SECTION 21-1
21.1. AIRFIELD MANAGEMENT SERVICES
21.1.1. DESCRIPTION OF SERVICES: Airfield Support is a service dedicated to providing safe, effective airfield operations supporting Air University, 908th Airlift Wing (908 AW), 42 Air Base Wing (42 ABW), and numerous Department of Defense organizations. Support to the 908 AW is critical due to its role in the tactical airlift mission. Aircrews and their aircraft are the most important customers, and the airfield and airfield management operations are the first impression of the base for many visitors. It is critical that the airfield be kept at a very high state of readiness at all times and present a neat and orderly appearance. Conduct airfield support activities in strict compliance with DoD, Air Force, and Federal Aviation Administration (FAA) standards mandating safety requirements for military air operations. Periodically accommodate priority airfield operations by opening the airfield early and/or closing the airfield late. Ensure employees have a minimum of 3 years experience in airfield/airport management. Provide all services in accordance with applicable directives as listed in Appendix 21A.
21.1.2. SERVICES TO BE PROVIDED:
21.1.2.1. AIRFIELD MANAGEMENT AND OVERSIGHT:
21.1.2.1.1. Comply with Air Force and FAA standards and regulations in order to ensure standardization within Air Force operations. Adaptation to changes in Air Force, FAA, AETC, and 42ABW guidance is also required.
21.1.2.1.2. Inspect the airfield daily using a locally or AETC developed checklist/diagram. Perform an airfield inspection prior to the start of flying activities. Document and take action to correct deficiencies and follow-up until deficiencies are corrected. Inspect airfield pavement areas for conditions that could cause ponding, obscure markings attract wildlife or otherwise impair safe aircraft operations. Check aircraft arresting systems for sitting and obvious conditions that could compromise the system’s operation. Inspect the airfield for obstacles that violate airfield imaginary surface criteria and lateral clearance areas (fixed and mobile). Inspect airfield lighting systems to ensure they are frangible mounted, not obscured, and are foundations that extend above the finished surface of the surrounding area 3 inches or less and are installed correctly. Inspect airfield signs for correct background and legend, easy to read, obscuration by vegetation, dirt, or snow, frangible mounted and for illumination, if required for night and/or instrument operations and installed correctly. Inspect airfield markings for peeling, chipping, fading and obscurity due to rubber buildup, and correct installation.
21.1.2.1.3. Perform airfield checks as needed throughout the day for foreign objects, Bird Aircraft Strike Hazards (BASH), habitat control, ponding, airfield lighting operational inspection, severe weather, flightline driving incidents, etc. Establish and maintain guidance to clearly define when additional airfield checks are required.
21.1.2.1.4. Participate in the coordination and implementation phase of the BASH program.
21.1.2.1.5. Coordinate with Civil Engineering (CE) in accordance with AFI 13-213 and the BASH program.
21.1.2.1.6. Coordinate with Wing Safety on programs: for bird and wildlife control and serve as a member of the Bird Hazard Working Group (BHWG); designating areas for parking, loading, and servicing of hazardous cargo aircraft; determine Risk Assessment Codes and applying Operational Risk Management principles for hazardous airfield conditions.
21.1.2.1.7. Coordinate with base flying units, security forces and local Air Traffic Control (ATC) agencies to secure aircraft and prevent unauthorized flights according to governing service publications.
21.1.2.1.8. Annually review and coordinate on all aircraft parking plans for compliance with governing service publication planning and design criteria. Participate in the development of short-term aircraft parking plans.
21.1.2.1.9. Coordinate on all waivers that affect airfield or airspace criteria. Coordinate with CE to ensure temporary construction waivers (approved by the installation commander) are obtained prior to the start of construction.
21.1.2.1.10. Participate with CE, Wing Safety, Terminal Instrument Procedures Specialist, and Air Traffic Control and Landing Systems maintenance personnel in the annual review of waivers to airfield or airspace criteria and the annual airfield certification inspection.
21.1.2.1.11. Maintain a copy of the AETC approved airfield waiver package and ensure accessibility to all Airfield Management (AM) personnel conducting airfield inspection or checks.
21.1.2.1.12. Conduct and document additional airfield inspections with representatives from CE and Wing Safety, before and after completion of any major airfield construction, changes or additions to the flying mission or changes affecting existing aircraft parking or taxi procedures with emphasis on “waiver impact” of affected area.
21.1.2.1.13. Develop procedures to notify local flying units, CE, Safety, ATC, command post, tenant flying units, and other airfield (military/civilian) agencies when conditions may impact airfield or flying operations such as runway or taxiway closures, parking apron/spot closures, construction projects, repair activities, temporary obstructions, wing exercise conditions, before and after duty hour opening of the airfield and availability of lighting and navigational aid systems.
21.1.2.1.14. Be involved in planning all activities (construction, exercises, deployments, etc.) affecting the use of the airfield environment and facilities (runways, taxiways, parking aprons, control tower, approach control, navigational aids, etc.).
21.1.2.1.15. Coordinate with Wing Safety and CE to initiate rubber removal when required.
21.1.2.1.16. Coordinate and monitor airfield construction, repair and maintenance activities.
21.1.2.1.17. Coordinate with Wing Plans, Disaster Control Group, and Crisis Action Team to ensure activities impacting the use of airfield facilities are not planned or executed without prior Airfield Management coordination. Coordinate on base-wide operational and contingency plans affecting airfield operations.
21.1.2.1.18. Provide support for special activities on the airfield as required (such as the National Security Forum, Tuskegee Fly-In, Gathering of Eagles, presidential visits, CORONA, and open house/air show, etc.).
21.1.2.1.19. Determine and report Runway Surface Condition (RSC). Disseminate RSC to appropriate agencies.
21.1.2.2. AIRFIELD MANAGEMENT OPERATIONS:
21.1.2.2.1. Operate a 4X4 emergency response vehicle(s) equipped with two-way radio(s) (FM radio, UHF, VHF, etc.) to meet requirements to communicate with other personnel and vehicles operating on the airfield and to monitor aircraft operations on or near the aerodrome (e.g., disaster response agencies, civil engineers, control tower, etc.). The vehicle shall be dedicated to AM for airfield responses. The vehicle must be capable of carrying additional passengers for monthly inspections, waiver reviews, etc. (e.g., SUV, suburban, 4-door pickup).
21.1.2.2.2. Operate AM facilities during published airfield operating hours.
21.1.2.2.3. Process airfield restrictions and closures in accordance with AFI 13-213.
21.1.2.2.4. Manage and operate the Secondary Crash Network (SCN). Test the SCN daily. Limit SCN to agencies requiring emergency action/response to aircraft incidents/mishaps.
21.1.2.2.5. Maintain the following in the AM Ops section in accordance with AFI 13-213.
21.1.2.2.6. Review flight plans, traffic logs, NOTAMS, and other supporting flight data information for accuracy, completeness, conformance to established directives, and airfield trend data. Review and update all operating instructions and quick reaction checklists annually for accuracy, relevance, and compliance.
21.1.2.2.7. Document bird/animal airfield responses.
21.1.2.2.8. Review each new FLIP edition for accuracy and consistency of airfield related data. Compare with data published in other FLIP products, base publications, and flight planning room displays and update as necessary to maintain accuracy and consistency.
21.1.2.2.9. Maintain a locally developed airfield lighting chart depicting the number of lights associated with each lighting system.
21.1.2.2.10. Develop and maintain operating instructions and/or quick reaction checklists.
21.1.2.2.11. Staff AM Ops shifts in accordance with AFI 13-213.
21.1.2.3. FLIGHTLINE DRIVING:
21.1.2.3.1. Develop and maintain a Flightline Driving Program Directive in accordance with AFI 13-213 to establish a base flightline driver's familiarization program. Obtain Maxwell-Gunter approval and coordinate directive through AETC Airfield Management prior to implementation.
21.1.2.3.2. Develop procedures to ensure safe vehicle routes to and from airfield construction areas, site maintenance, daily cleanup, waste control and material/equipment storage.
21.1.2.3.3. Develop, implement, and maintain procedures to ensure all Maxwell-Gunter contractor and TDY personnel receive training on airfield safety and flightline driving before starting work. Coordinate with appropriate agencies to ensure airfield construction contracts contain these procedures and flightline driving requirements.
21.1.2.3.4. Attend 42d Contracting Squadron, Army Corps of Engineers, and internal airfield related pre-construction meetings to provide a briefing on flightline driving procedures and airfield safety criteria in order to maintain positive control of all contractors working on or near the airfield.
21.1.2.3.5. Develop a local flightline driver’s familiarization program and provide it to unit Flightline Driving Program Managers. Ensure unit Flightline Driving Program Managers are trained and certified to drive on the flightline. Inspect all unit flightline driving programs annually with a focus on program integrity, compliance, and support. Brief inspection results quarterly at the Airfield Operations Board (AOB).
21.1.2.3.6. Develop and implement procedures for issuing Privately Owned Vehicle (POV) passes, while ensuring that POVs are discouraged on the flightline, restricted to the absolute minimum, and validated annually.
21.1.2.3.7. Conduct compliance spot checks and monitor radios to assess compliance with flightline driving procedures. Brief results at the AOB.
21.1.2.3.8. Report and brief all controlled movement area violations, including Hazardous Air Traffic Reports, regardless of impact on flight safety documented at the AOB.
21.1.2.4. FLIGHT PLANNING:
21.1.2.4.1. Provide and maintain a Flight Planning Room in accordance with AFI 13-213
21.1.2.4.2. Establish, implement, and manage procedures to process Notices to Airmen (NOTAM).
21.1.2.4.3. Order, distribute, and maintain currency of Flight Information Publications (FLIP), charts, and forms. Include OPR and currency date on all flight planning room charts and displays.
21.1.2.4.4. Publish accurate weight bearing restrictions in FLIP documents based on current pavement evaluation reports.
21.1.2.4.5. Publish nonstandard approach lighting systems in FLIP.
21.1.2.4.6. Establish, implement, and maintain procedures for flight plans not filed in person.
21.1.2.4.7. Work with building maintenance and cleaning personnel to ensure that the aircrew lounge is clean, orderly, and functional.
21.1.2.5. AIRFIELD MANAGEMENT TRAINING:
21.1.2.5.1. Develop, conduct and administer Airfield Management (AM) training for contractor personnel.
21.1.2.5.2. Conduct and document recurring training annually in accordance with AFI 13-213.
21.1.2.5.3. Certify personnel performing airfield inspections and checks on airfield criteria and aircraft restrictions and limitations.
21.1.2.5.4. Develop and administer tests at least monthly and document results.
21.1.2.5.5. Establish a newcomer’s indoctrination program for contractor personnel.
21.1.2.5.6. Provide upgrade and on-the-job training outlined in AT-M-10 to air traffic control officers.

21B.1. WORKLOAD DATA
21B.1.1. Maxwell AFB Airfield has around 3,737 aircraft operations and 1,298 Distinguished Visitor operations annually. An operation is defined as either a take-off or a landing.
21B.1.2. Airfield Management provides direct service to approximately 270 aircraft each month. Though not every aircraft that uses the airfield lands at Maxwell taxis in and receives service, airfield management ensures a safe airfield environment, a service, which affects all aircraft operating at Maxwell. Personnel perform approximately 4 airfield inspections and/or checks per day. Personnel respond approximately 7 times per month to the airfield for bird dispersal operations during the migratory season (generally defined as early October to December and late February through April). Bird dispersal may be required at any time throughout the year. Other airfield responses are as needed for things such as Foreign Object Damage (FOD), determination of runway surface condition. Two personnel must be on duty at all times the airfield is open, IAW AFI 13-213, paragraph 2.7.1.
