SECTION 12-1
12.1. SPACE MANAGEMENT
12.1.1. DESCRIPTION OF SERVICES: Space management is a service dedicated to providing a space management program to all of Maxwell-Gunter Air Force Base and any sub installations. Maxwell has a very dynamic mission and workforce, requiring space relocations as a result of new missions, organizational expansion and contraction, functional realignments, and “swing space” to facilitate major construction projects requiring the temporary vacancy of an existing facility. Space management activities are often difficult to manage due to the “domino effect” of relocating one or several organizations to adequately meet the needs of another. This function often requires extensive problem solving and negotiation to successfully facilitate the needs of all organizations involved. Provide all services IAW the Priority Service levels identified at 12.1.2.3. and IAW the applicable directives listed in 12A.
12.1.2. SERVICES TO BE PROVIDED:
12.1.2.1. ASSESSMENT AND VALIDATION OF CUSTOMER SPACE REQUIREMENTS: Assess, analyze, and validate the requirements of the customer and any affected organization by utilizing engineering analysis and prudent space management procedures consistent with AF space requirements. Suggest alternative and/or innovative solutions when possible.
12.1.2.2. LOCATION OF ADEQUATE AREA MEETING CUSTOMER REQUIREMENTS AND APPROVAL OF FINAL RELOCATION PROPOSAL:
12.1.2.2.1. Locate adequate space and orchestrate any subsequent organizational moves or consolidation to ensure all affected organizations’ needs are met. Formulate accurate cost estimates for several different potential locations in order to make the most appropriate recommendation.
12.1.2.2.2. Develop a plan, coordinated with all impacted organizations, summarizing cost including a proposed timeline for all necessary actions related to the relocation (e.g., LAN, telephone) that meets the customer’s needs.
12.1.2.2.3. Submit the proposed plan to appropriate executive leadership and obtain appropriate approval.
12.1.2.3. COMPLETION OF APPROPRIATE LEGAL AND ENVIRONMENTAL ACTIONS AND REAL ESTATE CONTRACTS:
12.1.2.3.1. Coordinate any and all organizational space management actions with other service providers (e.g., real estate) to ensure all requirements are identified.
12.1.2.3.2. Provide applicable occupancy information to the real estate activity for up date of the facility real property records to ensure accurate information is reflected.
12.1.2.3.3. Provide information to the real estate activity for actions for which a real estate instrument is required.
12.1.2.3.4. Coordinate with the applicable agreement coordinator whenever a support agreement is appropriate.
12.1.2.3.5. Ensure completion of all necessary legal, environmental documentation, and real estate contracts associated with any and all organizational movements on or off base. In some cases, a real estate instrument (permit, license, or lease) is required. Develop, coordinate, and execute in accordance with appropriate directives as listed in appendix 12A.
12.1.2.4. SYCHRONIZATION OF APPROPRIATE FACILITY PREPERATIONS, INCLUDING CONSTRUCTION, ALTERATION, RENOVATION, MAINTENANCE, FURNISHINGS, AND INFORMATION TECHNOLOGY REQUIREMENTS:
12.1.2.4.1 Synchronize all necessary facility construction, alteration, renovation, special maintenance actions, communications, and information technology requirements necessary to adequately meet the relocation needs of the customer.
12.1.2.4.2. Review all furnishings requirements and when necessary, coordinate installation with furnishings vendor.
