SECTION 17-1
17.1. ENERGY AND UTILITY MANAGEMENT
17.1.1. DESCRIPTION OF SERVICES: Provide energy management services resulting in quality monitoring of utility consumption in base facilities on Maxwell-Gunter according to the priority service levels identified below. Develop a yearly energy management plan for the base that is implemented by the Base Energy Steering Group. Educate the Base population on energy consumption and conservation. The Department of Defense goal for Maxwell-Gunter is to reduce energy consumption per gross square foot of its facilities by 2 percent per year relative to the 2003 baseline (measured in BTUs per square foot). Ensure quality work performance in accordance with applicable directive publications, standards, and guidelines found in Appendix 17A.
17.1.2. SERVICES to be Provided:
17.1.2.1. ENERGY CONSUMPTION AND CONSERVATION EDUCATION:
17.1.2.1.1. Educate base population to increase awareness and to participate in activities that lead to reduced energy consumption and increased conservation.
17.1.2.1.2. Publicize energy conservation strategies to base populace.
17.1.2.2. ENERGY MANAGEMENT PLANNING:
17.1.2.2.1. Develop and annually revise a base energy reduction plan.
17.1.2.2.2. Present plan to the Base Energy Steering Group and obtain approval.
17.1.2.2.3 .Coordinate with utility providers for remediation of suspected energy waste.
17.1.2.2.4. Review feasibility studies that are conducted by utility providers and make recommendations to the appropriate government organization on how to proceed.
17.1.2.2.5. Review all new construction projects at the 65 and 90 percent submittal points to confirm that energy goals are being factored into the projects.
17.1.2.2.6. Submit energy usage reports using the web based BATS Financial Management System.
17.1.2.2.7. Submit Defense Utility Energy Reporting System (DUERS) report to HQ AETC quarterly.
17.1.2.2.8. Monitor actual usage against planned consumption. Modify the plan as required, with the approval of the Base Energy Steering Group.
17.1.2.2.9. Identify shortfalls in the base energy reduction plan, determine and annotate reasons for the shortfalls, and make recommendations to the Base Energy Steering Group.
17.1.2.2.10. Coordinate with the ESPC contractor and provide technical support to ensure compliance with the base energy program. Review and recommend approval or disapproval for all energy savings proposals.
17.1.2.3. ENERGY CONSUMPTION MONITORING:
17.1.2.3.1. Ensure AF facility meters (natural gas and water) are accurately read and meter data recorded correctly.
17.1.2.3.2. Ensure all meters are repaired promptly, excluding electrical meters owned and maintained by the electrical distribution system owner (Cooperative Utility Services).
17.1.2.3.3. Maintain a meter calibration program with each utility commodity provider.
17.1.2.3.4. Establish a means of estimating energy consumption during periods of meter disruption or where no meters exist.
17.1.2.3.5. Validate and report utility consumption invoices from the utility providers and promptly assist in correcting abnormal charges.
17.1.2.3.6. Provide cost and consumption information to reimbursable customers.
17.1.2.3.7. Monitor the EMCS (Energy management Control System) and take action to maintain and repair facilities to ensure the facilities are kept within temperature limits as set forth in the Maxwell Air Force Base Heating and Cooling Policy.
17.1.2.3.8. Assist in the development, design, and installation of EMCS modifications to enhance the energy savings capabilities of a facility.
17.1.2.3.9. Develop and implement a process to validate the savings from the base energy savings performance contracts and recommend appropriate payment actions to the contractor officer responsible for the energy savings performance contract(s).
17.1.2.3.10. Perform Utility Contract Reviews annually and submit to AETC/A7COE.
