About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA282325Q3006, which involves purchasing and installing an air compressor system in Building 1343 at Eglin Air Force Base. The Q&A details specific technical requirements for a comprehensive air compression system, including a 50HP compressor with wye/delta start and inlet modulation, a refrigerated air dryer with pre and after filters, a 660-gallon receiver tank, and an oil/water separator for condensate management. Key technical specifications include a flow requirement of 200 CFM at 150 PSI, an internal refrigerated air dryer, and compliance with ISO 8573-1:2010 class purity standards. The document confirms EPA requirements for oil/water separation and indicates an existing compressor in the building will likely be abandoned in place.

The Q&A provides insights into equipment configuration, with vendors proposing specific technical solutions and the government responding to clarify requirements. Potential vendors are informed about site visit details, with a mandatory site visit scheduled for Wednesday, 21 May 2025 at 10:00 AM Central Standard Time. The procurement is a 100% small business set-aside, with award to be made to the lowest-priced, responsible offeror meeting technical requirements. Vendors must be registered in the SAM database and Wide Area Work Flow, and must comply with REAL ID requirements for base access. Questions were to be submitted by 29 May 2025, with offers due by 12:00 PM Central Standard Time on 05 June 2025.

EQUIPMENT IN BLDG 1343 AND CONNECT ELECTRICIAL

Questions and answers

Added 5/28/2025 Q: In order to move forward with a complete and accurate installation quote for your compressor, we’ll need either a site visit or detailed drawings of the compressor room and the installation area.

A: Please see Attachment 1 and Attachment 2. These drawings are provided for reference if they have questions.

Q: I believe the specs of the equipment below will be sufficient for your needs. This system would be: (1) 50HP compressor with wye/delta start and inlet modulation, (1) Refrigerated air dryer with pre and after filter, (1) 660-gallon receiver tank, and (1) Oil/water separator for condensation management.

Oil/Water Separator - Condensation Management System

A: Yes I believe the below unit would work just fine.

Q: Can you tell me if there is an existing compressor setup in the building?

A: There is. Likely abandon in place

Q: Flow requirements:

Are the flow requirements for the system hard set to be 200CFM at 150PSI? A: It is optimal.

If 150PSI is not needed for your end use, a 40HP compressor could produce 200+ CFM at 125PSI. A: This would work

Q: Dryer:

Are you requiring a standalone air dryer? A: No We offer our rotary screw compressors with an internal refrigerated air dryer, saving on space and maintenance. A: Ok

Q: Filtration:

Is there a specific ISO 8573-1:2010 class purity your trying to reach?

I know that the Mikropor dryer has internal filtration, as well as the standalone carbon filter for oil removal to .003ppm. Should we try to meet their specifications? A: Yes

Q: Will there need to be an oil water separator? A: Yes Oil water separators are required by the EPA for all the condensate discharge leaving the compressor, filters, tanks, and dryers. This ensures that there is no oil carryover in the waste water drains.
