys, and AF Form 813s, “Request for Environmental Impact Analysis”.
16.1.2.4.3. Conduct base celebrations of Earth and Arbor Day annually.
16.1.2.5. POLLUTION PREVENTION: Provide program management of pollution prevention initiatives through 1) the identification of new and alternative processes and materials, 2) the reuse of existing materials, and 3) the recycling of generated pollutants.
16.1.2.5.1. Develop pollution prevention goals and implement plans to obtain identified goals.
16.1.2.5.2. Manage and coordinate the installation-wide hazardous material tracking program; lead and provide direction for the HMMP team.
16.1.2.5.3. Support efforts to test material substitutions and process changes that reduce the consumption of hazardous materials, increase solid waste landfill diversion, and increase the use of post-consumer goods.
16.1.2.5.4. Lead effort to ensure all purchases of materials/equipment and construction of facilities meet environmental purchasing requirements, including affirmative procurement policies.
16.1.2.5.5 Provide guidance for, and ensure environmental compliance of, base composting activities.
16.1.2.6. ENVIRONMENTAL BUDGETING: Provide program management of environmental budgeting requirements. Identify, request, and justify levels of environmental funding requirements to ensure proper funding.
16.1.2.6.1. Prepare and submit all environmental facility and non-facility requirements to AETC for validation. Coordinate requirements through Maxwell-Gunter leadership to ensure local support and supplemental funding if required.
16.1.2.6.2. Manage project requirements to ensure all funds are expended by the end of each fiscal year.
16.1.2.6.3. Provide technical assistance to reduce customer environmental costs and/or hazardous materials usage. Ensure environmental awareness efforts provide information on cost reduction opportunities, including waste reduction, reuse, recycling, affirmative procurement, process modification, and product substitutions or elimination.
16.1.2.7. ENVIRONMENTAL MANAGEMENT SYSTEM: Maintain and update the EMS implementation plan based on identified gaps between current environmental management program and AF’s identified required EMS elements. Ensure EMS meets the requirements of AF implementation guidance within the areas of: Policy, Planning, Implementation and Operations, Checking and Corrective Action, and Management Review.
16.1.2.8. GENERAL ENVIRONMENTAL REQUIREMENTS.
16.1.2.8.1. Provide guidance to, and actively participate on, the Environment, Safety, and Occupational Health Council (ESOHC).
16.1.2.8.2. Assist bio-environmental engineers in sampling and testing, including preparing paperwork, accompanying or directing workers to the testing/sampling site, taking actions as required based on findings, and maintaining record of action taken.
16.1.2.8.3. Provide technical assistance and promote environmental awareness base-wide.
16.1.2.8.4. Implement and manage the internal environmental assessment program and actively participate in the external ESOHCAMP, including assembling balanced internal teams, finalizing root cause analysis, tracking management action plans (MAP), and identifying funding.
16.1.2.8.5. Prepare base award and recognition packages for environmental management.
16.1.2.8.6. Coordinate with Emergency Management function.
16.1.2.8.7. Coordinate with, and provide technical support to, Engineering Services.
16.1.2.8.8. For contracts procured by a government procurement agency, provide comprehensive and complete requirements documents and technical support to facilitate contract solicitation, and post award contract administration.
16.1.2.8.9. Attend and support mandatory Temporary Duty Travel (TDY), such as the annual Environmental Training Symposium.
16.1.2.8.10. Provide services in accordance with priority service levels in paragraph 16.1.3 below.
