About this file

This document is a Questions and Answers (Q&A) file for federal solicitation FA282325Q3006, which concerns the purchase and installation of an air compressor and supporting equipment in Building 1343 at Eglin Air Force Base. The Q&A covers technical specifications for a comprehensive air compression system, including details about compressor requirements, electrical setup, and condensation management. Key specifications include a preference for a 50HP compressor capable of 200+ CFM at 150 PSI, with options for 125 PSI, an integrated refrigerated air dryer, a 660-gallon vertical air receiver tank, and an oil/water separator to meet EPA condensate discharge regulations.

The document reveals the government's flexibility in system configuration, emphasizing a standalone system with no building control integration. Electrical requirements include upgrading from a 30A to a 100A disconnect, and the system must meet ISO 8573-1:2010 class purity standards. The procurement is a 100% small business set-aside, with award to be made to the lowest-priced, responsible offeror meeting technical requirements. Critical dates include a site visit on 21 May 2025, a deadline for questions on 29 May 2025, and offer submissions due by 12:00 PM Central Standard Time on 05 June 2025.

FA282325Q3006 PURCHASE/INSTALL AIR COMPRESSOR AND SUPPORTING

EQUIPMENT IN BLDG 1343 AND CONNECT ELECTRICIAL

Questions and answers

Final

Q: For Clarity do you want a 2-stage air compressor to get to the 150psi or do you want a single stage at 125psi that you ok'd in the questions? A KRSP2 is a two stage unit.

A: A 2-stage air compressor to get to the 150psi will work or if possible 150 single stage

Q: A layout of how the equipment is going to fit in the room.

A: Up to the contractor

Q: Compressor, dryer and then tank?

A: No preference. Set up for best performance

Q: Compressor, tank and then dryer?

A: No preference. Set up for best performance.

Q: What is the existing piping that we will be tying into?

A: Various sized steel pipes schedule unknown.

Q: Is the system going on the first floor?

A: Yes

Q: How big are the doors to get into the room?

A: The Mechanical room that the current air compressor is in is 72 inches wide and 83 inches long.

Q: What are the dimensions of the room?

A: Complex layout Mechanical room space limited. alt location space can be accommodated but requires additional work on electrical and piping.

Q: What are the beams made of on the ceiling for support of the piping?

A: Steel

Q: What are the walls made of for support of the piping/electrical?

A: Various steel, block , concrete.

Q: What is the existing electrical set up?

A: 277/480V 30A disconnect (as stated in the SOW) at existing compressor location. If compressor is moved to alternate location power would need to be ran from that panel box to new location.

Q: VSD compressors require fused disconnects with a fast blow fuse:

A: Ok. Contractor to provide turn key system.

Q: Fixed speed air compressors require fused disconnects with a time delay fuse. They say they have a 70 amp breaker feeding the circuit, but only a 30.

A: Ok. Contractor to provide turn key system. Disconnect is currently a 30A, would need upgraded for 70A system.

Q: A 50hp fixed compressor needs a 100 amp service(breaker) with a 100 amp fused disconnect with 100 amp fuses.

A: Ok. Contractor to provide turn key system. Disconnect is currently a 30A, would need upgraded for 100A system

Q: This will require a complete upgrade to the electrical in the room.

A: Quote the job for whatever you believe is necessary to install a turn key system

Q: We do not know what panels they have to quote the correct breakers.

A: The panels are in the Mechanical room.

Q: Where is the panel located?

A: Mechanical room with current compressor

Q: How far of a run from the panel to the compressor room?

A: Currently the panel is in the room with the compressor. If new compressor needs to be in an alternate location then the run is substantial. Contractor to verify their equipment and dimensions of available space via site visit.

Q: Is the room ventilated or Air conditioned?

A: Vented yes, climate controlled unsure. It is located in a mechanical room.

Q: Does it need to be tied into the controls of the compressor? To clarify, some locations have the controls of the air compressors run into their building controls. Alarms and functions that run through a modbus to a local control room.

A: Does what need to be tied into the controls of the compressor?

Having the controls of the air compressors run into their building controls will NOT work. We want a stand-alone, the controls need to be tied to the compressor and nothing else.

Q: I believe the specs of the equipment below will be sufficient for your needs. This system would be: (1) 50HP compressor with wye/delta start and inlet modulation, (1) Refrigerated air dryer with pre and after filter, (1) 660-gallon receiver tank, and (1) Oil/water separator for condensation management.

A: Yes I believe the below unit would work just fine.

Oil/Water Separator - Condensation Management System

Q: Can you tell me if there is an existing compressor setup in the building?

A: There is. Likely abandon in place

Q: Are the flow requirements for the system hard set to be 200CFM at 150PSI?

A: It is optimal.

Q: If 150PSI is not needed for your end use, a 40HP compressor could produce 200+ CFM at 125PSI.

A: This would work

Q: Are you requiring a standalone air dryer?

A: No

Q: We offer our rotary screw compressors with an internal refrigerated air dryer, saving on space and maintenance.

A: Ok

Q: Is there a specific ISO 8573-1:2010 class purity your trying to reach?

I know that the Mikropor dryer has internal filtration, as well as the standalone carbon filter for oil removal to .003ppm. Should we try to meet their specifications?

A: Yes

Q: Will there need to be an oil water separator? Oil water separators are required by the EPA for all the condensate discharge leaving the compressor, filters, tanks, and dryers. This ensures that there is no oil carryover in the waste water drains.

A: Yes
