SECTION 15-1
15.1. ENGINEERING SERVICES
15.1.1. DESCRIPTION OF SERVICES: Provide efficient, effective, and timely engineering services for Maxwell-Gunter AFB, including comprehensive planning, project programming, project management, design and construction management, technical assistance and evaluations, engineering support, warranty service management, and GEOBASE management. Ensure optimal functional use of land areas and facilities while maintaining harmony with the architectural character of existing facilities, the environment, the General Plan, and established base standards. Develop, maintain, and assertively support a Facilities Project program and a Facilities Master Plan for facility and infrastructure improvement, modernization, and major repair. Provide comprehensive design for all projects, except (1) MILCON and (2) those projects designed by other agencies in accordance with base support agreements. Apply effective construction management to ensure that all construction activities comply with all codes, regulations and standards. Maintain project documentation that ensures a complete and thorough representation of the submission, approval, prioritization, development and satisfaction of requirements as outlined in the publications listed in Appendix 15A. Provide all procurement activities for projects less than $750,000. For projects less than $250,000, include the costs in your annual operating target. Operate, maintain and update all data files in the Interim Work Information Management System (IWIMS), Automated Civil Engineering System (ACES), and all other AF-mandated data systems and Geographic Information Systems (GIS). Provide updates, responses, reports, briefings, and written or verbal status updates of all engineering projects and programs. Utilize various applications, including renderings, computer-generated graphics, Computer Aided Design and Drafting (CADD), slides, and overhead projection, to convey layouts, elevations, exterior appearances, and schedules. Provide all engineering services in accordance with all applicable directives as listed in Appendix 15A.
15.1.2. SERVICES TO BE PROVIDED:
15.1.2.1. COMPREHENSIVE PLANNING:
15.1.2.1.1. Develop, maintain, and implement appropriate comprehensive planning documents to optimize facility investments in support of Maxwell-Gunter’s mission requirements.
15.1.2.1.2. Develop and maintain the Base General Plan and Component Plans (consisting of the Composite Constraints and Opportunities Plan, Infrastructure Plan, Land Use and Transportation Plan, and Capital Improvements Program (CIP) Plan). Ensure the plans are reviewed annually (at a minimum) and updated as changes occur. Ensure coordination and approval of new and revised plans by all affected organizations.
15.1.2.1.3. Identify, maintain, coordinate, and obtain approval for facility sitings in accordance with the Base General Plan. Ensure that explosive safety, airfield safety, environmental siting constraints, and security requirements are met.
15.1.2.1.4. Develop and maintain an installation Housing Community Plan (HCP). If/when housing is privatized, review and coordinate on all plans developed by the housing privatization project owner (PO).
15.1.2.1.5. Manage and update permanent and temporary airfield and airspace criteria waivers in accordance with governing publications. Prepare, submit, and obtain timely approval of annual airfield and airspace criteria waiver packages. Ensure temporary criteria waivers are obtained before the start of construction or special projects. Phase airfield construction projects in accordance with governing publication.
15.1.2.1.6. Participate with Wing Safety, Terminal Instrument Procedures (TERPS), Air Traffic Control and Landing Systems (ATCALS) maintenance, and the Airfield Manager in the annual airfield and airspace criteria waiver review and airfield certification inspection.
15.1.2.1.7. Manage the Air Installation Compatibility Use Zone (AICUZ) program. Working with Safety, Bioenvironmental Engineering, Airfield Operations, Airfield Management, and flying units, evaluate the AICUZ study and update when required. Conduct formal evaluations every two years, sooner if changes require. Oversee the public notification requirements in coordination with the Command Judge Advocate and Public Affairs.
15.1.2.1.8. Manage the interagency and intergovernmental coordination program for environmental planning (IICEP), including development and maintenance of the Memorandum of Understanding (MOU) with the appropriate planning agency. Coordinate activities with the local community.
15.1.2.1.9. Coordinate, analyze, and prepare reports to base senior leadership and other organizations concerning all off-base actions that could affect the Maxwell-Gunter mission, real property, or other related activities. Attend scheduled City of Montgomery Planning Commission and City Council meetings and Montgomery County Commission meetings where items which may impact Maxwell-Gunter AFB are discussed or presented.
15.1.2.1.10. Provide short-notice briefings to command personnel on all or selected parts of projects, programs and the general plan. Maintain a database of historical and current facts and photos for computer or hard-copy briefings.
15.1.2.1.11. Utilize electronic data and systems to manage, manipulate, and maintain comprehensive planning information. Examples include Geographic Information Systems (GIS), Computer Aided Design and Drafting (CADD), Automated Facility Mapping (AF/M), multimedia, spreadsheets, databases, the Internet and the World Wide Web.
15.1.2.2. PROJECT PROGRAMMING:
15.1.2.2.1. Compile project requirements and appropriate programs.
15.1.2.2.2. Develop recommended facilities project programs and determine facility requirements in accordance with the Base General Plan, the Housing Community Plan, work requests, and the Facility Investment Metric (FIM). Submit programs through the wing corporate structure to develop final approved programs.
15.1.2.2.3. Develop an integrated design priority list of all program types submitted to and approved by the Wing corporate structure.
15.1.2.2.4. Compile, develop, and maintain comprehensive, complete requirements documents and cost estimates that facilitate the planning, programming, design, and construction of facility projects. Obtain all required coordination and approval.
15.1.2.2.5. Manage and maintain current, accurate data in IWIMS, ACES, and all other AF-mandated data systems for all facility programs.
15.1.2.2.6. Ensure project scopes identify and validate all project requirements.
15.1.2.2.7. Develop programming estimates and maintain documentation with each project.
15.1.2.2.8. Manage the facilities investment metric (FIM) in accordance with Air Force policy and MAJCOM guidance. Maintain and update the FIM program and make all required submittals to MAJCOM.
15.1.2.2.9. Develop and annually update a five-year Operations and Maintenance (O&M) facilities project program and a long-range facility master plan.
15.1.2.2.10. Submit wing-approved programs and project data as requested to MAJCOM.
15.1.2.2.11. Advocate for approved programs.
15.1.2.2.12. Provide planning, programming, and engineering support to higher headquarters site surveys, process action teams, and site activation task forces engaged in the bed-down of new missions or the realignment of existing missions.
15.1.2.3. PROJECT MANAGEMENT:
15.1.2.3.1. Execute facility project program in accordance with the wing corporate structure’s integrated facility program list.
15.1.2.3.2. Prepare comprehensive and complete requirements documents and cost estimates that facilitate programming and design of facility projects. Further refine project requirements and criteria identified during project programming with all project team members, associated groups, and external organizations to ensure a completed end product.
15.1.2.3.3. Establish production schedules that meet expected and required completion deadlines for all affected organizations.
15.1.2.3.4. Provide coordination and liaison support to facilitate projects executed by the Army Corps of Engineers or the Naval Facility Command. Examples of liaison duties include scheduling outages, processing turnover documents and parts at end of projects, scheduling training and testing for base personnel, providing data on existing utilities/facilities, providing recommendations on accepting facilities, processing closeout documentation, representing user for warranty issues, etc.
15.1.2.3.5. Maintain current records of project costs including original awards, current amounts, and settlement costs.
15.1.2.3.6. Provide project status updates to higher headquarters primarily through the use of WIMS, ACES and other AF-mandated data systems.
15.1.2.3.7. Keep all local organizations affected by assigned projects up to date on status of design and construction or planning as it pertains to the accomplishment of the project.
15.1.2.3.8. Represent the government as expert witness or in defense of claims by preparing all technical documentation relating to design, cost, and construction, and present the information, as required by the government
15.1.2.3.9. Provide assistance in the preparation of documents, slides, briefing folders, and inspection documentation to support miscellaneous audits, inspections, and distinguished visitor visits.
15.1.2.4. PROJECT DESIGN:
15.1.2.4.1. Maintain full responsibility for design requirements of all projects, except (1) MILCON and (2) projects designed by other agencies IAW with base support agreements. Provide functional and technical design reviews, coordination, and support for MILCON and projects designed and executed by others.
15.1.2.4.2. Provide registered professional architect(s) and registered professional civil, electrical, and mechanical engineer(s) that provide direct oversight of designs and design reviews.
15.1.2.4.3. Prepare designs to account for all known conditions and constraints, to allow for maximum flexibility, and to ensure adherence to all building codes, regulatory laws, and safety standards indicated in Appendix 15A.
15.1.2.4.4. Identify and validate project design requirements with all project team members, using agencies, associated groups, and external organizations to further refine and coordinate project requirements and criteria identified during project programming. Coordinate complete design process with, and obtain approval from, the customer and all other applicable organizations.
15.1.2.4.5. Complete a thorough design analysis for all elements of the project including: electrical, mechanical, civil, structural, lighting, communication, architectural, life safety, fire protection, environmental, historical preservation, acoustical, interior design, and landscape architecture. Provide comprehensive conceptual design, schematic design and design development addressing all known aspects of the work affecting functional requirements, material performance, and system selections.
15.1.2.4.6. Perform site visits and collect/analyze data to validate customer requirements, site conditions, and site layouts.
15.1.2.4.7. Accomplish cost estimates for planning, design, and construction that reflect all work to be accomplished and are appropriate for the current level of design. Comply with all known budgetary and time constraints. Support and assist in price negotiations and in defense of claims as required by the procurement activity.
15.1.2.4.8. Prepare and maintain project design documentation that accurately track design sequence and rationale of design decisions, parametric cost estimates for various design phases, decisions on building materials and other pertinent project information.
15.1.2.4.9. Provide necessary construction documents (drawings, specifications, cost estimates, and other required documents) using applications (CADD, word processing, spreadsheet) compatible with current base systems. For projects procured by Base Contracting or other government procurement agency (i.e. projects over $750,000.00) ensure construction document packages meet procurement official’s requirements and standards.
15.1.2.4.10. Provide hard copies and/or electronic media copies of design and construction documents to base organizations and HQ during design, design review, procurement, and construction.
15.1.2.4.11. Provide technical support for, and coordination on, project amendments and project clarifications as required by the procurement activity.
15.1.2.4.12. Provide comprehensive briefings including graphic presentations of current and future projects using renderings, computer-generated graphics, slides, and overhead projection to convey layouts, elevations, exterior appearances, schedules, and phasing to management staff.
15.1.2.5. TECHNICAL ASSISTANCE AND EVALUATIONS:
15.1.2.5.1. Provide planning, design, and construction estimates to support base organizations in their planning and budgeting cycle preparations and management presentations.
15.1.2.5.2. Conduct feasibility studies on requested work resulting in schematic designs and statements of work to assist base organizations in project programming.
15.1.2.5.3. Provide review and approval of work orders, project requests, design drawings and specifications, and construction documents prepared by base or other organizations for compliance with codes, standards, and requirements. Documents may consist of construction documents generated by the supplier’s staff members or may be provided from outside the supplier’s direct control.
15.1.2.5.4. Provide assistance to all base organizations that need technical evaluations (to support their facility project planning and development), safety evaluations, hazard report assessments, and on-site engineering assistance.
15.1.2.5.5. Provide technical evaluations of Energy Savings Performance Contract (ESPC) proposals and make recommendations to Base Contracting. Validate savings of executed ESPC contracts based on review of Annual Verification Reports from the ESPC contractor.
15.1.2.6. ENGINEERING SUPPORT:
15.1.2.6.1. Ensure accurate and timely updates of master facility drawings and infrastructure maps. Solicit, collect, and provide on-going updates of as-built drawings of base real property facilities and infrastructure regardless of method of modification.
15.1.2.6.2. Maintain all reproduction and survey equipment necessary to support survey tasking, design production, and procurement packages.
15.1.2.6.3. Maintain and provide centralized storage of as-built drawings, construction drawings, and specifications for Base projects as well as a search and inventory catalog file system for all CADD and GIS files.
15.1.2.6.4. Provide accurate field surveys and CADD support for all activities and projects on Maxwell-Gunter using equipment and systems compatible with current base systems.
15.1.2.6.5. Provide support in performing damage assessment for exercises and natural and man made disasters. Provide emergency survey support. Examples include aircraft crash sites and environmental contamination areas.
15.1.2.6.6. Maintain technical library, keeping all references up to date, ordering new technical publications, and keeping all associated information systems operational.
15.1.2.6.7. Provide briefing slides and maps on an as-needed basis with minimal notification, using computer software compatible with base systems.
15.1.2.6.8. Provide planning, design, and engineering support to higher headquarters when required.
15.1.2.6.9. Coordinate, interface, and provide technical assistance to the utility providers, the base electrical distribution system owner/operator, and the Energy Savings Performance Contractor (ESPC) to ensure all records are maintained and updated.
15.1.2.6.10. Provide technical expertise and maintain/manage engineering plans, for example Heating Ventilating Air/Conditioning (HVAC) Plan, Pavements Plan, Roofing Plan, Electrical Plan, Storm Water Drainage Plan, Warranty program, and Airfield Pavements Program.
15.1.2.7. CONSTRUCTION MANAGEMENT:
15.1.2.7.1. Support all preconstruction and project coordination meetings, including those led by base contracting, Army Corps of Engineers, DECA, and AAFES, by providing appropriate data and information in both written form and oral brief.
15.1.2.7.2. Provide thorough review and approval of contract submittals, including construction material submittal data and samples, for compliance with contract requirements. Fully document these review and approval actions.
15.1.2.7.3. Inspect all construction activities for compliance with contract documents and approved submittals. Determine frequency of inspections based on length, scope and complexity of project, and as required to ensure all requirements are met. Take appropriate action to correct all deficiencies.
15.1.2.7.4. Ensure building codes, regulatory laws, and safety standards are met.
15.1.2.7.5. Review and report contract progress according to the project schedule. Validate contractor invoices for progress payment and recommend approval/disapproval.
15.1.2.7.6. Provide, maintain and store all construction management documentation, including comprehensive daily entries, construction inspection records, and coordinated digging permits.
15.1.2.7.7. Input accurate and timely data into IWIMS, ACES, or other AF-mandated data systems at project contract award. Track required contract data.
15.1.2.7.8. Coordinate and schedule all utility outages, road closures, and facility disruptions to minimize impact to customers and other base organizations and report to base populous through all available resources. Coordinate same for Corps of Engineers, DECA, AAFES, and any other construction projects on base.
15.1.2.7.9 For construction services over $750,000 and other miscellaneous construction services procured through a government procurement agency, provide technical and management support to the applicable contracting agency.
15.1.2.7.10. Process and/or review all requests for contract clarifications or modifications, recommend approval/disapproval, and submit documentation to procurement activity in a timely manner.
15.1.2.7.11. Support and assist in modification price negotiations; prepare technical documentation and funding documentation as required by procurement activity.
15.1.2.7.12. Provide and coordinate closeout documentation and acceptance forms to all appropriate offices, including Base Contracts, real property office, and O&M functions.
15.1.2.7.13. Receive, review, and distribute required O&M manuals on installed equipment. Coordinate and schedule building system training and O&M training with all responsible organizations.
15.1.2.7.14. Receive, review, and ensure coordination of all “as-built” documentation.
15.1.2.7.15. Provide required coordination, support, project management, construction management, and construction inspection for projects executed by/for tenant organizations.
15.1.2.7.16. Research, compile, and answer all post-contract completion information requirements and requests.
15.1.2.8. WARRANTY SERVICES:
15.1.2.8.1. Implement a warranty program to ensure proper execution of all warranties.
15.1.2.8.2. Receive, review, and distribute required warranties to all appropriate personnel.
15.1.2.8.3. Update IWIMS, ACES, or other AF-mandated replacement systems with all warranty information.
15.1.2.8.4. Coordinate and accomplish pre-warranty expiration inspections.
15.1.2.8.5. Schedule warranty repairs and verify repairs are completed IAW warranty.
15.1.2.9. GEOBASE MANAGEMENT:
15.1.2.9.1. Manage and keep current GeoBase program and data bases.
15.1.2.9.2. Maintain/update the “MAFB Strategic Plan” that provides direction for future GeoBase actions (see AF Strategic Plan). Identify the steps, timelines, and goals necessary to maintain and update the system.
15.1.2.9.3. Manage and maintain the Maxwell GeoBase program including the Maxwell Common Installation Picture (CIP) for Maxwell AFB as specified in the MAFB Strategic Plan.
15.1.2.9.4. Attend government furnished classes, seminars, and conferences to keep GeoBase knowledge and skills current.
15.1.2.9.5. Act as base POC for all GeoBase related issues.
15.1.2.9.6. Ensure the information contained in the CIP provided by AETC is maintained in accordance with AETC guidance.
15.1.2.9.7. Provide GeoBase/GIS technical support to include GIS technical products, GeoBase maps and surveys to base organizations and customers.
