SECTION 30-1

30.1. HUMAN RESOURCES

30.1.1. DESCRIPTION OF SERVICES: Provide Human Resources (HR) services dedicated to providing a broad range of HR support to active duty, guard, reserve, DOD civilian employees, retirees and eligible family members. Provide technical, accurate and timely customer service, personnel records, military and civilian Personnel Systems Management, administration and management of education and training programs, appropriate assessment and counseling services, effective management of military and DOD civilian awards programs, testing administration and management, and support for special interest events. Manage the HR services and perform quality work performance in accordance with applicable directives, standards and guidelines as listed in Appendix 30A.

30.1.2. SERVICES TO BE PROVIDED:

30.1.2.1. MILITARY AND CIVILIAN PERSONNEL SERVICES:

30.1.2.1.1. military records management and customer services

30.1.2.1.2. Provide access to Unit Personnel Record Groups (UPRGs) on a 24-hour a day basis to Casualty Assistance Representatives assigned to the Military Personnel Flight (MPF).

30.1.2.1.3. Provide personnel records function that facilitates customer interface and provides appropriate storage, security, and 100 % accountability of UPRGs.

30.1.2.1.4. Maintain UPRG access list, provide UPRGs to authorized personnel only, and ensure prompt return within established timelines.

30.1.2.1.5. Manage UPRGs for all military personnel assigned or attached ensuring the records are accounted for, accurate, screened, and audited in accordance with current Air Force guidance. Work with MPF sections to ensure thorough records screening upon member’s arrival to base, to include, capturing and identifying gaps in the evaluation record, missing awards and decorations, and removing extraneous documentation.

30.1.2.1.6. Answer HHQ requests for records documentation pertaining to promotion boards, school selections, and command selections.

30.1.2.1.7. Prepare, review for accuracy, and transmit SNCO selection folders to HQ AFPC for all personnel being promoted on the first day of each month to the grade of Master Sergeant.

30.1.2.1.8. Assist members with Board of Corrections for military records actions.

30.1.2.1.9. Employ accuracy and attention to detail in performing large volume of highly sensitive and time sensitive personnel transactions over multiple systems.

30.1.2.2. military and DoD civilian awards and decorations services (Excludes performance awards):

30.1.2.2.1. Manage the recognition program for military and DOD civilian personnel assigned to Maxwell-Gunter. Ensure recommendations for a decoration or award are accurately completed, staffed to approval authority, award elements completed; suspense’s met, and forwarded for computer updating and presentation. In addition, follow-up to ensure updates were completed.

30.1.2.2.2. Advertise all new award and decoration programs through various multi-media avenues available to include, base newspaper, base bulletin, base E-mail system, E-mails to commanders and their support staffs, and other appropriate forums.

30.1.2.2.3. Process, track and update missing awards and decorations for promotion and school selection, commander selection boards and other requests from HHQ.

30.1.2.2.4. Manage the weekly transaction register for decoration suspense’s. Ensure personnel are eligible for awards and update the applicable personnel database systems.

30.1.2.2.5. Obtain and report decoration timeliness to installation leadership.

30.1.2.2.6. Obtain concurrence on sister-service recommendations and process approved decorations on foreign military personnel.

30.1.2.2.7. Manage and solicit nominations for annual and quarterly awards, to include, obtaining board panel members to make selections. Provide guidance and explanations about award procedures, eligibility, and criteria in response to inquiries.

30.1.2.2.8. Prepare awards and decorations correspondence for dispatch to various organizations.

30.1.2.2.9. Provide assistance to customers in preparing, drafting, and processing special non-standard and non-recurring awards i.e., Humanitarian Service Medal and Voluntary Service Medal.

30.1.2.2.10. Manage recognition program files.

30.1.2.3. PERSONNEL SYSTEM MANAGEMENT services (military and civilian):

30.1.2.3.1. Serve as Database Manager and Analyst for all Air University (AU), 42 ABW, tenant, and GSU units for MILPDS, CITRIX, PRISM and Gateway/Endpoint Systems Administrator for PC-III, OTA processes, DEPCON print station, DCPDS, CAIRS, and other personnel systems which support both military and civilian personnel agencies. Provide operations and maintenance, configuration management, database administration, transaction register (TR) management, user account/access verification and support for existing and new automated applications to maintain system continuity and security.

30.1.2.3.2. Ensure all local directed table and AFPC software changes, system modifications, and file converters are executed to maintain system continuity and adaptability.

30.1.2.3.3. Coordinate and document all system problems that hinder the efficient operation of MILPDS, PCIII, CITRIX, OTA, DCPDS and other personnel systems to HQ AFPC Personnel Systems Operations Control Center (PSOCC) office or appropriate agency.

30.1.2.3.4. Provide PC-III system equipment accountability for HQ AFPC.

30.1.2.3.5. Advise Military Personnel Flight (MPF) commander in the proper utilization of MILPDS supported resources to ensure system availability during scheduled work hours.

30.1.2.3.6. Provide MPF/CPF and other base functional activities hands-on, web based, and MIL broadcast VTC training on interpreting and understanding the MILPDS and MODERN DCPDS systems; including implementing modifications and guidance to maintain system continuity.

30.1.2.3.7. Ensure production of products from MILPDS/DCPDS databases using DISCOVERER or applicable programs are properly scheduled, developed, and delivered to the requesting agency.

30.1.2.3.8. Maintain liaison with local Management Engineering Teams (MET) to determine the status of Manpower Data System (MDS) update files used to maintain MILPDS/PC-III manning tables and interface. Provide the local Financial Services Office (FSO) a copy of the Defense Joint Military Pay System (DJMS) TR.

30.1.2.3.9. Conduct Staff Assistance Visits with/without MPF staff to all units and provide training and support as needed.

30.1.2.4. EDUCATION AND TRAINING SERVICES:

30.1.2.4.1. Provide assessment and counseling in a variety of education programs for example: Community College of the Air Force (CCAF), educational financial aid, personal education advisement, education planning and programs, Veteran Administration (VA) education benefits, and Air Force commissioning programs. Ensure assessments and counseling services are documented in applicable Air Force system.

30.1.2.4.2. Make appropriate referrals based on the needs of each customer.

30.1.2.4.3. Administer comprehensive education and training programs. Ensure initial and refresher education and training courses completed are documented both in the individual and contractor records.

30.1.2.4.4. Assess training needs and develop, control and disseminate appropriate training modules as necessary. Some training modules may have been developed for currently existing courses; others may need to be developed. Some training requirements may be filled outside existing services at Maxwell-Gunter through contract training.

30.1.2.4.5. Employ appropriate marketing techniques to reach target audiences for all program components.

30.1.2.4.6. Perform duties as the installation base enlisted training manager and plan, implement, and manage all of its associated programs.

30.1.2.4.7. Perform duties as the installation liaison for all MPF formal training programs. Process PME and Technical Training quotas for military personnel required to attend school. The only exception is the contractor will not process service school notifications and releases.

30.1.2.4.8. Perform duties as the installation civilian training manager and manage all of its associated programs with the exception of managing the training budget. Process PME and Technical Training school quotas for all civilian personnel required to attend school.

30.1.2.4.9. Administer all Services Division training programs working towards achieving applicable 5 star ratings and Golden Eagle Standards. Maintain the current star recognition rating with an increase in star rating after 2 years, and constant improvements until a full 5 star rating is achieved.

30.1.2.4.10. Perform duties as the Services Division training manager.

30.1.2.4.11. Ensure all Distance Learning (DL) broadcasts are registered, set-up, stocked, and presented as scheduled. In addition, document all completed broadcasts and ensure documentation is prepared and forwarded to the applicable agency for student accreditation.

30.1.2.4.12. Education and Training Program components include for example:

30.1.2.4.13. Provide management and administration of a testing function that ensures testing opportunities are available to meet the applicable training or education program requirements at Maxwell-Gunter. Accomplish testing in an environment conducive to learning and meet compliance guidance provided. Maintain a computer-based testing capability to meet changing requirements.

30.1.2.4.14. Areas of testing shall include the following with the exception that DANTES Examination Program Handbook (DEPH) tests are the responsibility of the government:

30.1.2.4.15. Provide required security of test material in appropriate containers to ensure no loss or compromise of test material. Complete test inventories as required by applicable directives.

30.1.2.4.16. Maintain and update the data in the Air Force Automated Education Management System (AFAEMS) or the designated replacement data system.

30.1.2.5. management and administration of comprehensive family support SERVICES:

30.1.2.5.1. Make appropriate referrals based on the needs of each customer.

30.1.2.5.2. Manage all aspects of the Family Life Education (FLE) services.

30.1.2.5.3. Manage all aspects of the Personal Financial Management Program (PFMP).

30.1.2.5.4. Manage all aspects of the Information and Referral (I&R) services and associated programs.

30.1.2.5.5. Manage all aspects of the volunteer services program.

30.1.2.5.6. Manage all aspects of the Career Focus Program (CFP).

30.1.2.5.7. Serve as the Family Readiness Coordinator in all aspects of family readiness activities.

30.1.2.5.8. Document all assessments, counseling’s, and referrals with a focus towards problem prevention.

30.1.2.5.9. Provide non-medical assessment and counseling in a variety of areas.

30.1.2.5.10. Assess needs and develop, control and disseminate appropriate education modules as necessary. Some modules may have been developed for currently existing courses; others may need to be developed. Some requirements may be filled outside existing services at Maxwell-Gunter through contract training.

30.1.2.5.11. Employ appropriate marketing techniques to reach target audiences for all program components.

30.1.2.5.12. Provide 24-hour on-call crisis management assistance as required by the 42 ABW or AU. In addition, provide 24-hour on-call assistance and support for mobilizations and deployments, Evacuation Reception Centers and evacuees during evacuations, local and national emergencies and disaster response.

30.1.2.5.13. Family Support services components include for example:

30.1.2.5.14. Maintain and update the data in the following automated data systems: Family Integrated Results and Statistical Tracking (FIRST), Fast Action Messaging Network (FAMNET), FAMNET Information and Referral System (FAMINFO) and Scholarship Resource Network (SRN) or the designated replacement data systems.

30.1.2.6. Support for special functions and interest requests:

30.1.2.6.1. Provide the necessary services to support special functions and special interest requests both scheduled and unscheduled as shown in paragraph 30.1.2.6.2.
