REPAIR ROOF & HVAC NAVY FACILITY B1560

SOLICITATION # FA286020R0044

Site Visit (15 Oct 20) Questions and Answers

Q1. Are as-built drawings available of the original construction and previous renovation of the building?

A1. Previous renovation drawings previously provided; see Attch 8 – 2004 Renovation Drawings_B1560. For original construction drawings, see Attch 10 – B1560 Original Drawings.

Q2. Will electronic files of the existing drawings be provided upon award?

A2. See Attch 3 – 2019_1211 Design-Build RFP Table of Contents (p. 3) that identifies Project Drawings – Appendix A (begins on p. 319). CAD files will be provided upon award. Existing drawings have already been provided electronically in .pdf format for renovation and original drawings - see Attch 8 – 2004 Renovation Drawings and Attch 10 – B1560 Original Drawings.

Q3. Are there requirements pertaining to COVID-19?

A3. When on the installation, contractors shall wear face masks that cover the mouth and nose as it is required to enter into facilities on-base. When actively performing work that requires the use of special PPE, contractors shall adhere to the industry standards for completing work (i.e. safety goggles, gloves, air filtered masks). Social distancing as outlined by the Center for Disease Control (CDC) shall be adhered to as well as the installation’s HPCON measures (currently in HPCON Bravo). See https://www.jba.af.mil/Home/COVID-19-Coronavirus/. It is encouraged that all contractors work with their clients to develop a plan to decrease risk of exposure, promote flexibility to complete contractual obligations to ultimately minimize performance issues, delayed deliverables, and health risks. Safety is the Government’s primary concern and it is paramount Government and contractor personnel take steps toward ensuring a healthy work environment. It is highly encouraged that if your employees are experiencing symptoms they follow the procedures outlined by the CDC. It is also vital that the site lead notify the Government Representative or Contracting Officer immediately of any personnel absences directly related COVID-19.

Q4. Will the Government provide a storage space for the furniture, fixtures, and equipment to be retained for re-use? If so, will it be a conditioned space?

A4. Yes, the Government will provide a storage space for the furniture, fixtures and equipment to be retained for re-use. Items can be stored in the warehouse Bldg 3086, Bay 3. The space is not a conditioned space.

Q5. Are there are any proprietary materials, equipment or controls required for the project?

A5. No.

Q6. At the site visit it was indicated that the interior work must be phased by ½ of each floor at one time. To make sure security requirements are met, please confirm the entirety of each floor will be cleared of all secure documents and will remain so during completion of each phase on the floor.

A6. Any classified Secret material will be moved/secured by the Government as the contractoris required to work in each phase with the exception the Server Room and NMCI closets, which must remain 100% operational throughout the project. Escorts shall be used in those cases where classified equipment cannot be moved/secured. The renovation will occur in a minimum of five (5) phases. See Attch 3 – 2019_1211 Design-Build RFP Section 01 10 10 Paragraphs 2.2.2 – Phasing, and 2.7.1. - Phasing. Also see Attch 11 - B1560 Phasing.

Q7. Please confirm any SCIF accreditation or inspections will be provided by others. If not, please provide requirements.

A7. The building does not have a SCIF and does not require SCIF accreditation or inspections.

However, the facility must retain standards for Open Secret Storage (OSS). The Government will need to track any changes to the integrity of the building that may violate OSS requirements using applicable Department of Defense (DoD)/Department of the Navy (DoN) standards and ensure the contractor makes necessary repairs. Any repairs that decertify the space from its current condition will need to be completed by the contractor to ensure the final end-state meets OSS requirements. A full OSS re-certification inspection will be required prior to completion and Government acceptance of project.

The Government will be responsible for the re-certification inspection.

Q8. Please confirm all exterior penetrations created or modified under this contract must meet the ICD-705 requirements.

A8. No. The facility is not a SCIF so ICD 705 does not apply. However, the facility is a Secure Room with Open Storage Secret (OSS) and a COMSEC Vault which has similar requirements per DoDM

5200.01 Vol 3, OPNAVINST 5530.14, and DoD 5200.08R for protection of Secret and COMSEC material. OSS standards must not be compromised during the project; the doors securing the OSS must remain operational as must all alarm systems, and the Government must be able to properly secure and alarm B1560 at the end of each workday to ensure protection of classified material. Any exterior penetrations created (e.g., air conditioning ducts, filters or equipment access panels) greater than 96 square inches must be hardened per Military Handbook 1013/1A (e.g., using securely fastened grills).

See Attch 3 – 2019_1211 Design-Build RFP Section 01 10 10, Paragraph 7.1.

Q9. - What badging/security requirements are there for access to the base/facility? How long does it take to receive badging?

A9. AFFARS Clause 5352.242-9000 Contractor Access to Air Force Installations is applicable. To access the facility, badges will be issued. See Attch 3 – 2019_1211 Design-Build RFP Section 01 14 00, Paragraph 1.2 – Contractor Access and Use of Premises and its subsections; Section 01 14 00, Paragraph 1.3 – Security Requirements and its respective subsections; and Section 01 10 10, Paragraph

3.1.3 – Security/Contractors Use of Site and its subsections. Installation and facility access will be granted to contractor personnel in accordance with contract performance needs on a short- or long-term basis, as applicable.

Q10. Is this project tax-exempt?

A10. Yes. FAR Clause 52.229-3 is applicable.

Q11. Please confirm all work must be performed by U.S. citizens only.

A11. In accordance with Attch 3 – 2019_1211 Design-Build RFP Section 01 14 00 Paragraph 1.2 – Contractor Access and Use of Premises and its subsections, general construction must be performed by U.S. firms (Note: this solicitation is set aside for women-owned small businesses (WOSB)).

Work can be performed by U.S. born citizens, naturalized U.S. Citizens or legal aliens. See Attch 3 – 2019_1211 Design-Build RFP Section 01 14 00, Paragraph 1.3 – Security Requirements and its respective subsections. These sections identify citizenship criteria of contractor personnel. The contractor shall ensure all personnel provide the necessary documents with regard to citizenship status and are eligible to legally perform work in the United States, the State of Maryland and Joint Base Andrews.

Contractor personnel are required to pass background checks to obtain the necessary badges to perform work at Bldg 1560 and on Joint Base Andrews; See Attch 3 – 2019_1211 Design-Build RFP Section 01 10 10, Paragraph 3.1.3 – Security/Contractors Use of Site.

Q12. Please identify any work that must be performed off-hours.

A12. Work that requires power loss or affects the habitability of the building during work hours (e.g.

loss of plumbing, loss of A/C or heat during the winter, etc.) will need to be scheduled in advanced with the Government and may require performance after-hours or on weekends during non-working hours. At least ten (10) business days’ notice is required for work affecting power (e.g., planned power panel replacements in the basement). The building must be operational and habitable during working hours. See Attch 3 – 2019_1211 Design-Build RFP Section 01 10 10, Paragraph 1.1.1.

Q14. Please confirm temporary heat/cooling will be required.

A14. Yes – The facility must remain in operation for the duration of the project. Temporary cooling will be required for Server room located on 2nd deck. Temporary heating will be required to keep temperatures within building at acceptable levels for Government employees. See Attch 3 – 2019_1211 Design-Build RFP Section 01 50 00 Paragraph 3.3.8.

Q15. Please identify a location for laydown of materials/dumpster.

A15. See Attch 3 – 2019_1211 Design-Build RFP Drawing C-100, RFP (p. 326). Also, see picture below. Close to its current location centered on the outer parking lot row driveway to allow for garbage truck approach straight-on since the new pad will enclose the dumpster with three (3) concrete walls and a gate:

Q16. How deep shall the stumps be ground to for the 2 existing trees to be removed?

A16. See Attch 2 – 2019_1211 Design Analysis B1560 Section A – Architectural, Paragraph 4 (p. 6).

Two pine trees located at the west side of the building are to be removed. The stumps are to be removed as well, and topsoil and sod provided as required. Compensatory planting is to be coordinated with Joint Base Andrews.

Q17. Page 27 Design Build RFP document indicates the existing windows are to be blocked in, but page 8 of the design analysis indicates windows are to remain and have sealant applied for efficiency purposes. Please advise.

A17. See Attch 3 – 2019_1211 Design-Build RFP Section 01 10 10, Paragraph 7.2.1.8 – Exterior Windows; and Drawings A-200 (p. 333) through A-207, Keynote 2, typically. The wording from page 27 Design Build RFP dates back to when the scope involved installing storm windows – This is not the case now. Also See Attch 2 – 2019_1211 Design Analysis B1560 Section E – Structural, Paragraph 5 – Out of Scope Items (p.13) that reads “exterior window and door replacement is not anticipated for this project.”
